    Virginia Gov. Glenn Youngkin (R) said on Monday that he will focus on campaigning for Republicans running in Virginia’s state legislature this year when asked whether he will head out on the presidential campaign trail this year.

    “No,” Youngkin told Wall Street Journal editor-at-large Gerard Baker at the Milken Institute.

    “I’m going to be working in Virginia this year,” the governor said. “And so our House and Senate are up for full reelection this year. We have a House that’s controlled by Republicans and a Senate that’s controlled by Democrats.”

    “I want to hold our House, and I’d like to flip our Senate. And I think we’re doing a really good job in Virginia, and I think this is a chance to bring that to voters,” he said.

    However, Youngkin did not appear to directly rule out a 2024 presidential bid. A Youngkin aide told The Hill that the governor was answering Baker’s question in the context that he was focused on Virginia in 2023.

    President Biden is flipping the script on Republicans by casting himself as the protector of “freedom,” going on offense by using a word and concept conservatives have frequently cited to push back on the president and his party.

    Biden’s campaign launch video was titled “Freedom,” and he referenced “freedom” or “freedoms” six times over the course of the clip. The campaign’s first official ad used those words seven times.

    The president’s team has used the term aggressively to tie Republicans, and in particular his political foe Donald Trump, to the Jan. 6 riot at the Capitol that some in the GOP have been reluctant to condemn and to highlight GOP efforts to curb abortion access and squash dissent in statehouses.

    Biden campaign begins intensive outreach campaign with eye on second term

    The White House is framing the 2024 campaign this way: Stability versus chaos.

    And they want allies and outside groups to help spread that message.

    As President Biden launches his reelection campaign, top White House aides and Democratic officials have met with allies and outside groups in closed-door sessions in recent days to discuss the president’s agenda and how he plans to win a second term, sources tell The Hill.

    Allies who have attended the meetings with top officials have said a major part of Biden’s strategy is to “act presidential” to contrast with the infighting and chaos on the Republican side.

    “It’s the Rose Garden strategy,” a participant in one of the meetings said, adding that Biden’s approach will be to “Be the president.”

    “Let the guys on the other side have it out.”

    The strategy is a similar approach to the one Biden took in 2020 when he opposed former President Donald Trump. After four years of controversy surrounding Trump, Biden campaigned on returning Washington to normal and having a president who kept his head down and intentionally remained out of the spotlight.

    Biden’s approach “has more gravitas now,” one Biden ally said. “He can use the bully pulpit to also show that contrast of calm and collected versus chaotic and crazy. He can use that to his advantage.”

    Biden also appears to have a more united party than in past years, they ally pointed out.

    This year, after Biden launched his reelection bid, Democrats—who had appeared splintered in the last two election cycles — quickly rallied behind Biden.

    Sen. Bernie Sanders (I-Vt.), who opposed Biden during the 2020 Democratic primary, rushed to endorse his former rival this year.

    “The last thing this country needs is a Donald Trump or some other right-wing demagogue who is going to try to undermine American democracy or take away a woman’s right to choose, or not address the crisis of gun violence, or racism, sexism or homophobia,” Sanders told the Associated Press in an interview about his endorsement. “So, I’m in to do what I can to make sure that this president is reelected.”

    Biden’s senior aides have made a concerted effort to reach out to progressives, one campaign official said, adding that the week of the campaign launch, they reached out to more than 5,000 key stakeholders across the coalition including labor unions as well as groups of African Americans, Hispanics and Asian Americans Pacific Islanders.

    In one session last week, a day after Biden officially announced he was running again, prominent television analysts and strategists — including Donna Brazile and Paul Begala — gathered at the White House with some of the president’s top advisers to discuss Biden’s accomplishments and his forthcoming agenda, sources tell The Hill.

    “They told us that their agenda was about stability,” the participant said. “I hadn’t heard it articulated quite that way before.”

    A senior administration official said that the day-long briefings — the second time television analysts gathered this year — were scheduled over a month in advance in conjunction with the White House Correspondents Dinner when many of the invitees were in town from across the country and that the proximity to the campaign announcement occurred by happenstance.

    The day included a number of briefings from senior staff on a string of issues including the president’s economic accomplishments and implementation as well as messaging around default, reproductive rights, foreign policy and Vice President Kamala Harris’s work, the senior administration official said.

    The senior officials — which included White House Communications Director Ben LaBolt, Admiral John Kirby, Domestic Policy Adviser Susan Rice, Director of Legislative Affairs Louisa Terrell, Director of the National Economic Council Lael Brainard, White House counsel’s office spokesman Ian Sams, Deputy Chief of Staff Natalie Quillian, Senior Director for Transborder Security Katie Tobin as well as Stephanie Young and Kirsten Allen, senior aides to Harris — also discussed a communications strategy for the coming months. Each session included a lengthy question and answer session with the television analysts where they were able to get clarity on specific questions or share feedback.

    The day ended with a happy hour in White House Chief of Staff Jeff Zients’s office.

    Olympic gold-medal figure skater Sarah Hughes is running for U.S. Congress

    Olympic champion Sarah Hughes is running for Congress.

    The former figure skater won gold in Salt Lake City in 2002. Now she wants to represent New York's 4th Congressional District in the House of Representatives.

    Hughes has yet to formally launch her campaign. But City & State New York reported that she filed to run for Congress in Long Island on Monday. Her campaign spokesman Max Kramer confirmed her intention to run to Newsday.

    “Born and raised on Long Island, Sarah is concerned about where we’re headed, whether it’s rising prices, public safety and gun violence, or threats to women’s health,” Kramer's statement reads. “She’s putting the pieces into place to make an announcement in the next few weeks.”

    Hughes, 38, secured her gold medal in upset fashion with a dazzling free skate at the Salt Lake Games. She stood in fourth place after the short program before climbing to the top of the standings past Russian silver medalist Irina Slutskaya and fellow American Michelle Kwan, who won bronze. She was 16 years old. No American has won gold in ladies singles since.

    Since retiring from Olympic competition, Hughes attended Yale as an undergrad and Penn for law school. According to her LinkedIn bio, she's worked as an associate at a New York law firm and is currently studying at the Stanford Graduate School of Business.

    Hughes intends to run as a Democrat. She'll challenge the seat held by Republican Rep. Anthony D’Esposito. The 4th District is adjacent to Hughes' hometown of Great Neck, which resides in New York's 3rd Congressional District represented by George Santos. His seat will be hotly contested after he was charged last week with federal counts of fraud, money laundering and theft of public funds.

    Kramer told Newsday that Hughes is actively searching for a home in the 4th District. She'll face a Democratic primary against multiple challengers looking to unseat D’Esposito.

    Kari Lake wins if she loses her final court challenge

    She’s got one last chance in court, with a trial set to begin on Wednesday.

    But it’s a longshot since the judge in the case said her attorneys must prove that “Maricopa County’s higher level signature reviewers conducted no signature verification or curing and in so doing had systematically failed to materially comply with the law.”

    There's a better job than Arizona governor

    Being governor of a state can be like an actual, you know, job.

    Lots of administrative mumbo jumbo. Negotiations. Plenty of hiring and firing and so on.

    Lake has a shot at something WAY better than that: U.S. senator.

    The polls taken show Lake comfortably ahead of any other Republican who might be interested in vying for their party’s nomination.

    And she’s clearly interested, already having met with a gaggle of Republican senators, including the head of the Senate GOP’s campaign committee, Montana’s Steve Daines.

    She would more likely be the Marjorie Taylor Greene of the Senate. Or maybe the Lauren Boebert.

    Florida Democrats think the unthinkable: We’re in play

    TALLAHASSEE, Fla. — Florida Democrats, long under the thumb of Ron DeSantis, are giddy the mayoral victory in Jacksonville could be the end to a long, long losing streak.

    Former TV anchor Donna Deegan’s win Tuesday night in the state’s biggest city is giving the party — which doesn’t hold a single statewide office — a glimmer of hope heading into 2024, when there’s a good chance that the GOP challenger to President Joe Biden will come from Florida. Democrats say Deegan’s win is both a repudiation of DeSantis and a sign that all is not lost for them in the Sunshine state.

    Even before Tuesday, Biden signaled that in his eyes, Florida, which hasn’t gone for a Democrat in a presidential election since 2012, remains a competitive battleground state despite the Republicans’ huge voter registration and cash advantage. The president’s campaign recently aired television ads in Tampa and Orlando. And in February, Biden visited Florida during a post-State of the Union swing and sent surrogates to Florida this month.

    “This solidifies we are not off the map,” said Florida Democratic Party Chair Nikki Fried. “Everybody is really excited. They feel that this is a great signal and that there is something to invest in Florida.”

    State Sen. Shevrin Jones, who is on Biden’s National Advisory Board, said that Deegan’s win “not only puts Florida in play but lets donors know Florida has never really been red.”

    The big question, however, is whether Deegan’s win in Jacksonville is an outlier or a sign of things to come in a state that just six months ago saw Republicans crush Democrats up and down the ballot. DeSantis himself recently boasted that last year’s defeats had left Democrats a “dead carcass on the side of the road.”

    Despite the psychological boost from Jacksonville, some Democrats privately cautioned about extracting too much from the win, noting that Republicans still have significant tactical advantages in the state, including having 472,000 more Republicans registered to vote, holding every statewide Cabinet position and supermajorities in the Legislature.

    A person close to Biden’s campaign, who was granted anonymity to speak openly about the campaign dynamics, said Deegan’s win sends a strong message to those who counted out the president, and Democrats in general. The person contended the victory was a rejection of DeSantis, who just six months ago won the city by 12 points during the midterms. Since DeSantis won reelection, he has pushed a red meat conservative agenda ahead of his expected presidential bid, including signing a six-week abortion ban, that even some Republicans have privately fretted could cost them support among moderate Republicans.

    A key part of Democrats’ optimism is due to Deegan’s defeat of Daniel Davis, a former legislator and CEO of Jacksonville’s chamber of commerce, 52 percent to 48 percent, even though Republicans edged Democrats in overall turnout by three percent. The numbers suggest that Deegan — who had gotten some GOP endorsements locally — was able to pick up independents and some crossover Republicans.

    Davis had veered to the right in the lead up to the election, and Republicans targeted Deegan with ads about her participation in Black Lives Matter protests and claims she wanted to install “radical policies” if she won. The race primarily focused on local issues, such as crime and whether Davis at one point wanted to sell off the city-owned electric utility.

    Deegan continually offered herself up as a change agent in a city where Democrats had only held the post of mayor once in the past three decades. But Democrats had won Jacksonville in statewide races over the past decade. Andrew Gillum, the Democratic nominee for governor, won the county in 2018, as did Biden two years later. But DeSantis soundly defeated Charlie Crist in Duval County, where Jacksonville is located, last November.

    “Candidates and campaigns matter and what they say matters,” said Ashley Walker, who was the state director of President Barack Obama’s 2012 campaign and worked as a consultant for Deegan. “Donna was a very genuine candidate with a very compelling message with a localized campaign that focused on very Jacksonville-based issues.”

    Democrats, nationally and at the state level, did help out. The Democratic National Committee tapped volunteers to reach out to tens of thousands of voters casting mail-in ballots while state organizations helped out with phone banking.

    And while DeSantis endorsed Davis, the governor didn’t hold any events with the candidate in the closing days of the campaign. DeSantis spent Friday and Saturday of last week in Iowa and Illinois attending Republican fundraisers.

    Former President Donald Trump, another Florida resident, took shots at DeSantis for the Jacksonville loss, saying in a social media post on Truth Social: “Wow! In a big upset, the DeSanctimonious backed Republican candidate for Mayor of Jacksonville, Florida, LOST. This is a shocker. If they would have asked me to Endorse, he would have won, easily. Too proud to do so. Fools! This is a BIG LOSS for the Republican Party. Remember, “Rob” only won because of me!!!”

    But one of Trump’s own campaign advisers — Susie Wiles — is a longtime friend and ally of Davis who informally gave him advice in his run for mayor.

    Christian Ziegler, the chair of the Republican Party of Florida, contended that Deegan’s win was unique and noted that one of Davis’ GOP opponents in the March primary helped damage him ahead of the general election.

    “We had a huge bloody primary where millions of dollars were spent to rip apart the eventual Republican nominee,” Ziegler said. “The clock ran out and we didn’t have enough time to recover.”

    He said Democrats would be wrong to view the victory as a signal they can rebound statewide.

    “Florida is a much different monster than a municipal off year,” Ziegler said.

    Walker, the Deegan consultant and former Obama state director, said the lesson from Deegan’s victory — which came after a year and a half of work — is that Democrats must build up their bench by finding local races where they can notch wins.

    “Democrats need to approach Florida in a very localized, piece by piece approach where we are going into purple areas,” Walker said.
