All visitors to Thailand require medical certificate, insurance and monitoring system

BANGKOK(NNT)-The government has announced that citizens of and those arriving from South Korea, Italy, Iran, as well as China and two of its territories Macau and Hong Kong, are to experience the kingdom’s most stringent screening.

Deputy Prime Minister Wissanu Krea-ngam announced that the government has stepped up its measures to screen all incoming passengers, while placing major emphasis on those arriving from the listed high-risk nations.

The new measure requires all nationalities arriving in the kingdom to show a medical certificate, issued no more than three days prior to their arrival, have purchased an insurance plan for COVID-19 and giving consent to allow authorities to install a monitoring application on their smart phone.

Earlier, the kingdom temporarily revoked visa free entry for ‘high-risk’ countries, namely South Korea, Italy and Hong Kong, as well as canceling eligibility for visa-on-arrival of another 18 countries. Those needing to visit the kingdom during this time will require a visa issued by a Thai Embassy abroad.

Apropos the new conditions attached to those who might wish to seek entry into Thailand, I think some clarification is needed given the confusion on other boards.
The medical certificate is not a document confirming a traveller has been tested and is free from COVID infection, it is merely a document from a health professional who has examined the traveller and found them to be free from any symptoms indicative of COVID i.e has no high temperature and lungs are sound with no evidence of upper respiratory tract inflammation.

The health insurance policy has to cover COVID infection which is still being offered, I think, but for dual Thai nationals wanting to return to Thailand they are not required to have a policy but they are required to produce at check-in a "fit to fly" certificate in line with all others. ALSO the luk kreung/ dual Thai spouse must hold a certificate from the Thai embassy/consulate confirming they are Thai and wish to return to Thailand ( fuck knows why ).

This and whatever other measures follow not just here but elsewhere could be with us for a long time yet, and well into next year, seeing as we're still in what they call the first wave with another two or more to come, followed by a grace period of weeks to months, and then more weeks to months to gradually strip away the restrictions toward 'normality', which itself could be quite different to what we had before.

    China 1 World 0
Nothing will change on that front, when this is over China will shrug and resume its role as master cog in the supply chain, having artfully trapped the major powers through decades of dependence and given them a taste of what happens when that lifeline is disrupted.

I'm not sure what is going on here. The Thai announcements regarding the required doctor's certificate confirming the traveller has no symptoms of COVID-19 makes no specific mention, as far as I can see, that the traveler must also produce evidence of a negative COVID-19 test result. Yet reference to IATA's updated information for the industry re. entry into Thailand discloses categorically no one should be boarded without a negative COVID "test" certificate.

Additionally, reference to the British embassy Thailand website also fails to disclose this COVID test certificate requirement and echoes the Thai information that the traveller must have a medical professional's signed certificate the traveller has no evidence of viral infection.

    As ever, ambiguity reigns.

I have just checked the original Thai CAA notice notified to all carriers earlier this month and it makes clear that the traveller must produce on check-in a health certificate confirming the passenger has " no risk of COVID-19."

Somewhere along the line this has morphed into a full blown test certificate which is bollocks.

    IATA have fucked up.

So... I have a vested interest in this and am currently 'grounded' in Dubai with all the planes here stopping from the 25th March

Previously on 21st March was this:

The Thai version of the CAAT order said foreign passengers needed a certificate showing "a test confirming they did not have the COVID-19" while the English version said the document need only say passengers “pose no risk of being infected”.
By Friday afternoon, both the aviation authority and the health ministry confirmed that a negative test was needed for foreign travellers.
"A medical certificate must include results of a COVID-19 test with negative results. The testing method will vary from country to country," a Public Health Ministry spokeswoman said.
    Source: CNA.
    https://www.channelnewsasia.com/news/asia/coronavirus-covid19-thailand-entry-restrictions-chaos-12561990

So... pretty clear there... both Thailand's aviation and health authorities clarified the need for the negative test result

I also checked with my airline, Etihad, as it is they who would do the initial paperwork check and they also confirmed the requirement was more than just a 5-minute sit-down with the doctor followed by a 'certificate' stating you were COVID-free as this was being abused by some medical centres as a revenue generator.

That was also backed up when i checked last Friday in the Government medical centre and was told i could get a certificate in 10 minutes for 112 AED based on a 5 minute interview with the medical person, but by this Sunday that 'service' was no longer available.

Most Countries are not doing COVID testing for the purpose of travelling. The test kits are in short supply and are used for suspected cases only.
and no... you cant pretend you have the virus in order to beat the system and get the test... even assuming you get past the first hurdle which is assessment of fever, and you actually get the test, which needs about 24 hours to return the result....if you are negative, the health authority will NOT ISSUE A CERTIFICATE or provide the test results... this to discourage people from trying this.

As I see it, it was Prayut's intention to close BKK but without actually announcing the closure and hes succeeded. Later, he will be able to claim Thailand 'never closed the airport'.

Oh and BTW, the UAE airlines are quite happy to be 'grounded' because they were only carrying paying customers one way - the UAE closed all incoming flights some time ago, so we cant really be surprised in Thailand is following suit...

The only debate left is.. how long will this no fly situation carry on and that's the 64 million dollar question.....

beware this was taken from Todds thai visa facebook and is so out of order Thai visa advice Public Group | Facebook

[COLOR=var(--primary-text)]Report about getting from KL to Bangkok.
Had a flight with AirAsia at 13.15, had health certificates and insurance with 100000$ covid19 coverage.

After landing in Bangkok headed to check point but non of the foreign residents were allowed to enter Thailand, they checked all the paperwork but still escorted us back on the same plane without proper explanation.

The representative of AirAsia in Bangkok said that we have no choice but to travel back to KL and that AirAsia will make sure we will not have any problems entering back to Malaysia.

On arrival we were told we can't enter Malaysia (as expected). We also can't board on any other flight until the 2nd of April. After 3 hours I've realised it isn't a joke. AirAsia representatives are outside after the immigration checkpoint so we can't reach them. They just cancelled all the flights, so ours was the last one, I guess.

    Btw I hold non B, had re-entry.

For the next 2 weeks me and my 9 years old son and a group of Polish people who were on the same flight have to spend on the airport floor in Malaysia, they say we have no other options. There are a few other people sleeping on the floors around, the same situation I guess.

We will try to contact the embassy but the Russian embassy in KL is closed until Wednesday.

Also AirAsia Bangkok didn't return our health certificates and insurance.

    Any advices?

Mr Dhupp, thank you for posting that. Yes, the Thai ambiguity is typical of their opaque behaviour in facing 27 ways contemporaneously. Shades of declaring war on the US in 1942 but omitting to serve notice of it to anyone, including the American State Department.

Still, it's all academic now, either countries are preventing transits or airlines are ceasing to fly.
