    I think it has more to do with being treated in such a stupid and unjust manner. It's the principle, hatefulness, pointlessness and stupidity of the whole thing.

    Quite aside from tracking foreigners this technology would also allow its controllers to simply tag a location, say, a club after hours, and gather details of every SIM in there. Then you're at airport immigration with plane leaving in a couple of hours when officer says heyo you broke the law, 10k fine please or go sweat it out with the boss.

    And foreigners will be expected to pay all exes, so expect high SIM and call charges with a couple % of the lot trickling up.

    Best bet is it won't work, since nothing else they've tried does.

    anyone who does not realise this is a scheme cooked up by somchai and his chin mates to try and charge all foriegners 500 baht for a "special" sim is lacking understanding about this country

    the logistics required to actually implement it are quite beyond our bird shit brained officers of the govt - this is a rather large database problem and the thai govt has no recourse to the NSA to help them
    If you torture data for enough time , you can get it to say what you want.

    TIT, the creep has little idea how a SIM card works, or a phone for that matter. Take the battery out or hide under some tin foil and poof, invisible. Plenty of valid reasons why the SIM is not on at all times.

    Leave the phone at home, commit a crime and hey, doesn't it prove you were home?

    Forensic evidence has been used for nearly twenty years to help convict scumbags based on location of their SIM card (in their phone) based on the idea that they carry it with them. Surprising a lot of crims do, and even call each other during a crime FROM THEIR OWN PHONES. Now that every scrote has one, it has become routine to many police forces.

    Any cell provider can look at his records of cell towers and aerials and when the phone tried to handshake, but this is hardly accurate.

    If you get pulled in because your SIM card has been detected at the location of a "crime" don't panic. Remember MH370, they can't find that accurately either.

    Data from a single cell tower is essentially worthless in trying to place someone in a particular location. There are three aerials on a typical tower, set in a triangular shape, so the best you can expect is a band within a 120° “pie wedge” from the cell tower. But it does not mean that a cell tower can necessarily tell from which of the three aerials it is receiving a signal.

    How far away you are can be measured from round-trip signal time, which is not very accurate on these short distances as it requires the signal to be returned and the possible variance in the time it takes for your phone is quite high compared to the time it takes a 300,000 km/second radio wave to travel a few miles. MH370 was a long way away so distance was more accurate as a percentage when it pinged the satellite.

    Combine the two and in one wedge six miles out, the arc is 12.6 miles long. Give or take a bit on the distance and you could be anywhere in about 10 square miles.

    If it cannot tell which aerial of the three, you are in a potentially huge area.

    If the SIM is negotiating with a second cell tower or even three or more cell towers at the same time, the ability to locate the phone gets much better because it can triangulate. The maximum resolution gets down to about 3/4 of a square mile. (Enemy of the State with Gene Hackman was unrealistic, you cannot track it by floor and room)

    If you have a smart phone with a GPS location it doesn’t rely on the cell towers at all. Use a SIM that is set to auto report GPS and they have you within a few metres.

    Forensic teams track mobile phone handshakes from tower to tower as you move to identify where you have been and where you are now, because it is so inaccurate by itself. To get "accuracy" needs intelligent work, not just a bleedy big database. I really can't see Somchai doing this and solving any crimes or finding any missing persons.

    My tip, have a dual SIM phone and turn off that beastly GPS and the government SIM. When you are stopped to produce it, just turn it back on or take off the back, take out the SIM card and present for inspection.

    Prasert Apipunya, formerly a member of the committee inspecting and evaluating the performance of the National Broadcasting and Telecommunications Com-mission (NBTC), held a press conference at the NBTC headquarters to attack the commission.

    He was removed from his post last week under the interim charter's Article 44.

    The requirement that foreign tourists must use special SIM cards that enable tracking of their movements will not apply to expatriates living in Thailand, NBTC secretary-general Takorn Tantasith said.

    Telecom regulators on Tuesday approval in principle of the requirement that foreigners use the special card in their phones after a meeting on Tuesday.
    The announcement drew immediate criticism from foreigners working or living legally in Thailand.
    Mr Takorn's later comments clarified the issue, as reported by Post Today.

    The "tourist SIM" cards were intended to improve visitors' safety and help track down overstayers, he said.
    "We are not limiting any rights. The National Broadcasting and Telecommunications Commission has no authority to check on the location of users," he said.

    "But if tourists commit wrong, or there is a court warrant, we will then forward the warrant to a mobile phone operator and seek cooperation.
    "All countries do this," he said.

    The use of "tourist SIM" cards would not be applied to expatriates legally residing here, Mr Takorn said.

    Mr Takorn said after the meeting on Tuesday the resolution was in the interests of national security. The NBTC would discuss the measure with mobile phone operators, the Customs Department and other related state agencies.

    Mobile operators can preset some technical features in SIM cards to ensure that they can always locate users, who will be unable to turn off the function, he said.

    From January to July this year, 19.06 million foreigners visited the country, up 12% year-on-year, according to the Tourism and Sports Ministry.
