    Russia’s pioneering floating nuclear power plant begins delivering electricity to remote Arctic region

    "The world’s first floating nuclear power plant (FNPP), the Akademik Lomonosov, began supplying electricity on Thursday to a remote town in the far eastern region of Chukotka, Russia’s nuclear agency Rosatom has announced.

    The power plant’s generators were launched after being synchronized with the connected electric grid on shore.

    For the residents of the small city of Pevek, this was a symbolic event, as it was tied to the lighting of the town’s Christmas tree ahead of New Years’ celebrations, according to Rosatom.

    “A critical step was made on the path of developing Pevek as a new energy capital of the region, a stronghold in developing western Chukotka and the key chain of the Northern Sea Route, while the task for the next year is to complete commissioning of FNPP for industrial operation,” Rosatom said.

    The Akademik Lomonosov was towed to the region from Murmansk, a major port city in northwestern Russia. The 5,000-km trip lasted 22 days, requiring two tug boats to move the barge, which lacks its own propulsion, and an icebreaker to deliver the convoy through the icy Arctic waters.

In the motion, the Greens mention the World Bank's figures: 140 million climate refugees by 2050 – from Africa, South Asia and South America alone.

    Other parties are outraged. "Immigration still poses major challenges for us in the area of internal security," criticizes NRW Interior Minister Herbert Reul (67, CDU). "I suggest we take care of them first."

    For FDP General Secretary Linda Teuteberg (38) the Climate Pass is "a state-guaranteed world rescue fantasy". Germany "will not function as Noah's Ark for the whole world."

    Interior expert Philipp Amthor (27, CDU) warns against "making climatic changes a reason to flee, because this would only increase the migratory pressure worldwide."

    Environment Minister Svenja Schulze (51, SPD) is also sceptical. "The Ministry of the Environment sees it as its task to do everything possible to ensure that no one has to leave their home region because of the climate change," a ministry spokesman told BILD.

    Top climate scientists admit global warming forecasts were wrong

    "A leaked draft of a report by the UN Intergovernmental Panel on Climate Change is understood to concede that the computer predictions for global warming and the effects of carbon emissions have been proved to be inaccurate.

    The report, to be published later this month, is a six year assessment which is seen as the gospel of climate science and is cited to justify fuel taxes and subsidies for renewable energy.

    The “summary for policymakers” of the report, seen by the Mail on Sunday, states that the world is warming at a rate of 0.12C per decade since 1951, compared to a prediction of 0.13C per decade in their last assessment published in 2007.

    Other admission in the latest document include that forecast computers may not have taken enough notice of natural variability in the climate, therefore exaggerating the effect of increased carbon emissions on world temperatures.

    The governments which fund the IPCC have tabled 1,800 questions in relation to the report.

    One of the central issues is believed to be why the IPCC failed to account for the “pause” in global warming, which they admit that they did not predict in their computer models. Since 1997, world average temperatures have not shown any statistically significant increase.

    The summary also shows that scientist have now discovered that between 950 and 1250 AD, before the Industrial Revolution, parts of the world were as warm for decades at a time as they are now.

    Despite a 2012 draft stating that the world is at it’s warmest for 1,300 years, the latest document states: “'Surface temperature reconstructions show multi-decadal intervals during the Medieval Climate Anomaly (950-1250) that were in some regions as warm as in the late 20th Century.”

    The 2007 report included predictions of a decline in Antarctic sea ice, but the latest document does not explain why this year it is at a record high.

    The 2013 report states: “'Most models simulate a small decreasing trend in Antarctic sea ice extent, in contrast to the small increasing trend in observations ...

    “There is low confidence in the scientific understanding of the small observed increase in Antarctic sea ice extent.'

    The 2007 forecast for more intense hurricanes has also been ignored in the new document after this year was one of the quietest hurricane seasons in history.

    One of the report's authors, Professor Myles Allen, the director of Oxford University's Climate Research Network, has said that people should not look to the IPCC for a “bible” on climate change.

    Professor Allen, who admits “we need to look very carefully about what the IPCC does in future”, said that he could not comment on the report as it was still considered to be in its draft stages.

    However, he added: “It is a complete fantasy to think that you can compile an infallible or approximately infallible report, that is just not how science works.

    “It is not a bible, it is a scientific review, an assessment of the literature. Frankly both sides are seriously confused on how science works - the critics of the IPCC and the environmentalists who credit the IPCC as if it is the gospel."

    Scientist were constantly revising their research to account for new data, he said.
    Despite the uncertainties and contradictions, the IPCC insists that it is more confident than ever – 95 per cent certain - that global warming is mainly human’s fault.

    Next week 40 of the 250 authors who contributed to the report and representatives of most of the 195 governments that fund the IPCC will hold a meeting in Stockholm to discuss the finding to discuss any issues ahead of the publication. The body has insisted that this is not a crisis meeting but a pre-planned discussion."

    Climate change over the next 20 years could result in a global catastrophe costing millions of lives in wars and natural disasters..

    A secret report, suppressed by US defence chiefs and obtained by The Observer, warns that major European cities will be sunk beneath rising seas as Britain is plunged into a 'Siberian' climate by 2020. Nuclear conflict, mega-droughts, famine and widespread rioting will erupt across the world.

    The document predicts that abrupt climate change could bring the planet to the edge of anarchy as countries develop a nuclear threat to defend and secure dwindling food, water and energy supplies. The threat to global stability vastly eclipses that of terrorism, say the few experts privy to its contents.

    'Disruption and conflict will be endemic features of life,' concludes the Pentagon analysis. 'Once again, warfare would define human life.'

    The findings will prove humiliating to the Bush administration, which has repeatedly denied that climate change even exists. Experts said that they will also make unsettling reading for a President who has insisted national defence is a priority.

    The report was commissioned by influential Pentagon defence adviser Andrew Marshall, who has held considerable sway on US military thinking over the past three decades. He was the man behind a sweeping recent review aimed at transforming the American military under Defence Secretary Donald Rumsfeld.

    Climate change 'should be elevated beyond a scientific debate to a US national security concern', say the authors, Peter Schwartz, CIA consultant and former head of planning at Royal Dutch/Shell Group, and Doug Randall of the California-based Global Business Network.

    An imminent scenario of catastrophic climate change is 'plausible and would challenge United States national security in ways that should be considered immediately', they conclude. As early as next year widespread flooding by a rise in sea levels will create major upheaval for millions.

    Last week the Bush administration came under heavy fire from a large body of respected scientists who claimed that it cherry-picked science to suit its policy agenda and suppressed studies that it did not like. Jeremy Symons, a former whistleblower at the Environmental Protection Agency (EPA), said that suppression of the report for four months was a further example of the White House trying to bury the threat of climate change.

    Senior climatologists, however, believe that their verdicts could prove the catalyst in forcing Bush to accept climate change as a real and happening phenomenon. They also hope it will convince the United States to sign up to global treaties to reduce the rate of climatic change.

    A group of eminent UK scientists recently visited the White House to voice their fears over global warming, part of an intensifying drive to get the US to treat the issue seriously. Sources have told The Observer that American officials appeared extremely sensitive about the issue when faced with complaints that America's public stance appeared increasingly out of touch.

    One even alleged that the White House had written to complain about some of the comments attributed to Professor Sir David King, Tony Blair's chief scientific adviser, after he branded the President's position on the issue as indefensible.

    Among those scientists present at the White House talks were Professor John Schellnhuber, former chief environmental adviser to the German government and head of the UK's leading group of climate scientists at the Tyndall Centre for Climate Change Research. He said that the Pentagon's internal fears should prove the 'tipping point' in persuading Bush to accept climatic change.

    Sir John Houghton, former chief executive of the Meteorological Office - and the first senior figure to liken the threat of climate change to that of terrorism - said: 'If the Pentagon is sending out that sort of message, then this is an important document indeed.'

    Bob Watson, chief scientist for the World Bank and former chair of the Intergovernmental Panel on Climate Change, added that the Pentagon's dire warnings could no longer be ignored.

    'Can Bush ignore the Pentagon? It's going be hard to blow off this sort of document. Its hugely embarrassing. After all, Bush's single highest priority is national defence. The Pentagon is no wacko, liberal group, generally speaking it is conservative. If climate change is a threat to national security and the economy, then he has to act. There are two groups the Bush Administration tend to listen to, the oil lobby and the Pentagon,' added Watson.

    'You've got a President who says global warming is a hoax, and across the Potomac river you've got a Pentagon preparing for climate wars. It's pretty scary when Bush starts to ignore his own government on this issue,' said Rob Gueterbock of Greenpeace.

    Already, according to Randall and Schwartz, the planet is carrying a higher population than it can sustain. By 2020 'catastrophic' shortages of water and energy supply will become increasingly harder to overcome, plunging the planet into war. They warn that 8,200 years ago climatic conditions brought widespread crop failure, famine, disease and mass migration of populations that could soon be repeated.

    Randall told The Observer that the potential ramifications of rapid climate change would create global chaos. 'This is depressing stuff,' he said. 'It is a national security threat that is unique because there is no enemy to point your guns at and we have no control over the threat.'

    Randall added that it was already possibly too late to prevent a disaster happening. 'We don't know exactly where we are in the process. It could start tomorrow and we would not know for another five years,' he said.

    'The consequences for some nations of the climate change are unbelievable. It seems obvious that cutting the use of fossil fuels would be worthwhile.'

    So dramatic are the report's scenarios, Watson said, that they may prove vital in the US elections. Democratic frontrunner John Kerry is known to accept climate change as a real problem. Scientists disillusioned with Bush's stance are threatening to make sure Kerry uses the Pentagon report in his campaign.

    The fact that Marshall is behind its scathing findings will aid Kerry's cause. Marshall, 82, is a Pentagon legend who heads a secretive think-tank dedicated to weighing risks to national security called the Office of Net Assessment. Dubbed 'Yoda' by Pentagon insiders who respect his vast experience, he is credited with being behind the Department of Defence's push on ballistic-missile defence.

    Symons, who left the EPA in protest at political interference, said that the suppression of the report was a further instance of the White House trying to bury evidence of climate change. 'It is yet another example of why this government should stop burying its head in the sand on this issue.'

    Symons said the Bush administration's close links to high-powered energy and oil companies was vital in understanding why climate change was received sceptically in the Oval Office. 'This administration is ignoring the evidence in order to placate a handful of large energy and oil companies,' he added.

    The growing threat of abrupt and irreversible climate changes must compel political and economic action on emissions.

    Politicians, economists and even some natural scientists have tended to assume that tipping points1 in the Earth system — such as the loss of the Amazon rainforest or the West Antarctic ice sheet — are of low probability and little understood. Yet evidence is mounting that these events could be more likely than was thought, have high impacts and are interconnected across different biophysical systems, potentially committing the world to long-term irreversible changes.
    Here we summarize evidence on the threat of exceeding tipping points, identify knowledge gaps and suggest how these should be plugged. We explore the effects of such large-scale changes, how quickly they might unfold and whether we still have any control over them.
    In our view, the consideration of tipping points helps to define that we are in a climate emergency and strengthens this year’s chorus of calls for urgent climate action — from schoolchildren to scientists, cities and countries.
    The Intergovernmental Panel on Climate Change (IPCC) introduced the idea of tipping points two decades ago. At that time, these ‘large-scale discontinuities’ in the climate system were considered likely only if global warming exceeded 5 °C above pre-industrial levels. Information summarized in the two most recent IPCC Special Reports (published in 2018 and in September this year)2,3 suggests that tipping points could be exceeded even between 1 and 2 °C of warming (see ‘Too close for comfort’).

    The record in recent decades for the highest level of ice to melt in Antarctica in one day was reached on Christmas Eve, data suggests.

    Around 15 percent of the continent's surface melted on Monday, according to the Global Forecast System (GFS) by the National Centers for Environmental Prediction (NCEP). The data comes from the Modèle Atmosphérique Régional (MAR), a model used for meteorological and climatic research.
    Xavier Fettweis, a climatologist at the University of Liège in Belgium, who tweeted the data on Friday, said this is the highest melt extent in Antarctica in the modern era, since 1979. He added the production of melt water is a record 230 percent higher than average since November this year. That's despite the melting season not yet being over.

    Climatologist Xavier Fettweis indicated that the thaw is the largest recorded since 1979. The situation would be a “weather emergency.”
    The Global Forecasting System (GFS) presented data that reveal a possible climate emergency in Antarctica. According to his report, a thaw record was reached in just one day.
    Approximately 15% of the surface of the continent melted on December 24, reports RT. This situation is recorded as the largest meltdown in Antarctica since 1979.
    These data were obtained from the Regional Atmospheric Model (MAR) and also indicates that there was maximum growth in water production.
    “Water production was also a record because of the thaw from November 2019 until today, 230% higher than the average,” said Xavier Fettweis, a researcher at the University of Liège in Belgium .
    According to the scientist, the region has been “significantly hotter than average” this season. However, it is important to wait for other defrosting seasons to conclude that it is a weather emergency .

    Train travelers in Germany have an extra reason to celebrate entering 2020 — the national railway company Deutsche Bahn is cutting prices for long-distance rides. The government wants more people to take the train.

    Deutsche Bahn has unrolled new prices for 2020 and made its tickets 10% cheaper for long-distance traffic, the German railway company said. The move, which went into effect on Wednesday, stems from the climate protection measures passed by the German government – the Cabinet cut the value-added tax (VAT) on rail travel in December from 19% to 7% in an effort to make train travel more attractive.

    "We are passing on this tax cut to our customers," Deutsche Bahn said on its website.

    The new prices apply to trips of over 50 kilometers (31 miles), but only if the passenger travels from one railway region into another.

    The company is also cutting prices on special offers and additional services, such as fees for transporting bicycles.

    Millions more passengers

    Deutsche Bahn has pledged to also cut prices for the over 50-kilometer trips within the same railway region, but this change will only be introduced in another six months, according to the Inside Digital tech portal.

    The company head, Richard Lutz, said Deutsche Bahn would not directly collect any profits from the tax cut and instead pass on any savings directly to ticket buyers. At the same time, the company believes the price drop would bring in another 5 million passengers per year.
