The issue is burning fossil fuels, not turning them into plastics and the like.

every one who has profited from burning oil should help pay

Edit: I am all for a user fee.

In fact one (of many) reason why I supported Mrs. Clinton in her run years ago was because when she formally announced her bid to run in New York (Roosevelt Island) she mentioned a user fee in her speech.
