Chadchart rethinks free train rides

Transport Minister Chadchart Sittipunt on Sunday said he was considering dropping the limited free third-class train scheme and charging commuters half-priced tickets in an effort to screen passengers after commuters complained many people were taking free rides unnecessarily and drinking alcohol on board.
Mr Chadchart revealed his intentions after he took two trips on third-class trains on Friday and Saturday to gather first-hand information about ways to improve train services. The minister’s first trip was a low-profile one taken on his own, while the second was officially arranged.
He said he talked to passengers and train employees during the trips and was told about many problems. For example, commuters complained about cleanliness and quality of toilets both on board the carriages and at train stations.
Thieves disguised themselves as vendors and boarded trains to steal passengers’ belongings, while many people drank alcohol which caused other passengers to worry about their safety, he added.
Mr Chadchart instructed the State Railway of Thailand to solve the problems within one month. He suggested that vendors be prohibited from boarding trains and only be allowed to sell goods through carriage windows at each station. Another alternative would be to register vendors who would be required to carry a licence issued by authorities when boarding a train.
On problems related to drinking, the minister said commuters complained the free-ride scheme encouraged people to take unnecessary trips which not only took up seats but created a drinking atmosphere that affected the rights of genuine passengers.
“The ministry will consider if it will extend the free-ride scheme which expires next month or whether to charge tickets at half-price which will help screen passengers to an extent," he said.
"The suggestions have not been agreed to as yet as we want to implement measures that will bring the most benefits to those in need of the service.”
