The amendment to the ‘General Trade Licence Russia Sanctions – Vessels’ was announced on Monday by the UK Department for International Trade.

    “The General Licence has been revised to remove Regulation 28 (financial services and funds related to restricted goods and restricted technology) from paragraph 1(h),” the department explained in a brief statement.

    “This enables the provision of insurance and reinsurance to a person connected with Russia in relation to the items in paragraph 1 (a), subject to the wider restrictions and conditions of the licence,” it added. The aforementioned paragraph mentions sea vessels and aircraft, their component parts, as well as aero gas turbine engines."

    "Currently, only one of the six main gas pumping units (as well as a hot reserve of the same capacity) is in operation at the Portovaya CS. The daily capacity of the CS is no more than 33 million cubic meters of gas per day.

    According to the schedule of technical maintenance of gas turbines established by the manufacturer, after the end of the period between overhauls (25 thousand hours), a mandatory overhaul in the factory is required.

    A contract was signed with the British company Industrial Turbine Company (UK) Limited (part of the Siemens Energy group of companies) to repair engines at a plant in Canada. In accordance with the contractual terms, the completion date for the repair of engine No. 073 was in May of this year. Immediately after the repair, the engine was to be transferred to Gazprom.

    However, due to Canadian sanctions and without the consent of Gazprom, the engine was sent to Germany instead of Russia, which does not comply with the terms of the contract. Canadian authorities have issued engine removal documents, which are in no way related to the current contract, to Siemens Energy Canada Limited, which is not a party to the contract. If the engine is transported to Russia, there is a risk that the Canadian authorities may consider this a violation or circumvention of the conditions of the issued permit. In turn, this may lead to the revocation of the permit and the impossibility of repairing other engines of the Portovaya compressor station in Canada.

    The supply of an engine from Canada to Germany also creates risks associated with the application of EU sanctions. In particular, the provisions of EU Regulation 833/2014 (with all amendments and additions) establish that it is prohibited to sell, supply, transfer, sell or export directly or indirectly gas turbine engines, technologies and other goods specified in the sanctions lists, regardless of whether they are produced whether the specified goods or technologies in the EU, any individual or legal entity in Russia or for use in Russia.

    In addition, since Industrial Turbine Company (UK) Limited is a party to the contract, it is subject to the requirements of UK law, including sanctions restrictions.
    In the absence of official clarifications from the EU and the UK on the application of sanctions, it is not clear that the repair and transportation of gas turbine engines for the Portovaya CS will not be subject to export restrictions.

    Similar risks remain for engines No. 072, No. 074 and No. 121 subject to overhaul.

    Thus, the sanctions regimes of Canada, the EU, the UK and the inconsistency of the current situation with the current contractual obligations on the part of Siemens make the delivery of engine No. 073 to the Portovaya CS impossible."

    Which must be why the Ruble is one of the best performing currency in the world vs USD.

    I tried Youtubing the Russian tank factory tour video from 2 weeks ago but it's taken down. Trying to argue with the biggest propaganda brainwashing exercise since Japan in ww2 is just pointless. Believe what you want. It doesn't matter. Not worth wasting any time on it.
