Probably selective like the rest of law enforcement in this part of the world.

Denying reports that an alleged mastermind behind the killing of a British man in Thailand last month had been caught in Cambodia, officials on Sunday said they had no knowledge of an arrest.

The Bangkok Post reported on Saturday that authorities were expected to extradite Toby James Nelham, 44, who allegedly ordered the murder of Tony Kenway, another Briton, in Pattaya, Thailand, on January 24.

The Post said Mr. Nelham was arrested in Cambodia last week and was set to be handed over to Thai police on Saturday.

But Kem Sarin, a spokesman for the Interior Ministry’s immigration department, said he had not heard of Mr. Nelham’s arrest.

Chuon Narin, Preah Sihanouk provincial police chief, also said there had been no arrests fitting the description of Mr. Nelham.

The suspected shooter, South African Abel Caldeira Bonito, and alleged getaway driver, Briton Miles Dicken Turner, have been wanted by police since Tony Kenway’s death.

The two suspects were believed to have fled across the border to Cambodia on the day of the murder. Sihanoukville police put out a public call for help in finding them earlier this month.

Nop Sambo, deputy Sihanoukville immigration police chief, said police were unsure of the two identified suspects’ whereabouts.

“We have been searching for them and also investigating, but we still don’t know if they were in our area,” he said.

Other Interior Ministry and police spokesmen could not be reached on Sunday. Royal Thai Police representatives also could not be reached or declined to comment.

There is a report in a Cambo sourced publication today featuring photographs of an unnamed farang arrested in handcuffs being taken to PP Municipal court by the police. Nelham is apparently aged 44 yrs which is about right for the geezer nicked in Cambo.

I see from Drummond's FB account and a Khmer news site that Toby James Nelham(s), the erstwhile boiler room associate of Kenway and alleged mastermind of his murder, has been held in custody in PP on various immigration charges pending a request for his extradition.
Interesting to see if the Thai want him back.

Cambodian Court Sentences Briton Toby James Nelhams for Fraud

PHNOM PENH, Cambodia — A Cambodian court on Thursday sentenced a British man suspected of involvement in the gangland-style slaying of another Briton in the Thai resort town of Pattaya to eight months in prison for fraud.

Toby James Nelhams was one of three men sought by Thai police in the Jan. 24 shooting death of Tony Kenway as he sat in his parked Porsche SUV. Thai media reported that Kenway's widow described him as a website designer, but that police linked him to a gambling website, among other activities, and that the suspects were allegedly involved with financial crimes.

Phnom Penh Municipal Court found Nelhams guilty of fraud but dropped charges of entering Cambodia illegally, working without a passport or work permit. It's unclear if Thailand ever formally sought his extradition.

Thai police have said the two other suspects, a South African suspected of being the shooter and a Briton believed to have been his getaway driver, fled to Cambodia. Their current whereabouts are unknown. Nelhams was suspected of having masterminded the killing.

Pattaya is a popular beachside resort town about a two-hour drive from Bangkok with a reputation as a sin city rife with corruption and prostitution. It attracts a significant number of Western residents, including members of the criminal underworld from several nations.
