Mandatory Travel Insurance to Launch This Year

Compulsory insurance for tourists eyed Travel coverage set to launch this year
    PUBLISHED : 1 JUL 2019 AT 06:24 WRITER:
    DARANA CHUDASRI

Compulsory travel insurance for foreign visitors at a 20-baht premium each is expected to debut this year, according to the Office of the Insurance Commission.

Compulsory travel insurance for foreign visitors at a 20-baht premium each is expected to debut this year, according to the Office of the Insurance Commission (OIC).

Foreign travellers will be required to pay for the compulsory insurance at immigration offices in airports, while the premium will be directed to Thailand's Tourism Promotion Fund for coverage of payments in the event of claims, said secretary-general Suthiphon Thaveechaiyagarn.

The compulsory travel insurance will offer up to 1 million baht of coverage in cases of death, with a maximum duration of 30 days.

The insurance will have to seek approval from the Tourism and Sports Ministry before being forwarded to the cabinet later.

The travel insurance coverage is intended to bolster the confidence of foreign tourists when visiting Thailand.

Compulsory travel insurance for inbound tourists was raised after a string of foreign tourist tragedies, including last year's boat catastrophe off Phuket that claimed 47 Chinese lives.
The China market is the biggest for Thai tourism, making up nearly 10 million visitors out of the overall 38 million international arrivals last year.

The Tourism and Sports Ministry has forecast the number of foreign tourists this year at more than 40 million, contributing 2.13 trillion baht in revenue.

The tourism industry is one of the Thai economy's few bright spots, generating income that accounts for nearly 18% of the country's GDP.

In a related development, the OIC has launched a peace-of-mind travel programme, a pilot project in Nakhon Nayok province.

Under the scheme, tour operators provide insurance to customers and tour guides.
Mr Suthiphon said Nakorn Nayok is an ideal province for a trial run of the project, as it has plenty of activities for travellers such as rafting, activity at waterfalls, climbing and biking, and these activities carry the risk of accidents.

In 2018, 2.1 million tourists visited Nakhon Nayok province.

"We've encouraged local tour operators to take out insurance for their customers, to provide them protection in case of accidents or death," Mr Suthiphon said.
According to the Tourism Business and Guide Act, tour operators are required to provide tourists insurance coverage of at least 1 million baht per tourist in case of death and 500,000 baht in case of injury.

Any tour operator that fails to comply with the law is liable for up to a 500,000-baht fine.

Yea, but, can't see it not happening. Hopefully takes the heat off the "mandatory Thai health insurance" for long stay folk, issue. Addressing the problem of tourists skipping out on hospital bills at the source.

A big problem I would guess. Unlike the near non existant prob of long stay folk skipping the country.

Below is from an earlier thread - this is the data/numbers they were/are looking at and working with.

Mandatory health insurance for retirement visa holders likely to take effect in July (this link concerned one year long stay O-A visas NOT extensions)

    2016
Number of foreign visitors: 32 million
Number of medical visits by them: 2.6 million
    Number of non-immigrant (O-A) visa holders: 71,288
Number of unpaid medical bills: 667,000
    Outstanding debt: Bt380 million

    2017
Number of foreign visitors: 35 million
Number medical visits by them: 3.3 million
    Number of non-immigrant (O-A) visa holders: 68,696
Number of unpaid medical bills: 565,000
    Outstanding debt: Bt346 million

    2018
Number of foreign visitors: 38 million
Number of medical visits by them: 3.42 million
    Number of non-immigrant (O-A) visa holders: 80,950
Number of unpaid medical bills: 680,000
    Outstanding debt: Bt305 million

    Proposed mandatory health insurance
    Bt40,000 coverage for outpatient treatment
    Bt400,000 coverage for inpatient treatments

    Source:Department of Health Service Support

So, analysis/recap: three years 16-18 Thailand had 105 million visitors who made a total of 9.32 medical “visits”.

Of the 9.32 million visits – 7.408M medical bills were paid. And, 1.912 Million bills went unpaid totaling THB 1,031,000,000. Yup, ‘tis a lot of money. At today’s rate of 30.28/USD = a three-year total of a bit more than USD $34M or @ $11M/year.

so where are they going to pay ?

    at the immigration counter ?

considering the majority of tourists do not have thai baht this would be another major delay/clusterfcuk - the new fingerprint machines add an extra minute now

Then visitors will also need cast iron proof of how long they will stay. Or will it be a flat 600 baht for a 30 day exemption, even if only in Thailand for a day or two?

On the fingerprints, most countries seem to have settled on just scanning two index fingers, in order to save time presumably.

    Not Thailand...

China and the USA demand two thumbs and eight fingers and a photograph.

USA IOs also have to read an online file. Which for some, may be lengthy.

The both differences always amuse me. That Thai airport booths are wrapped in glass, with the IO sitting at eye level. The Chinese are seated above you no glass and look down at you. The USA are seated below you, no glass and look up to you
A tray full of GOLD is not worth a moment in time.
