    I certainly think travellers from China should have to show a recent negative PCR test to get on the plane, and travellers to China as well.

    China have reversed their draconian Covid policy with little or no precautionary measures instituted to prevent infectious Chinese citizens from travel abroad, or within country.     "From the perspective of results, China’s Covid response has been the most cost-efficient and effective.

    First, the health and safety of more than 1.4 billion Chinese people are safeguarded effectively. China has the world’s lowest infection and fatality rates.

    According to Our World in Data, the Covid infection rate in China is 1,014 per million people, while in the US and the UK, it is 291,361 and 360,908 per million respectively.

    According to the BBC, the fatality rate is three per million people in China, and 3,000 and 2,400 per million in the US and UK respectively.

    In spite of the challenges from Covid, China has seen steady growth in people’s average life expectancy over the past two years, registering an annual increase of 0.63 years to 77.93 years in 2020 and further growth to 78.2 years in 2021.

    Second, China has made major achievements in coordinating its Covid response with economic and social development. It was the only major economy in the world to have reported positive growth in 2020. The country’s share of global economic output exceeded 18% in 2021. When many economies are facing recession risks, China’s GDP rose by 3.9 per cent in the third quarter of this year, and the growth in the first three quarters of this year was 3 per cent. In the first eight months of this year, China attracted over 20 per cent more foreign investment compared with last year, and its imports and exports grew by 10.1 per cent year on year. China’s economy will remain on a positive trajectory over the long run, and this will provide sustained impetus to the stability of global industrial and supply chains and to global economic recovery.

    These facts and data fully reflect China’s strong capabilities in epidemic prevention and control. They also speak volumes about the distinct advantages of the leadership of the Communist Party of China and systems of socialism with Chinese characteristics.

    In face of the current complex and challenging Covid situation, China will stay determined and act more swiftly to deliver concrete results with more resolute and decisive measures, so as to preserve our hard-won achievements in Covid response.

    China will continue to strengthen its response capabilities, make its Covid policy more science-based, targeted and effective, and reduce the time taken to contain outbreaks. At the same time, we will do our very best to provide services for people’s work and livelihoods, ensure that people's needs for medical treatment are well met, and increase care and assistance for the elderly, people with health conditions, the disabled and other special groups.

    Recently, the Chinese government has released a work plan to ramp up vaccination among the elderly population, which involves accelerating vaccine uptake among people aged 80 and above and further increasing vaccination among people aged between 60 and 79.

    Cities such as Beijing, Chongqing and Guangzhou have issued more targeted policies, including narrowing the scope of Covid risk areas to building units, prohibiting random expansion of groups subject to Covid testing, and limiting temporary lockdown time to no more than 24 hours.

    Arrangements have been made to support the opening of supermarkets and e-commerce sites wherever possible, and the resumption of all courier services operation. Local governments have also implemented measures to make medical services more readily available to people living in risk areas, improve counselling services, and promote the resumption of production and other economic activities in an orderly fashion.

    These efforts will minimise Covid’s impact on people’s lives, consolidate understanding, support and cooperation of the general public, and build up confidence in and strength for Covid response at the community level. China has full confidence in winning this battle against the pandemic on a regular basis."

    BRI keeps nations on the move

    From speedier rail and roads to ports, infrastructure boost felt across continents

    "With a population of more than 15 million, Nigeria's commercial hub Lagos is constantly snarled in traffic. But with the completion at the end of the year of sorely needed transport infrastructure built by China, connectivity in West Africa's biggest city is expected to soon see significant improvements.

    Referred to as a project that is "remaking history" by Babajide Olusola Sanwo-Olu, governor of Lagos State, the first phase of the Lagos Rail Mass Transit, or LRMT, which was completed on Dec 21, will carry more than 250,000 passengers daily on the 13-kilometer railway line when it is put into commercial operation in the first quarter of 2023.

    The LRMT Blue line, with a total length of 27 km, is the first electrified light rail system in West Africa and the largest infrastructure project completed in Lagos State. It was constructed by China Civil Engineering Construction Co and financed by the Lagos State government. ....

    "The rail system would provide thousands of direct and indirect jobs for our teeming youths as well as training to equip them to work in the rail industry," she said.
    The LRMT is the latest major achievement of the China-proposed Belt and Road Initiative in Nigeria, and for Africa as a whole, over the past year.

    The Lekki Deep Sea Port, located in Lagos and the biggest seaport in Nigeria, was completed in November and equipment commissioning and personnel training are underway. The port is expected to start commercial operations by the end of March, according to its builder, China Harbour Engineering Co.

    The port will be able to handle 1.2 million containers annually, increasing Nigeria's container handling capacity by as much as 80 percent. In doing so, it will play a significant role in helping the country break the bottleneck in international trade and achieve accelerated economic growth.

    In Kenya, the country's first expressway was also opened to the public last year.

    The 27-km Nairobi Expressway, built by China Road and Bridge Corp, has become increasingly popular among commuters since it began operation in May, and daily traffic has reached 50,000 vehicles, according to its operator.

    In Southeast Asia, the Jakarta-Bandung High-Speed Railway, the first high-speed railway in the region, had a successful trial operation in November. Trains on the 142-km railway line, built with Chinese technology, are expected to run at up to 350 km/h after the line starts operations this year. The line will reduce the travel time between the Indonesian capital and Bandung from more than three hours to just 40 minutes.

    In October, the China-invested Phnom Penh-Sihanoukville Expressway, Cambodia's first major highway, was completed and opened to traffic.

    Reducing travel time


    The 187-km expressway reduces the travel time between the kingdom's capital and biggest port city by more than half. It will also spur the development of regions along the route and aid the country's economic recovery.

    In 2022, the BRI was increasingly popular worldwide and another five countries signed BRI cooperation agreements with China, Mao Ning, a spokeswoman for China's Foreign Ministry, said at a news conference on Dec 26. During the first 11 months of 2022, the value of trade between China and countries engaged with the BRI increased by 20 percent, she added.

    As of Dec 6, 150 countries and 32 international organizations had joined the BRI, with more than 200 cooperation agreements signed, making it an attractive international cooperation initiative globally.
    The initiative has the potential to substantially improve trade, foreign investment and people's living conditions, and transport projects carried out under the BRI alone can lift 7.6 million people from extreme poverty, according to a report by the World Bank.
    Under the BRI, Africa has mustered comprehensive investments and infrastructure upgrades spanning ports, railways, roads, telecommunications and energy installations, he said.

    Putting the BRI into context, more than 13,000 kilometers of roads and railways were built in Africa by Chinese companies between 2000 and 2020, in addition to more than 80 major power facilities, more than 130 healthcare facilities and more than 170 schools, according to a report released by China's State Council Information Office.

    "While infrastructure construction remains the most visible component of the BRI, the initiative is supported by four other pillars, namely trade, policy coordination, financial inclusion and cultural exchanges," Cavince said.

    Bringing benefits

    Paul Tembe, a senior lecturer and researcher at the University of South Africa's department of linguistics and modern languages, said that although the BRI may be China's idea, it has brought benefits to the world through infrastructure development and people-to-people understanding, as well as by promoting multilateralism and international solidarity.

    "As the world faces the prospect of a retreat from globalization toward hypernationalism, it is prudent to reflect on the benefits of the Belt and Road Initiative," he said. "China's Belt and Road Initiative is a game-changer in international affairs, trade and financial relations, and the governance of multilateral institutions."

    Cavince said that, in many ways, the BRI is aligned with the Africa Agenda 2063, so African countries should as much as possible map their development programs on the aspirations of the BRI for maximum returns to African people.

    "One approach could be the adoption of public-private partnerships in BRI implementation," he said.

    "Such arrangements promote sharing of responsibilities, decision-making and resource allocation in the overall project's life."

    I know a young Chinese woman who flew from outside China into Shanghai on 31 December. She's in quarantine in a nice hotel in Shanghai. The food is excellent, she's tested for Covid every day and feels safer in quarantine than out in the community. She's going to Guangxi when she gets out.

    World’s top three capitalist cities were in China in 2022

    THE WORLD’S TOP SPOTS for the ultimate capitalist act, which is the launching of major companies on the global share markets, are all in China, a new study shows.

    Shanghai’s Star Market is in first place, followed by Shenzhen’s ChiNext, and then comes the traditional world leader in IPOs, Hong Kong. The data comes from a new index for IPOs in 2022 compiled by Refinitiv, a financial data company.

    Rival centers such as New York and Singapore have dropped out of contention.

    It’s been a terrible time in general for IPOs, with the proceeds of such deals falling by 94% in 2022 compared to a year earlier, according to a new report from Ernst & Young.

    The shake-up has caused huge changes in the industry. For seven out of the past 13 years, the southern Chinese city of Hong Kong was in the number one top spot in the world, beating out New York and London, the traditional kings of this area of finance. Everything has changed in the past three years.

    THE DATA

    The latest stock market data shows that the biggest fundraiser of 2022 was Star Market in Shanghai, with 2022 figures showing that 118 firms called on the market for US$29.63 billion.

    In second place, 144 companies raised US$24.71 billion at ChiNext in Shenzhen.

    Third was Hong Kong, where 75 firms were listed to raise US$12.69 billion.

    RIVALS LANGUISH

    Rival financial centers are still languishing. New York is in the doldrums. The New York Stock Exchange and Nasdaq both fell out of the top ten.

    Singapore hosted no IPOs on its main board in 2022, but a subsidiary board called Catalist did raise a small amount of funds, placing it at 66 on the Refinitiv list.

    Many investment bankers canvassed by the South China Morning Post in Hong Kong were bullish about the city, particularly for the second half of 2023. New rules in Hong Kong mean that tech companies can still list even before they have made any revenue, and yuan-denominated stock trading will be offered, too.

    But the developments have also led to interesting discussions in the financial community. When a country people label “communist” does a key element of capitalism better than western financial centers, it becomes impossible to avoid the fact that labels are meaningless and only the numbers lead to clarity.

    Many global firms in 2023 are expected to take listings or secondary listings in Hong Kong.

    HONG KONG, Jan 3 (Reuters) - A tender for the sale of embattled China Evergrande Group's (3333.HK) headquarters in Hong Kong has lapsed again, two sources with knowledge of the matter said on Tuesday, because the offer prices and terms fell short of requirements.
    Lenders to the office tower, China Evergrande Centre, valued at between HK$8 billion and HK$9 billion ($1.02 billion and $1.15 billion), appointed a receiver in September to seize the asset and tender it for sale with a bid deadline of Oct 31.

    Evergrande, saddled with liabilities of more than $300 billion, is at the centre of China's unprecedented property sector crisis, and had been trying to sell the 27-storey tower to raise cash before it was seized.
    The tower had been pledged against a loan of HK$7.6 billion from lenders led by the Hong Kong subsidiary of Chinese state-owned China Citic Bank Corp Ltd (601998.SS).

    China, Philippines cement ties in new year

    "Chinese President Xi Jinping held talks with Philippine President Ferdinand Romualdez Marcos Jr. at the Great Hall of the People during the latter's state visit to China on Wednesday.

    Marcos is the first foreign leader hosted by China in 2023. This visit is his first visit to China as president and his first official visit to a country outside the Association of Southeast Asian Nations (ASEAN).

    "This speaks volumes about the close ties between China and the Philippines and the important place that the two countries take in each other's foreign policies," Xi told Marcos.

    A JOURNEY TO RETRACE HISTORY AND PLAN FOR THE FUTURE

    China and the Philippines are close neighbors facing each other across the sea. In their exchanges over a millennium, good faith and mutual assistance have remained the defining feature of bilateral relations and a precious legacy cherished by the two peoples, Xi said.

    Forty-eight years ago, the father of President Marcos Jr. and the Chinese leaders of the older generation keenly grasped the changing situation at that time. They followed the trend of the times and made the historic decision of establishing diplomatic ties between the two countries. Over the past half-century since then, despite changes in the international landscape and the domestic politics of the Philippines, President Marcos Jr. and his family have stayed committed as ever to promoting the China-Philippines friendship, a commitment that is most invaluable, Xi said.

    Xi expressed his hope that this visit will be a journey to retrace history and, more importantly, a journey to plan for the future.

    Xi said China views the Philippines as a priority in its neighborhood diplomacy and approaches its relations with the Philippines from a strategic and overall perspective. Xi expressed readiness to stay in regular strategic communication with President Marcos Jr. and make comprehensive plans for the growth of bilateral ties so that the two countries will stay good neighbors helping each other, good relatives sharing affinity, and good partners pursuing win-win cooperation, delivering more benefits to the two peoples and contributing more positive energy to peace and stability in the region.

    Marcos expressed his pleasure at making a visit that he has long looked forward to, which is also his first state visit to a country outside ASEAN. He expressed his hope to prove to the world through this visit that the Philippines-China relationship is in very good shape and is very important, and that both sides attach great importance to this relationship and are committed to taking it to a new height.

    Marcos said although it has only been 48 years since the Philippines and China established diplomatic relations, the friendship between the two peoples has lasted over a millennium. He underscored his privilege of being part of history in the establishment of the diplomatic ties, and noted the important responsibilities that he is taking on to carry forward the longstanding friendship between the two countries.

    VAST POTENTIAL FOR BILATERAL COOPERATION

    Xi emphasized that despite different national conditions and systems, China and the Philippines have similar goals and paths of development and enjoy vast potential for cooperation.

    He said the two sides need to strengthen exchanges and mutual learning between government agencies, between legislatures, and between political parties to form greater synergy between their development strategies, seek more complementarity in each other's modernization drive, and better serve development and prosperity in both countries.

    The two sides have identified agriculture, infrastructure, energy, and people-to-people exchanges as four priority areas of cooperation. They are the main pillars for the China-Philippines relationship of comprehensive strategic cooperation, and more efforts must be made to nurture new growth areas and highlights in these fields, according to Xi.

    As China is advancing rural revitalization across the board and moving faster to build the country's strength in agriculture, it stands ready to help the Philippines in agricultural and rural development, by such means as turning the Philippine-Sino Center for Agricultural Technology into a signature project, carrying out cooperation on the whole industrial chain including breeding, production, processing and storage, and accelerating cooperation in Juncao technology, Xi said.

    He called on the two countries to promote cooperation in infrastructure and connectivity, including good implementation of key cooperation projects in "hard" infrastructure and broader cooperation in "soft" infrastructure including telecommunication, big data and e-commerce, to boost the overall economic and social development of the Philippines.

    Xi said China and the Philippines have a lot to offer each other when it comes to cooperation on both fossil fuels and clean energy. China will work with the Philippines to continue to properly handle maritime issues through friendly consultation, resume negotiations on oil and gas exploration, promote cooperation on oil and gas exploration in non-disputed areas, and conduct green energy cooperation on photovoltaics, wind power, and new energy vehicles.

    The Chinese president said China will continue to import more quality agricultural and fishery products from the Philippines and support Chinese business investments and cooperation in the Philippines. The two sides need to deepen people-to-people exchanges in all respects, expand cooperation on basic and vocational education, and explore innovation cooperation in such areas as meteorology and aerospace.

    China will continue to work with the Philippines on vaccine research and development, and foster a new mode of mutual assistance and cooperation between provinces, cities, districts and counties in light of local industrial strengths. China is taking proactive steps to adapt its COVID response and better coordinate it with economic and social development in a science-based manner. The people in China and the Philippines can soon resume close exchanges like before the pandemic, Xi said.

    Marcos said the Philippines is ready to work with China to unlock potentials, further enrich the bilateral relationship, and deepen cooperation in agriculture, infrastructure, energy, people-to-people exchanges, trade, investment, science and technology, and digital economy, among others.

    Marcos said China is the strongest partner of the Philippines, and nothing can hold back the continuation and development of the Philippines-China friendship. The Philippines adheres to the one-China policy. It is willing to continue to properly handle maritime issues through friendly consultation, and resume negotiations on oil and gas exploration.

US House of Representatives went through a "difficult labor" of a new speaker after three rounds of voting failed. The last time a House speaker vote went to multiple ballots was 100 years ago. Tuesday's occurrence was truly a once-in-a-century phenomenon. During Capitol riots, American rioters shocked the building from the outside. This time, the stalemate was the result of conflicts from inside the Capitol. The two events are chaotic phenomena of spread and aggravation of the disease of US political system.

    The one who failed to pass the three rounds of the votes for US House speaker is Kevin McCarthy. In the eyes of outsiders, he is a well-known ultra-conservative politician. He is against Clean Power Plan and the Paris Agreement, and promised to overturn a number of relevant legislations that Washington has passed. His crazy anti-China remarks also left a very bad impression on the Chinese people. However, astonishingly, McCarthy was not opposed because of his radicalism, but because he was considered not tough enough by some more radical congressmen in the Republican Party. It shows how severe the division and polarization in the US politics are.

    What happened in the highest hall of "US democracy" is not a simple farce, but a political thriller with huge destructiveness, and a wide-ranging and far-reaching impact. This not only worries Americans, but also political observers from quite a few countries internationally.

    While the antagonism between political parties in the US continues to escalate, the internal divisions in the Republican and the Democratic parties have become increasingly prominent. At this time, a completely irrational and dangerous tendency has surfaced in Washington: finding or creating an "enemy" outside the US to suppress, alleviate and divert political divisions within the country.

    As a result, China, which is developing rapidly in economy and has a different political system and ideology from the US, is forcibly being established as an "enemy of the US." Some lawmakers are scrambling to show their toughness toward China. The tougher, the better. They will gradually fall into collective self-hypnosis, and will keep a blind eye on the fact that the enemy of "US democracy" is actually the US itself.

    The US House of Representatives will continue to vote on Wednesday, but to some extent the result is no longer important. McCarthy is intensely negotiating with his opponents in the Republican Party. To put it bluntly, it is a political exchange, and he is likely to make a more "tough" promise in the future. If McCarthy is still elected after some tossing and turning, then his extreme words and actions may intensify.

    In fact, the current difficult status of China-US relations has a lot to do with US sick party politics. Meanwhile, the electoralization of political party functions, the frequent emergence of extreme issues, and the rise of veto politics has spilled over from the US to many countries and international institutions, causing widespread concerns and seriously hindering international cooperation.

    History proves that political parties' "being at daggers drawn" in the US Congress often indicates major turmoil.

    Before this time, there have been 14 times in the history of the US that Congress was unable to elect a speaker in the first round of voting, 13 of which occurred before the Civil War, and the elections in 1855 and 1859 before the outbreak of the war were among the most voted - 133 and 44 times respectively.

    Amid rising political animosity, 90 percent of Americans expect 2023 to be a year of political conflict in the US, according to the latest Gallup poll. More than 70 percent of Americans disapprove of the performance of Congress, according to a previous Gallup poll. This reflects a general disappointment in the US society with its domestic politics, and also shows that the "anti-democracy" in the US has developed to an advanced stage, and has caused it to be trapped in the cocoon of "veto politics," losing the momentum of innovation, and will become more radical in the future. Such a US is dangerous to the world.

    Faced with the political chaos in the US, Canada's Globe and Mail raised a sharp question: whether the political class of the country is able to govern, and whether the internal conflicts and contradictions of one of the major political parties contaminate the entire system.

    Another Canadian media quoted a research report saying that the toxic political culture in Washington and across the US was spilling over the border. "Canada is picking up the political radicalization bug from the US."

    It seems that as Canada is a close neighbor of the US, its feeling is very distinct. When such a US shamelessly claims the world cannot lose US leadership, isn't that horrific? "

    I think most does a "hometest" if they get sick, but they don't report it, and don't even have to isolate themselves.

The information and data that China shared helped scientists from all countries to learn about the evolution of the virus in China and strengthened the global science community’s confidence in China’s COVID response.

    This was clearly remarkable, particularly in the wake of the failed insurrection of 2019-20, and it shows the strength of the city’s legal system. Although Hong Kong came behind the UK (15th), it ranked higher than the US (26th), and ahead of a slew of European Union countries, including Spain (23rd), Portugal (27th), Cyprus (28th), Malta (30th), Slovenia (31st), Italy (32nd), Slovakia (35th), Poland (36th), Romania (38th) and Greece (44th).

    Instead, however, of praising Hong Kong’s latest achievement, Patten has swept it under the carpet, knowing it reflects so well on the “enemy”.     Beijing clamps down on social media critics of COVID policies

    As China’s dramatic U-turn on its zero-COVID measures continues, Beijing has shut down or suspended more than a 1,000 social media accounts in a clampdown on critics of its pandemic policies.

    Sina Weibo, a Chinese equivalent of Twitter, said it had issued temporary or permanent bans on 1,120 accounts after addressing more than 12,800 violations, including attacks on experts, scholars and medical workers, the Associated Press reported.

    China in December abandoned its strict zero-COVID policy, which included months-long lockdowns, after a wave of protests against the draconian measures spread to several cities and university campuses across the country, with demonstrators in Shanghai calling for President Xi Jinping to step down. Since then, the country has seen a new surge in cases, overwhelming Chinese health services and alarming the rest of the world.

    The anti-lockdown protests, some of which were organized through social media, were the first major show of resistance from the public under Xi's rule. Freedom of speech is limited under China’s authoritarian government and criticism of the Communist Party often brings punishments.

    Sina Weibo “will continue to increase the investigation and cleanup of all kinds of illegal content, and create a harmonious and friendly community environment for the majority of users,” the company said in a statement dated Thursday, according to the AP.

    China is bracing for the outbreak to spread further as people travel en masse from the country’s cities for the Lunar New Year later this month. Nonetheless, as of January 8, travelers arriving in China will no longer face coronavirus quarantine measures.

    The skyrocketing number of patients has already led to overcrowded hospitals and empty pharmacy shelves, with people hoarding medicines like paracetamol, a common medicine to treat pain and fever.

    A forecast by health analytics company Airfinity estimated in November that China risks between 1.3 million and 2.1 million deaths by lifting its zero-COVID policy, due to low vaccination rates, the use of less effective vaccines, and a lack of hybrid immunity.

    The EU has struggled to mount a coordinated response to COVID risk from arrivals from China since travel bans from the country were lifted. Italy was the first to break from the pack, announcing its own border control measures, with France, Germany, Spain and Sweden following suit — drawing a rebuke from Beijing.
