Who cares, as long as the schools take them there is a market. If the Thais truly felt the need to weed them out they would.
A young scruffy backpacker with a positive disposition, in some cases, is a better option for the kids than a Thai teacher who has never ever been abroad, poor grasp of grammar and pronunciation which is then transferred to the kids. Of course the little buggers deserve decent teachers, but few decent teachers will work long hours for such low wages.
