From a widely studied and respected art expert, such as yourself, I welcome your concurrence.

To each there own interpretation. I this case we appear not to concur, unfortunately.

Although I'm not able to read what's on the flag and not an art critic.

My interpretation was; it is illustrating a nurse saying goodbye to her mother. Prior to joining the group of nurses being waived away to .... by locals. As illustrated in the cartoon background.

Similar to this interpretation:

"Soldiers waving good bye to loved ones as they leave Victoria Station in 1915"

Loved ones, Mia Noi, whore, boyfriend, house maid, strumpet, underage tinder match ....

The platform wavers are "probably", one or more, of those.

The newspaper had a photo and used it to complement government propaganda.
