When he says parking break, does the Yanky mean hand brake? If so, when stopped and in neutral gear, as roads are rarely Keira Knightly's breasts flat and I don't like to roll forward or backward into other cars, I pull the handbrake up. Isn't that what they're there for?

We were taught in driving school, way back when, to use the parking brake when waiting at a traffic signal. Was something about the car accidentally lurching forward if using the foot brake.

I almost always disengage gear and use the hand break at traffic lights - unless I expect the lights to change colour in only a few seconds.

Looking at the video again, it looked like there was an altercation between the pickup and the red car near the beginning. Pickup looked like he blocked the red car in the left lane not knowing the twat was speeding, then the red car went after him blocking a left hand exit. At one point the red car driver got out of his car. I think the pickup took action as he thought he might be in danger.
