Investigation into suspected poaching by ItalThai CEO progressing

BANGKOK, 9th February 2018 (NNT) - Police have scheduled all four suspects in the Tung Naresuan Wildlife Sanctuary poaching case to give statements on February 17 with a team from the park meeting with the Deputy Commander of the Royal Thai Police to provide more information for the investigation.

Head of the Phaya Sua Unit of the Department of Natural Resources and Wildlife Conservation, Chaiwat Limlikitaksorn and head of Plant and Wildlife Conservation for Tung Naresuan Wildlife Sanctuary, Wichien Chinnawong took personnel from their agencies to meet with Crime Suppression Division Police yesterday to provide statements in the case against Italian Thai Development Co. Ltd. CEO Premchai Kannasutr and three others who were found camped in a restricted area of the sanctuary with evidence indicating illegal wildlife hunting. Notable amongst the evidence turned over is a voice clip of the three suspects apparently trying to settle the matter after being discovered. Only one of the voices has so far been confirmed as being that of a member of the suspected party. The voice is that of Yong Dodkrua who can be heard aparently trying to encourage rangers to accept a bribe.

Deputy Commander of the Royal Thai Police, Pol Gen Sriwara Rangsriphramnakul, said today that no fewer than 10 agents of the Department of Natural Resources and Wildlife Conservation had been asked to provide statements, with investigators especially focused on the agents on duty at the park between February 2 and 4, the time of the alleged crimes. He noted however, that no evidence has been found that park rangers were involved in the activity.

The deputy commander assured the public that there is enough evidence for the case to go to the Office of the Attorney General.

Thong Pha Phum Police Station chief, Pol Col Wutthipong Yenjit said his own office’s investigation is continuing with the four suspects scheduled to give statements on February 17. He announced that the carcass of a black panther discovered at the scene was found to have three bullets buried in wounds on its body and further tests are being conducted to tie the ammunition to guns found during the initial search. He stated that once all the evidence is assembled, the case could be forwarded to court within 48 hours.

BANGKOK: The governments of Thailand and Myanmar are set to restart the development of the Dawei deep-sea port and special economic zone, after both countries set up a joint coordinating committee to work out investment details of the project.

In 2008, both countries signed a memorandum of understanding to develop a massive land area of 200 square-kilometres and a pristine beach in Myanmar’s Tanintharyi region into the Dawei special economic zone and deep-sea port.

Initially, the project was managed under government concession by a Thai private construction firm, Italian-Thai Development (ITD), but the project's complexities and local resistance in Myanmar has stalled work time and again.

Construction has been halted pending further discussion between Thailand and Myanmar at the first phase of the Dawei SEZ.

The change of government in Myanmar after the 2015 general elections has also cast doubt over the future of Dawei project.

Safety concern for rangers in Premchai case

A FORESTRY reformer has expressed concerns about the safety of Thung Yai sanctuary chief Wichian Chinwong and his subordinates after they arrested the president of Italian-Thai Development Plc (ITD), Premchai Karnasuta.

Premchai and three companions are accused of poaching and possessing wildlife at the Thung Yai Naresuan Wildlife Sanctuary in Kanchanaburi.
The four had entered the sanctuary on February 3 before being captured by rangers the next day after they were allegedly seen possessing firearms, ammunition and the carcasses of wild animals, including the rare black leopard.

Princess Ubolratana has urged Thais to provide moral support to national park officials following the arrest of Italian-Thai Development Plc president in the high-profile poaching case.

The Princess posted on her Instagram that Thais should provide moral support to park officials to shield them from persecution.


The Princess was responding to a post on her wall by an Instagram user “yaiwoy” asking what ordinary people could do in the case of the arrest of ITD president Premchai Karnasuta for allegedly killing a rare black leopard and some wild animals in the Thung Yai Naresuan wildlife sanctuary in Kanchanaburi.


“Give moral support to all operating officials so that they will not be harassed. We all must instil the value that no one should have privileges than the others. Don’t forget that this country belongs to all Thais, not specific persons,” the Princess replied.

Department of National Parks denies plan to fire park officers involved in arrest of poachers

BANGKOK, 11th February 2018 (NNT) – The Department of National Parks has denied rumors that a plan has been initiated to fire an officer and a park ranger, following the arrest of a millionaire business man over the poaching of a black panther.

Director-General of the Department of Natural Parks, Wildlife and Plant Conservation, Thanya Netithammakun on Saturday confirmed there is no plan to fire the director of the Wildlife Conservation Office, Ms. Kanchana Nittaya, and the chief of the western section of the Thung Yai Naresuan Wildlife Sanctuary in Kanchanaburi province, Mr. Vichien Chinnawong.

Natural Resources and Environment Minister Gen. Surasak Kanchanarat has already instructed related agencies to check on national parks across the country, where there may be unreported problems, and to coordinate with the Interior Ministry to get a list of owners of licensed hunting guns.

Meanwhile, First Region Army chief, Lt. Gen. Kookiat Srinakha has ordered a special patrol team to work with the chief of the western section of the Thung Yai Naresuan Wildlife Sanctuary to protect the forest and keep poachers out.

NE Police Deputy Commander, Pol Col Suwat Intasit, said investigators are to question agents of the Department of National Parks, Wildlife and Plants at Thong Pha Phum, the area of Tungyai Naresuan Wildlife Sanctuary where Premchai and his party were discovered. Police are also to take a statement from Noppadol Prueksawan, a former agent of the department alleged to have coordinated the hunting trip, on February 16. Noppadol has responded to the call but has not confirmed his appearance date. Police believe he will show up on schedule but have prepared measures in case he fails to appear.

All statements collected are to be compiled to move the case forward.

BANGKOK, 14th February 2018 (NNT) – The coordinator for Italian Thai Co Ltd CEO Premchai Karnasutra’s entry into Tungyai Naresuan Wildlife Sanctuary, has met with police to be questioned, with the vehicle involved also being processed for more evidence.

Forensic police, agents of the Phaya Sua Task Force, soldiers and authorities of Tungyai Naresuan Wildlife Sanctuary have traveled to the site where Italian Thai Co Ltd CEO Premchai Karnasutra and three other individuals were discovered allegedly engaging in illegal animal hunting, to simulate the incident for the purposes of collecting further evidence.

Office of Police Forensic Science Commander, Pol Maj Gen Tawatchai Mekprasertsuk has initiated collection of evidence from a pickup truck used by Premchai and his party during their suspected hunting trip. No timeframe has been set for the inspection as police say they must be thorough.

Natural Environment Division Commander Pol Maj Gen Panya Pinsuk meanwhile, has questioned former Department of National Parks, Wildlife and Plant Conservation official Noppadol Prueksawan, who coordinated entry for Premchai and his party. While confirming he facilitated the trip, he says he didn't know of Premchai’s intentions. No charges have been filed against him and no date for further questioning has yet been set.

Experts to examine Italian-Thai Development president’s ivory collection

BANGKOK, 15th February 2018 (NNT) - Forensic experts of the Department of National Park, Wildlife and Plant Conservation (DNP) are to examine ivory collections owned by the president of Italian-Thai Development Plc Premchai Karnasutra.

Deputy Director General of the DNP, Pinsak Suraswadi disclosed the inspection of Premchai’s ivories comes at the request of police. The confiscated items, consisting of two pairs of ivory tusks will undergo DNA tests to see whether they belonged to African or Asian elephants.

The laws stipulate that collectors may possess only ivory registered as Asian elephant ivory. Those possessing non-Asian elephants’ ivories will be subject to legal action. The tests will take around three weeks. Kanita Ouitavon, head of DNP Wilidlife Forensic Science Unit estimated the value of Premchai’s collectibles at two million baht.

Deputy commander of the Natural Resources and Environmental Crime Division, Pol Col Suwat Intasit revealed the DNA test results would be used in the investigation into the high-profile poaching at Tungyai Naresuan Wildlife Sanctuary, in which Premchai and his companions are allegedly involved.

Accused construction business tycoon Premchai and his men are facing nine charges of illegal hunting. Rangers on Wednesday found other organs believed to have been taken from the panther killed by Premchai’s group during another survey at the sanctuary.

Pol Col Suwat said Thong Pha Phum police had been asked to assist in the examination of the panther’s organs. Meanwhile, Kanchana Nittaya, Director of the Wildlife Conservation Office and Noppadon Prueksawan, a former senior DNP official will be summoned for further questioning.

Forensic evidence found in Italian Thai CEO's car

BANGKOK, 15th February 2018 (NNT) – Forensic police have made progress in inspecting a vehicle used by Italian Thai Co Ltd CEO Premchai Karnasutra and three others on an alleged illegal hunting trip but are waiting on confirmation of their findings.

Forensic Science Police Commander, Pol Maj Gen Tawachai Mekprasertsuk indicated today that an inspection of the Land Cruiser used by Premchai and his party when they entered Tungyai Naresuan Wildlife Sanctuary has turned up finger prints and gun powder residue but added that unidentified sets of finger prints were also found. All of the prints are to be tested against the weapons found at the scene to establish if any were the shooters.

Blood samples thought to be from poached animals found in the vehicle have been forwarded to the Department of National Parks, Wildlife and Plant Conservation for DNA analysis. Police found no signs of adaptation of the car for hunting purposes but are to continue the analysis until a 30 day deadline is reached.

Head of the Phaya Sua Unit Chaiwat Limlikitaksorn meantime disclosed today that a secondary survey of the scene where Premchai and his party were found turned up pieces of animal intestine and two bone fragments with evidence pointing to the animal having been used for food. The evidence is to be forwarded to police investigators who are to further inspect the area later.

Meanwhile, at Premchai’s Rangyen Resort in Loei province, which is suspected of having encroached on a national park, Director of the Forest Fire Prevention Office of the Royal Forestry Department, Cheewaphap Cheewatham, today filed charges with the Dan Sai Police Station against CPK International Co Ltd, accusing it of circumventing the law to take ownership of 6,215 rai of land and convert it into a resort.

Premchai summoned to acknowledge additional charge

KANCHANABURI, 17th February 2018 (NNT) - The Police of Thong Pha Phum are ready to summon Mr. Premchai and his collaborators in a poaching case, to acknowledge one more charge, animal brutalization.

On the progress of the legal proceedings against Premchai Karnasuta and his collaborators who are charged with poaching animals in the western part of Thungyai Naresuan Wildlife Sanctuary, the investigation officer of Thong Pha Phum Police Station in charge of the case, recently stated that the perpetrators have been summoned to acknowledge an additional charge of animal brutalization.

This was done in accordance with the Cruelty Prevention and Welfare of Animals Act after a complaint made by the provincial livestock office. Added to the previous charges, this will make 10 charges in all.

As for the matter of the two pairs of tusks that have been seized from the residence of Premchai, the accused in the case concerning wildlife poaching, they have been subject to a DNA test by the Department of National Parks, Wildlife and Plant Conservation.

According to Pol Gen Srivara Rangsiphramanakul, Deputy Commissioner-General of the Royal Thai Police, the test result will be delivered within one month. If it is found that the tusks have been taken from elephants outside of Asia, legal proceedings have to be pursued for the possession of wildlife body parts. The penalty is four-years imprisonment and not more than a 40 thousand baht fine.

As for the 43 firearms, which were seized on the same occasion, further time is needed for the investigation.

BANGKOK, 17th February 2018 (NNT) – Prime Minister Gen Prayut Chan-o-cha has pleaded with members of the press not to interrupt investigators probing a high-profile poaching case.

Gen Prayut remarked that disturbances and interference by the media could affect the ongoing investigation into a report that Italian-Thai Development (ITD) President Premchai Karnasuta, a construction industry tycoon accused of poaching, has a resort-style house in a protected forest in Loei province.

He said investigators are also looking into other violations of wildlife protection laws that are linked to Premchai and his associates.

Premchai and members of his hunting party were arrested two weeks ago in the Thungyai Naresuan Wildlife Sanctuary in Kanchanaburi province, along with carcasses of protected animals including a rare black leopard, a barking deer, and kalij pheasant.

Premchai is currently out on bail of 150,000 baht.
