    Phuket marina linked to Premchai faces encroachment investigation

    Italian-Thai Development president Premchai Karnasuta is subject to another encroachment investigation as a firm in which he is major shareholder is accused of encroaching on mangrove forests and the public sea in Phuket.

    Jatuporn Buruphat, director general of the Marine and Coastal Resources Department, said on Friday that he had instructed officials to conduct a probe against Ao Po Grand Marina Co Ltd following complaints from local residents.


    The company operates a marina targeting yacht owners and sells food and drink at Ao Po bay in Tambon Pa Klok in Phuket’s Thalang district.


    Officials are checking whether the facility has received an operations licence from the Harbour Department and whether it has encroached on mangrove forests or public land.

    Jatuporn said the results of the investigations should be known by Monday.



    He said his department was not taking actions based on the February 4 arrest of Premchai regarding alleged poaching of a red-listed black leopard at the Thung Yai Naresuan Wildlife Sanctuary in Kanchanaburi.


    Jatuporn said his department is responding to complaints from local people alleging that the company might be encroaching on mangrove forests and public land.


    The Ao Po Grand Marina has been operating since 2008. Its harbour can house even “super yachts” exceeding 100 metres. The habour can dock about 300 yachts and provides electricity, fuel and other facilities, including restaurants and a fitness club.


    The Natural Resources and Environmental Crime Suppression police division is also investigating whether Premchai’s resort-style house in Loei’s Phu Rua district is situated in a national park or protected zone. The division is also checking whether Premchai has houses in other areas.


    There has been a continuing public outcry over Premchai’s alleged hunting expedition in the wildlife sanctuary after an endangered black leopard was found butchered and forest rangers found a pot of soup with the leopard’s tail. The remains of a barking deer and pheasant were also found hidden near the campsite.

    Black leopard soup brings trouble for Thai construction mogul

    A prominent businessman in Thailand has been ordered to attend court next month, after being caught in a wildlife park with soup made from a freshly killed rare black leopard.
    Key points:

    Premchai Karnasuta is the owner of Italian-Thai Development, a construction empire that built the Suvarnabhumni International Airport and Bangkok's Skytrain.
    Mr Premchai has been ordered to appear in court on March 26.
    He and three others were found in the Thungyai Naresuan Wildlife Sanctuary on February 4 with rifles, and the carcasses of a rare black Indochinese leopard, a muntjac (deer) and a pheasant.
    "The subspecies of the Indochinese black leopard is rare, there is an estimation of about 900 to 2,500 still left in the wild, of which only 11 per cent are black," said Edwin Wiek, founder of Wildlife Friends Foundation Thailand.
    So in the worst-case scenario, the black leopard that was skinned and eaten in the World Heritage-listed sanctuary was one of the last 99.
    Premchai Karnasuta told police he had permission to be in the park, but rangers deny arrangements were made for an illegal hunting party.
    The tycoon was released on bail, but a subsequent raid of his home found tusks suspected to be from African elephants, as well as 40 rifles.
    Ranger hailed a hero

    The case has outraged Thais.
    University students donned black leopard masks and held a candlelit vigil.
    An image of a black cat shot through the head and weeping was painted on an Italian-Thai Development sign, with similar pictures trending on Twitter.

    "Most Thai people seriously care about their natural heritage, their national parks, their wildlife and are just generally pissed off with rich people getting away with ugly things like this," Mr Wiek told the ABC.
    "This case is a bit different because some of the rangers were making photographs from the beginning, some of the rangers didn't know who Premchai was.
    "By then the black leopard was already found, pictures were being shared and I think there was a point of no return."
    The ranger in charge of the bust — Wichien Chinnawong — has been hailed a hero for following procedure, despite leaked audio suggesting bribes were offered.
    "I didn't think he would be some famous big CEO … but after arresting him, I'm not worried or scared of someone interfering in my work," the ranger said, as quoted in Khaosod English.
    "When someone with money does something wrong and is arrested, they should be treated according to the law, the same as with any villager or any other citizens."
    The lanky ranger has received support from high places.
    "Fight on Khun Wichien Chinnawong" read an Instagram post from Princess Ubolratana, the eldest child of Queen Sirikit and the late King Bhumibol Adulyadej.
    Echoes of 1973, when poaching felled a dictator

    For older Thais, the case brought up memories of another incident in the same national park — one with huge political ramifications.
    In 1973, during the dictatorship of Field Marshal Thanom Kittikachorn, there was a deadly helicopter crash in the Thungyai Naresuan park.
    Six high-ranking soldiers and police died in the accident, but it was other corpses that sparked revolt.
    "Dead bodies of endangered wildlife were scattered all over the area because they were all hunted, they fell down with the helicopter," Mr Wiek said.
    It emerged that 50 officers were on a hunting party, along with businessmen and an actress, although they tried to pass it off as a "secret mission".
    "The scandal channelled resistance to the arrogant military government at the time, helping to stoke anger which led to the historical political uprising of October 14, 1973," wrote the Bangkok Post this week.

    Junta's problems mushroom

    On Friday, Thailand is once again ruled by a military junta and the generals are reeling from a scandal involving the deputy Prime Minister's 25 luxury watches and voters' disquiet about the annual postponement of elections.
    Mr Premchai is part of the government-business-royal elite class that rules Thailand, making his fortune from government contracts.
    It's those connections that make some people sceptical justice will be delivered.
    "Only the naïve would think that someone like him would end up in jail," wrote Thitinan Pongsudhirak in the Bangkok Post opinion pages.
    Many have compared the black leopard case to the infamous mushroom-picking case of 2015.
    Udom Sirisorn, now 53, and his wife Daeng Sirisorn, 50, were sentenced to 15 years in jail for "illegal logging", after being caught taking mushrooms from a forest.
    The couple were eventually released after 17 months in prison.
    Mr Premchai could face 28 years in jail if he is convicted on the multiple charges against him.
    The construction mogul hasn't been seen publicly since being released on bail last week and Thai newspapers reported rumours he had fled the country.
    Police said they would seek an arrest warrant for Mr Premchai if he failed to show up at court in March.
    For law enforcement, that would indeed be big game hunting.

    Faeces find could land tycoon in the poo

    Human excrement found in front of construction tycoon Premchai Karnasuta’s vehicle parked in Thungyai Naresuan Wildlife Sanctuary in Kanchanaburi, where he allegedly poached wildlife, could tie him to the hunting of a rare black leopard, a park official said.

    The president of Italian-Thai Development Plc (ITD) was arrested along with three other people in the sanctuary on Feb 4. Several carcasses of protected wild animals, including an Indochinese black leopard, were found with them.
    Mr Premchai has denied any link to the discovered carcasses.

    Chaiwat Limlikit-aksorn, head of the the Department of National Parks, Wildlife and Plant Conservation’s special taskforce centre on forest protection, known as the Phraya Suea unit, said the faeces found in front of the tycoon’s car could be surprise evidence that could confirm his connection to the poaching.

    He said the human faeces was only three metres from where the shotgun pellet covers were found at the scene, adding the faeces had been sent to forensic experts for examination.

    Mr Chaiwat said the faeces was unlikely to belong to the other men with Mr Premchai — his driver and a hunter — in the hunting party. Mr Chaiwat said the two men would not dare relieve themselves in front of their boss’s vehicle. A third person in the hunting team, a woman, was ruled out as it is unlikely she would defecate in the open, he said.
    Mr Chaiwat said the spot was also near the place where the black leopard’s meat was sliced off and its innards removed. While waiting for the hunter to prepare the leopard meat, Mr Premchai may have decided to relieve himself, he said.

    Meanwhile, in the northeastern province of Loei, provincial authorities yesterday inspected six rai of land in Phu Ruea district, owned by PCK International Company, of which Mr Premchai is a board member. They suspected the title deed of the land was unlawfully issued.

    The company earlier held title deeds covering 6,215 rai of land in the province.

    BANGKOK, 18th February 2018 (NNT) – The counter corruption police plan to summon the chief of the the Thung Yai Naresuan Wildlife Sanctuary to discuss details of the poaching case at the center of public attention.

    The deputy commander of the Counter Corruption Division Pol. Col. Watcharin Phusit said today that the investigators have already prepared a summons for the chief of the western section of the Thung Yai Naresuan Wildlife Sanctuary in Kanchanaburi province, Mr. Vichien Chinnawong, to provide information related to alleged bribery by the CEO of Italian-Thai Development Public Company Limited, Mr. Premchai Karnasutra, on his visit to the wildlife sanctuary.

    Pol. Col. Watcharin said that the investigators will summon Mr. Vichien and four officers responsible for the arrest of Mr. Premchai to a session on February 22 in order to help establish a case against the CEO of Italian-Thai Development.

    He added that investigators will also invite Mr. Noppadol Phrueksawanhas, an advisor to Italian-Thai Development Public Company Limited and a former official at the National Park, Wildlife and Plant Conservation Department, to be a witness in the case although he may be charged if there is any evidence to prove his involvement in the alleged poaching.

    BANGKOK, 20 February 2018 (NNT) – The Deputy Commander of the Royal Thai Police has expressed confidence that results of a comparison between rifle rounds found at the home of Italian Thai Co Ltd CEO Premchai Karnasutra and bullet wounds in wild elephants shot in Kuiburi National Park will be released this week.

    Deputy Commander of the Royal Thai Police, Pol Gen Sriwara Rangsiphramnakul, disclosed authorities are comparing bullets, found in the carcasses of slain wild elephants in Kuiburi National Park of Prachuabkhirikan province, with rifle rounds found in a search of Premchai’s home prompted by suspicions he and three others were engaging in illegal hunting. It has already been established the rifles found at Premchai’s home were the same type used in the elephant hunt. Pol Gen Sriwara said results of the comparison are expected this week but did say if police will investigate whether or not Premchai was present in Kuiburi National Park during the time of the shootings.

    The deputy commander stated that there has yet to be any reason to call Premchai and the other suspects in for further questioning and that further charges of attempted bribery will be decided upon by investigators of corruption and misconduct within the police. Investigators have already scheduled the receiving of testimony from Tungyai Naresuan Wildlife Sanctuary authority Wichien Chinnawong, and four others, for February 22.

    BANGKOK, 22nd February 2018 (NNT) – Counter Corruption Division Police (CCD) have held a meeting concerning allegations of attempted bribery by Italian Thai Co Ltd CEO Premchai Karnasutra, with expectations of wrapping up the case in March.

    CCD held the meeting with authorities from the Natural Resource and Environment Police and other relevant agencies, to decide on the approach to investigating Premchai’s alleged attempted bribery of Thung Yai Naresuan Wildlife Sanctuary head Wichien Chinnawong when the latter led a search of a camp used by Premchai and three others and found evidence of illegal wildlife hunting.

    CCD Commander Pol Maj Gen Kamol Rienracha disclosed after the meeting that all officers working on the case are proceeding in the same direction according to their individual responsibilities. He indicated that the Technological Crimes Division has been given audio clips of Premchai’s exchanges with authorities to analyze; Natural Resource and Environment Police are looking over case files and Economic Crimes Police are establishing whether the alleged attempted bribery can be considered a crime.

    Meanwhile, Wichien and three other sanctuary authorities have asked that a questioning session scheduled for February 22 be heldover to March 8 due to official engagements. Nevertheless, another meeting will take place on March 12 to decide if Premchai will be charged, which would require him to appear before the authorities.

    Premchai’s party must today hear charges of animal abuse in Kanchanaburi province. If they twice fail to appear before police the matter will be put to the court for further action.

    Head of the Department of National Forests, Wildlife and Plant Conservation’s Phaya Sua Task Force, Chaiwat Limlikitaksorn made known meanwhile, that his unit will take investigators from Thong Pha Phum police station back to the scene where Premchai’s party was discovered to look into several more places where evidence has been found.

    BANGKOK, 23rd February 2018 (NNT) – Italian Thai Co Ltd CEO Premchai Karnasutra, who is suspected of illegally hunting animals in a national sanctuary, has asked for a second postponement of an appearance before authorities.

    Investigators initially scheduled Premchai to appear to hear charges of animal abuse on February 15 but his lawyer appeared on the date to ask for a postponement due to his client’s inability to appear. A second meeting was scheduled for February 22 in Kanchanaburi province.

    Deputy Commander of Provincial Police Region 7 Pol Maj Gen Krisana Supdech disclosed however, that Premchai’s lawyer had once again contacted authorities to delay his appearance, requesting that it take place on March 5 instead, due to Premchai being tied up in engagements.

    Police recorded the postponement but agreed to the new date, indicating that failure to appear for a third time and loss of contact on the day will result in a warrant being issued for Premchai’s arrest.

    BANGKOK, 28th February 2018 (NNT) – The Deputy Commander of the Royal Thai Police has reported that the investigation into Italian Thai Co Ltd CEO Premchai Karnasutra’s suspected illegal wildlife hunting is now 80 percent complete, confirming that if he fails to report to authorities on March 5 an arrest warrant will be sought.

    Deputy Commander of the Royal Thai Police, Pol Gen Sriwara Rangsipramnakul has pressed investigators handling the case of Premchai and three others to step up their efforts to conclude the matter. He indicated that investigations are now 80 percent complete with 30 witnesses and relevant authorities questioned.

    Head of Tungyai Naresuan Wildlife Sanctuary, Wichien Chinnawong has been called for further questioning on March 5 after additional evidence, including two bone fragments and a bag for hauling animal carcasses, were found.

    Premchai is also scheduled to appear before authorities on March 5 with police ready to seek a warrant for his arrest if he fails to honor the call.

    On charges of animal abuse filed by Head of the Kanchanaburi Veterinary Inspector Narongchai Sangworawongsa, Pol Gen Sriwara explained that the suspicions about Premchai do not fall under animal abuse laws as they only apply to domestic pets and livestock.

    Deputy Commander of the Counter Corruption Division, Pol Col Wacharin Phusit meanwhile commented on an audio clip thought to depict Premchai attempting to bribe authorities, revealing that it has been confirmed the voice heard is not Premchai but rather his driver Yong Dodkrua. Further investigation will be conducted into whether any attempted bribery took place. On March 7, police will collect more information, question Wichien once again on March 8 and hold a meeting on the case on March 12.

    That's why the wheels of justice roll so slowly. Don't accept a complaint until you've read through the law books. I'm sure the police are not required to be familiar with every statute and interpretation of every clause.
    FFS, don't punish the guy. Accept all cases, and then drop them if they're untenable. No big deal.

    Graffiti of silenced black leopard quickly disappears





    The graffiti, which appeared on Sukhumvit Soi 58, was assumed to be making the statement that advocates for the animal won’t be heard, nor will the animal himself, who was allegedly silenced by the billionaire.


    The street art was already removed by Saturday, and on Sunday, the Headache Stencil page wrote, “Sorry for those who hoped to take pictures with the black leopard graffiti. Officials have already removed it,” though it is unclear if it was removed by officials or whomever owns the wall.


    The Premchai case has enraged Thais across the country, leading students to hold demonstrations in which they wore black panther masks.


    The collective also posted a picture of the panther piece on Instagram with the Thai caption “Mute the sounds of complaints. Mute the sounds of those who have doubts. Mute the sounds to cover up for the bastard. If you mute the sounds too often, the animals will be extinct.”

    Police confident attempted bribery charges can be made against Premchai

    BANGKOK, 6th March 2018 (NNT) – Counter Corruption Division Police have claimed they have enough evidence to find fault with Italian Thai Co Ltd CEO Premchai Karnasutra and his party for attempting to bribe state officials, while the Deputy Commander of the Royal Thai Police says the Department of National Parks, Wildlife and Plants (DNP) may file charges against Premchai’s wife for owning elephant ivory.

    Deputy Commander of the Royal Thai Police, Pol Gen Sriwara Rangsiphramnakul said today that while no firm report has yet been made on the origins of elephant ivory found in Premchai’s home, the DNP has been able to say that the ivory was not from Thai elephants, which constitutes a chargeable offense as the foreign ivory could not be legally registered in the Kingdom. Pol Gen Sriwara said it is up to the DNP to seek charges against Premchai’s wife, who is the owner of the ivory, noting that this case cannot be tied to Premchai.

    On the topic of Secretary-General of the Thai Constitution Protection Association Srisuwan Janya calling for a committee to be formed to investigate Pol Gen Sriwara’s latest meeting with Premchai, which some in the public have viewed as overly courteous, the deputy police commander responded by saying his mannerisms around the suspect do not have an impact on the case.

    He elaborated that the questioning session proceeded as required by law and investigators say they have no further questions at this time for Premchai or the three others also suspected of illegally hunting wildlife. Asked about charges of animal abuse that have since been invalidated, Pol Gen Sriwara informed the Thai public that all charges have to be pursued when initially filed.

    Counter Corruption Police Commander Pol Lt Gen Kamol Rhienraja meanwhile, confirmed his division has enough evidence to accuse Premchai and his party of attempting to bribe DNP agents as it is in possession of both clear sound clips and testimonies from witnesses, including head of Tungyai Naresuan Wildlife Sanctuary Wichien Chinnawong. Premchai is to be questioned at Thong Pha Phum Police Station to further strengthen the case.

    BANGKOK, 7th March 2018 (NNT) – The Prime Minister has addressed a call to change the investigation team handling the case of Italian Thai Co Ltd CEO Premchai Karnasutra, who is suspected of illegally hunting wildlife in a national sanctuary, saying the probe is already ongoing with the Deputy Commander of the Royal Thai Police saying the case is now 90 percent complete and due to be filed by March 24.

    Deputy Police Commander Pol Gen Sriwara Rangsiphramnakul has responded to calls to change the investigation team handling Premchai Karnasutra’s case, saying he has no objection to the idea but all developments must be legal and aid the case in being finalized as soon as possible. He said that investigations are now 90 percent complete and more charges may be filed before the concluded round up of evidence is submitted on March 24.

    He indicated that the bullet identified as having killed the Black Panther at the center of the case could have come from one of the three firearms seized when Premchai and his party were discovered but admitted that bullet trajectory analysis at the scene of the incident has been inconclusive.

    Department of National Parks, Wildlife and Plant Conservation officials have filed charges against Premchai’s wife, Kanita Wittayanan, over her possession of elephant ivory, which was discovered during a search of the CEO’s home on February 7. It has so far been found that the ivory is of African origin and could not have been legally registered in Thailand. She faces a maximum jail sentence of 4 years and a fine of up to 40,000 baht.

    ...progress! Last week, such investigations were only 80% complete. By 2020, I anticipate they'll be 99.99% complete and then the culprits will finally...oh, charges dropped due to insufficient evidence, statute of limitations reached, death of perp...well, on to the next case...

    I don't understand who or why the calls for changing the investigation team. Is it because of progress or lack of progress?
