Obtaining a Non B visa but not actually using it

I am planning on getting a single entry non B visa before I come out to Thailand in the summer. However I will probably only be in the country for a week or so before I plan on going to Singapore for a couple of days. Is it possible to ask immigration not to activate my single entry visa and get a VOA when I enter so that I can use it on my arrival?

They will use the Non B visa, You can get a re-entry permit from Immigration before you head to Singapore.
