On General Prayuth's May 30 Speech

Thai Coup Chief: Elections Could Occur in 1 Year - ABC News

In his first address to the public since taking control of Thailand in a bloodless coup, the head of the military junta said Friday that it could take more than a year for new elections to be held because peace and reforms must be achieved first.

Army commander Gen. Prayuth Chan-ocha repeated warnings against protests or resistance to the army's May 22 takeover, saying they would slow the process of bringing back "happiness" to the Thai people.

A return to democracy will not happen if there are still "protests without a true understanding of democracy," he said.

The speech was meant to reassure Thais that the army has a plan to keep the country stable and restore democracy.

But it was unlikely to win favor among supporters of the ousted civilian government because it laid out broadly the same program advocated by anti-government protesters who demonstrated aggressively for seven months to try to topple it, clashing with police and occupying government offices.

Prayuth said it would take the junta, called the National Council for Peace and Order, at least two to three months to achieve reconciliation in the deeply divided country, then take about a year to write a new constitution and set up an interim government. Only then could elections be held, he said.

"Give us time to solve the problems for you. Then the soldiers will step back to look at Thailand from afar," he said.

The United States, a longtime ally of Thailand, said it believed elections should be held sooner.

"Certainly we don't want anything to end in chaos. But we think setting a timeline for early elections is something that is not just possible, but it's what the appropriate step is and that that should be what their focus is on," State Department spokeswoman Jen Psaki told reporters in Washington.

Prayuth did not mention former Prime Minister Thaksin Shinawatra, whose political machine was the protesters' main target. Thaksin, who is at the center of Thailand's political divide, was overthrown in a 2006 military coup after being accused of corruption and abuse of power. His sister, Yingluck Shinawatra, was prime minister of the government that was besieged by protesters. Her government won a landslide election victory three years ago.

Prayuth explained the reasons for the army's action, and the junta's plans for administering the country, emphasizing financial stability and transparency.
"The reason NCPO has taken control of national administration was because of the prolonged political deadlock, protests, and violence," he said. "The caretaker government was unable to perform their duties effectively," and the situation risked hurting the economy, he said.

International reaction to the coup has been largely negative. English-language subtitles accompanied Prayuth's speech, which was broadcast on all television stations.

"The NCPO does understand the feelings of the foreigners," he said. "We do understand the world's order, that at the moment, it's the world of democracy. But let us have time to change our attitudes, values and several other things to solve Thailand's democracy to make it match with the international standards."
In the past week, the junta has moved to silence its critics and warned that it will not tolerate dissent.

It has summoned more than 250 people, including members of the ousted government and other leading political figures, journalists, scholars and activists seen as critical of the regime. Roughly 70 people are still in custody. On Friday, the military sealed off a major Bangkok intersection for a second day to prevent a possible protest. The massive show of force — involving hundreds of troops during the evening rush hour — came in response to small but near daily demonstrations that have raised tension and concerns the army will crack down on protesters.

Thaksin is still supported by many rural Thais for his populist programs, but despised by others — particularly Bangkok's elite and middle classes — over allegations of corruption, abuse of power and disrespect for the monarchy. He lives abroad in self-imposed exile, but held great influence over the overthrown government led by his sister.

Despite the latest political upheaval, life has continued largely as normal in most of the country, with tourists still relaxing at beach resorts and strolling through Buddhist temples in Bangkok and elsewhere.

A curfew remains in effect from midnight to 4 a.m. but has not affected critical travel, including that of tourists arriving at airports. Prayuth said his government would try to ease it as soon as possible.

The bangkok post version is of more interest, in it prayuth mentions that there has been no happiness in the last nine years, i take it is an admission that under Thaksin leadership people were more happy.

Some points from his speech here. I don't want to past it as it's not organized for a repast.

Bangkok (Alliance News) - Thai coup leader General Prayuth Chan-Ocha says elections will be held in 14 months at the earliest.

In a televised address before the nation, Prayuth broke down his vision for Thailand into three phases.

The first phase of will be military rule for 1-2 months where efforts will be undertaken to achieve national reconciliation.

The second phase would involve the drawing up of a working constitution by "experts" and a junta appointed government which would rule for at least one year.

The third and final phase would be a general election that was acceptable to all sides.

Prayuth went at lengths to explain the country had severely stagnated over 9 years of political protests and the army felt it had no choice but to step in.

"We will stick to the rule of laws. We will respect human rights. Our aim is to provide safety and bring back happiness to the people," he said.

He also placed emphasis on the passing of the 2015 budget to "keep up with competitors in ASEAN."

Among the more contentious point of his speech was the mention of investments in megaprojects to improve infrastructure.

Megaprojects were one of the key arguments against the last government, with critics calling them uneccesary and liable to corruption.

General Prayuth ended the speech by calling for understanding from both Thais and foreign countries.

"We understand the concerns of our friends overseas but please allow us the time to mend Thai democracy. We believe our people will chose

I wanted to take that off. I thought it would throw off the flow. I'm sure more will be out today on this. It was as you said a bit laughable.

Here's the link for your story. As Mid says, no link it's gonna get pulled. You might want to add it above.

I think they're missing the point, speculating on when an election might be held.

It doesn't matter, because Toxin will win unless he'd dead or the nice people with guns exclude him by turning Thailand into a one-party state.

At this stage of the blue coup, the verbage and sound-bites have little meaning - they will not be honoured. All that is important is power control pre and post the event. The future will be variable.

    No, it doesn't matter.
I dare say to ask everyone to observe, for this period, the everyday life conditions of everyday average Thais and find if their lives have changed, suppressed, or been disrupted of any sort.

Probably not much - if at all.
Just as it's always been under any of these repressive regimes - be they military, civilian, or monarchy.

The social order and relationship with their political-political-rule-of-the-day is quite unique within historic and sociological circles.

An extension of the grand Thai theatre.

It is very very clear that the coup is aligned to suthep's mayhem. The government was doing fine (yes, even with the rice scheme problems) before the PADites decided to do their thing.

Remember abhisit's plan: 100% same as suthep's demands.

This coup: 100% same as suthep's demands.

Quite nice when you can cause violence, stop elections, stop the police from enforcing the law, make various illegal rulings, cause death and destruction then take over via coup. &, even better, you have a law that stops folks from even discussing the real nature of the issue, then you take over and put more 'laws' in place so that nobody is allowed to disagree with anything you've done or are going to do - all done by the same group, and many muppets on here see nothing wrong with that...

The same old shite - time and time again?

There are more than a few here that just don't get it.

The point is that this 'elite' group have no divine right to take all the cash and power, it's conventional, it's framed, and many muppets buy into it so easily... They call themselves the 'good people' while they steal all the money and stop others from having equal opportunity.

The army needs to get rid of 75% of their generals; all they do is steal and are a massive burden on the nation.

    True...
The real crux to any logical points here, would be to rid the general [and conditioned] mindset of militarism within the society and the accepted influence thereof - the sad relationship of Thai elites with this same military conditioning and all understood references.

It's been apart of the Thai political/social landscape forever.

What was that vote worth, aside from giving the people a feeling of control over their own destiny, for a day?

I say it's pointless asserting one's rights with a busted head, so let's give the nice people with guns a chance to save the country from itself, and whatever else bothers them.

And look at the bright side, our glorious leaders can't be worse than previous juntas...QED.

To my warped farang way of thinking, this is a condemnation of the previous coup, erm, and its main players.

    Anyone know who these were?
