As a matter of fact being shirtless is indeed not "polite" by Thai standards but making it illegal during Songkran festivities sounds a bit too much (specially considering other grime issues not sufficiently adressed)... Driving shirtless is illegal thought.
I can't count the shirtless thai people I saw during Songkran festivities, too many of them, mostly drunk and therefore disinhibited...take a break, after all it's new year ...
Outside festivities days I saw many thai shirtless when chilling out in the shades (small soi in town, under trees or Salas in the country side) or doing some works on the car, in the garden or fields... not polite but acceptable somehow.
But I don't remember seeing thais wandering shirtless in village/city, nor entering a venue (shop, bar ...), this would trigger some frown for sure...

CHIANG MAI — A crackdown on shirtlessness this Songkran continued for a second day in Chiang Mai, with four men arrested for wearing what a police commander called “really ugly” attire.
Police identified the four men as Tai Yai, or members of Myanmar’s ethnic Shan group. They were arrested Thursday night and fined 500 baht for going shirtless, according to Chiang Mai City Police Station chief Weerayuth Prasopchokechai, while participating in the mass watery combat for which the festival is known.
The four did not only remove their shirts, Col. Weerayuth noted, but also wore their pants too low.
