From the number, and poor quality, of the tatts, I just assumed Brit - even though there aren't many here. Actually, not many foreigners really.

Many mental illneses involve the person taking his clothes off. He may have just forgotten his meds etc.
With a Thai the police would have contacted his family to get him treatment or in a worst case arrested him so he could be sent for treatment.
Foreigners do not come under the treatment protocols they have so they would be forced to arrest him and hand him to immigration for deportation.
Police are reluctant to do this as it means the person will not get treatment just immigration lock up until he can get the money to leave. They prefer not to notice him hoping that one of his friends can get him home or back on his meds.
