    Policeman Rewarded 10,000 Baht For Declining Bribe

    Speechless

    BANGKOK — In a new effort to combat corruption among Thailand’s law enforcement agencies, the Metropolitan Police department has started giving out monetary rewards to officers who refuse to accept bribes.
    Today, a traffic police officer received a 10,000 baht reward for declining a 100 baht bribe from a motorcyclist.

    According to police, the motorcyclist, identified as Banterng Thongpaan, was about to be fined for making an illegal left turn when he offered Pol.Sgt. Narin Fakbumrung 100 baht to let him off without any charges.

    "Pol.Sgt. Narin immediately photographed the bribery attempt with his mobile phone and escorted the suspect to the police station for legal procedure," said Pol.Maj.Gen. Adul Narongsak, deputy commander of the Metropolitan Police.

    He said Banterng has been charged with bribing state officials.

    Traffic police officer Pol.Sgt. Narin said he regularly turns down bribes from motorists.

    "I always tell them, please don't give me bribes because I have to arrest you," Pol.Sgt. Narin said. "In this latest case, too, I told him please don't do it."

    He said he wasn't aware of the 10,000 baht reward campaign when he confronted Banterng, but welcomed the idea because it could help incentivise police officers to perform their duties more strictly.

    Under Thai laws, those found guilty of bribing state officials can face up to five years in prison, while accepting bribes from the public can land state officials in jail for life.

    However, in reality bribery is extremely common among the Thai police force, and traffic laws are often poorly enforced.

    Pol.Maj.Gen. Adul said the campaign was launched on 4 October to encourage "honesty and dignity."

    "I'd like to tell the public to strictly follow the traffic laws,” Pol.Maj.Gen. Adul said. “When they are lawfully arrested, please proceed to pay the fine in a legal manner. Do not try to bribe the police.”

    Can just imagine it, Many cops taking the bribe and then arresting motorists.

    Incredible, paying people extra to stop being dishonest.

    How about spending the 10K a month to hire a couple of people to catch corrupt police officers?

    Might make the fuckers look over their shoulder.

    Yep...
    I believe this twisted logic that is promoted to spin a positive light on policing misses the boat. The larger picture is not being seen.

    Very Thai approach. A surface way to sort of covering their corrupt arses.

    The top brass are just cottoning onto how much money they are missing out on.

    In Bangers, pay the police and it's 100bt, go to the station 200-500bt depending on the mood of whoever's dealing with you.

    If you just ask them "how much?" you're not bribing them, but if they want a bribe they'll tell you, if not they'll tell you to go to the police station and pay.

    Police have backed down on their campaign to give 10,000-baht rewards to officers who have caught people trying to bribe them.

    A memo was sent to them on Friday, saying the National Council for Peace and Order (NCPO) and police top brass had no such policy. The letter said the campaign had created divisions and suspicion between police and the people, thereby violating one of their rules. The letter also urged officers to be cautious about being photographed and recorded and to refrain from luring people to offer bribes.

    Pol Maj Gen Adul Narongsak, a deputy Bangkok police chief in charge of traffic, had initiated the project in a bid to reduce bribery. But the campaign backfired and was slammed as targeting bribe givers rather than takers. A photo of a police officer went viral online with an illustration showing where a camera and recording equipment were hidden on him.

    After the campaign was announced, two drivers were arrested. A motorcycle rider tried to give an officer 100 baht after he made a turn where he should not have on Oct 7. A pickup-truck driver was caught the next day for trying to give a policeman 50 baht after he made a u-turn at a prohibited spot.

    Bribe-giving is a criminal offence under Section 144 of the Penal Code, punishable by five years in prison and/or a fine of 10,000 baht.

    Police were ordered today to stop using spy cameras to capture traffic violators in the act of trying to bribe policemen in the hope of getting 10,000 baht reward from the National Police Office.

    The order which was issued by the National Police Office and conveyed to all police units concerned through the police radio instructed all police commanding officers to inform their men that the National Police Office and the National Council for Peace and Order had no policy whatsoever to use such a trick to nail traffic violators attempting to bribe policemen.

    Such a trick will more likely to cause rift and suspicion between the police and members of the public, said the order. It also warned that any policeman who continue with this practice might face punishment.

    Meanwhile Pol Maj-Gen Adul Narongsak, deputy commissioner of metropolitan police bureau in charge of traffic and the brainchild behind the 10,000 baht reward and spy cameras summoned a meeting of officers concerned to discuss this issue.

    He, however, that the reward programme would continue until the end of this month after which it would be evaluated to determine its merits and demerits.

    But as far as the public is concerned, it appears that the programme has come under heavy fire by critics who pointed out that instead of trying to catch police who demand bribes the police are trying to arrest people who try to bribe the police.
