    A brief joint statement said Indian and Chinese troops in the area of Gogra-Hot Springs (PP-15) started disengagement on Thursday according to the consensus reached in the 16th round of India China corps commander-level meeting

    NEW DELHI:

    "India and China on Thursday announced that their frontline troops have kicked off disengagement from Patrol Point-15 (Gogra-Hot Springs area) in eastern Ladakh where the Indian Army and the People’s Liberation Army (PLA) have been locked in a lingering standoff for over 28 months, with the breakthrough coming after the 16th round of military talks to cool tensions in the sensitive sector, officials familiar with the matter said.

    This is the fourth round of disengagement between the two armies.

    “On September 8, 2022, according to the consensus reached in the 16th round of India China corps commander-level meeting, Indian and Chinese troops in the area of Gogra-Hot Springs (PP-15) have begun to disengage in a coordinated and planned way,” said a brief joint statement.

    The development is conducive to peace and tranquillity in the areas along the Line of Actual Control (LAC), it added.

    Disengagement of Indian and Chinese soldiers from friction points on LAC in the Ladakh sector had been stuck for over a year, with the last breakthrough coming in August 2021 when the two armies pulled back their forward deployed troops from the Gogra sector (PP-17A).

    Resolution of outstanding problems at the border appeared elusive until now, the officials said."

    Residents under Covid lockdowns in areas across China are complaining of shortages of food and essential items.

    Tens of millions of people in at least 30 regions have been ordered to stay at home under partial or full lockdowns.

    "It's been 15 days, we are out of flour, rice, eggs. From days ago, we run out of milk for kids," said one resident in western Xinjiang.

    Authorities are scrambling to contain local outbreaks ahead of the Communist party's congress in October.

    China's zero-Covid policy requires strict lockdowns - even if just a handful of cases are reported. On Monday China recorded 949 new Covid cases across the entire country.

    The policy has prompted rare public dissent from citizens and has also been accused of stifling economic growth.

    In Xinjiang a weeks-long lockdown in the Ili Kazakh Autonomous Prefecture near the border with Kazakhstan has seen desperate residents appeal for help on social media.

    One post showed a video of an Uyghur man overcome with emotion, saying his three children had not eaten for three days.

    In Yining city, the capital of Ili, a shared online document with over 300 urgent requests for food, medicine and sanitary pads was widely circulated.

    "I'm out of money to buy supplies. My wife is pregnant and we have two kids. We are running out of gas. My wife needs a medical check," said another resident.

    The region has a mixed population of Han Chinese, Kazakh and Uyghur residents.

    Earlier this month a long-awaited UN report accused China of "serious human rights violations" against Uyghurs and other mainly Muslim minorities in Xinjiang. Rights groups say that more than a million Uyghurs had been detained against their will. Beijing says its network of camps are a tool to fight terrorism.

    In south-western Guizhou province, authorities locked down an area of the provincial capital Guiyang without warning, stranding 500,000 residents at home without any chance to prepare.

    Lifts were switched off in buildings to stop people leaving, the Guardian newspaper reported.

    "We can't buy stuff online as they don't deliver and supermarkets are closed. Is the government treating us like animals, or do they just want us to die?" asked one user on the Weibo microblogging platform, quoted by the Guardian.

    Meanwhile Chengdu, the capital of Sichuan province, is the largest city to come under lockdown since Shanghai suffered two months of restrictions earlier this year.

    Its 21 million people have been banned from entering or leaving the city, with only residents able to show evidence of a negative Covid test allowed out to buy necessities.

    Taiwan hosts lawmakers to push China sanctions

    "Representative to the US Hsiao Bi-khim (蕭美琴) on Tuesday hosted dozens of international lawmakers who back sanctions on China [a rather presumptive opinon] for aggression toward Taiwan, a show of support for Taipei amid military pressure from Beijing.

    The unannounced gathering of about 60 lawmakers [poliicians] from Europe, Asia and Africa at Taiwan’s sweeping hilltop diplomatic mansion in Washington — Twin Oaks — is the latest move in Taipei’s efforts to persuade fellow democracies [to match NaGastan "demoracy "] to stand against China since Russia’s invasion of Ukraine heightened concerns that Beijing could attempt to take the nation by force.

    The group, consisting of members of the Inter-Parliamentary Alliance on China (IPAC) gathering in Washington this week, is expected to sign a pledge to push their governments to adopt “greater deterrence against military or other coercive” actions [a la NATO] by the People’s Republic of China (PRC) against Taiwan, a draft seen by Reuters says.

    We will campaign to ensure our governments signal to the PRC that military aggression towards Taiwan will cost Beijing dearly. Economic and political measures, including meaningful sanctions, should be considered to deter military escalation, and to ensure trade and other exchanges with Taiwan can continue unimpeded,” the draft said.

    It added that their countries’ ties to Taiwan were not Beijing’s to determine, and that they would push to increase mutual visits by lawmakers.

    Sources familiar with the issue have told Reuters that Washington is considering sanctions against China to deter it from invading Taiwan, with Taipei calling on the EU to do the same.

    Hsiao, speaking to the lawmakers — who according to a guest list seen by Reuters hailed from states including the UK, Australia, Canada, India, Japan, Lithuania, Ukraine, New Zealand and the Netherlands — told the gathering: “It is important to demonstrate to the bully that we have friends, too.”

    We are not seeking to provoke [by calling for sanctions] the bully, but neither will we bow to their pressure,” Hsiao said.

    She welcomed two Ukrainian representatives at the event.
    “We certainly hope that as the international community stands with Ukraine, that the international community will also stand with Taiwan ... that together we can deter the further aggression [what agression?]coming from China,” she said.

    The IPAC pledge, which was expected to be signed yesterday,[why was it not signed yesterday], failure to agree? also calls for countries to secure supply chains from forced labor in China’s Xinjiang region, and to pursue sanctions on Chinese officials for abuses in Hong Kong and on Chinese companies that support Russia’s military industry.

    China’s embassy in Washington did not immediately respond to a request for comment. [nothing to respond to]

    US Senate Foreign Relations Committee Chairman Bob Menendez, who acts as the US’ IPAC cochair with US Senator Marco Rubio, told an IPAC briefing at the US Capitol that a US bill to support Taiwan would face some changes during a scheduled review this week, but that the “thrust” would remain the same.

    An initial version of that bill threatens severe sanctions against China for any aggression against Taiwan, and would provide Taiwan with billions of US dollars in foreign military financing in coming years.

    List of sovereign states

    "The 208 listed states can be divided into three categories based on membership within the United Nations System: 193 UN member states,[1] 2 UN observer states, and 13 other states."

    Taiwan is not in any of the three categories, a "UN Member state", a "UN observer state" or even an "other state". It being recognised, by the UN, as an island in China.

    The other 149 countries, 72%, did not attend/turned their back to the communal, chest beating, toothless charade.

    "Your Excellency President Shavkat Mirziyoyev,

    Colleagues,

    I am delighted to attend the meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO). I would like to thank you, President Mirziyoyev, for your warm hospitality and thoughtful arrangements. I salute Uzbekistan for the great job it has done to promote SCO cooperation in various fields during its presidency over the past year.

    Samarkand, renowned as the pearl on the Silk Road, witnessed the glory of the ancient Silk Road, a route that greatly boosted the flow of goods, spread of science and technology, interaction of ideas, and integration of diverse cultures on the Eurasian continent. Indeed, the ancient Silk Road has remained a historical source of inspiration for us SCO member states as we pursue peace and development.

    This year marks the 20th anniversary of the SCO Charter and 15th anniversary of the Treaty on Long-Term Good-Neighborliness, Friendship and Cooperation Between the SCO Member States. Over the years, guided by these two founding documents, we have succeeded in exploring a new path for the development of international organizations, and there is much we can draw on from SCO’s rich practices.

    Political trust.

    Guided by the vision of forging enduring friendship and peace among the SCO member states, we respect each other’s core interests and choice of development path and support each other in achieving peace, stability, development and rejuvenation.

    Win-win cooperation.

    accommodate each other’s interests, stay true to the principle of consultation and cooperation for shared benefits, enhance synergy between our respective development strategies, and keep to the path of win-win cooperation toward common prosperity.

    Equality between nations.

    We are committed to the principle of equality among all countries regardless of their size, consensus-based decision-making, and addressing issues through friendly consultations. We reject the practice of the strong bullying the weak or the big bullying the small.


    Openness and inclusiveness. 

    We stand for harmonious coexistence and mutual learning between different countries, nations and cultures, dialogue between civilizations and seeking common ground while shelving differences. We are ready to establish partnership and develop win-win cooperation with other countries and international organizations that share our vision.

    Equity and justice. 

    We are committed to the purposes and principles of the UN Charter; we tackle major international and regional issues on the basis of their merits, and oppose the pursuit of one’s own agenda at

    the expense of other countries’ legitimate rights and interests.

    These five points fully embody the Shanghai Spirit, namely, mutual trust, mutual benefit, equality, consultation, respect for diversity of civilizations and pursuit of common development. It has been shown that this spirit is the source of strength for the development of the SCO. It is also the fundamental guide we must continue to follow in the years to come. We owe SCO’s remarkable success to the Shanghai Spirit. And we will continue to follow its guidance as we forge ahead.

    Colleagues,

    Human society, like the natural world, has both sunny and rainy days in its development. Our world today is undergoing accelerating changes unseen in a century, and it has entered a new phase of uncertainty and transformation. The once-in-a-century pandemic has continued unabated. Regional conflicts keep flaring up. The Cold War mentality and group politics are resurfacing, so are unilateralism and protectionism. Economic globalization has encountered headwinds. Deficit in peace, development, trust, and governance has grown. Human society has reached a crossroads and faces unprecedented challenges.

    Under these new conditions, the SCO, as an important constructive force in international and regional affairs, should keep itself well-positioned in the face of changing international dynamics, ride on the trend of the times, strengthen solidarity and cooperation and build a closer SCO community with a shared future.

    First, we need to enhance mutual support. 

    We should strengthen high-level exchanges and strategic communication, deepen mutual understanding and political trust, and support each other in our efforts to uphold security and development interests. We should guard against attempts by external forces to instigate “color revolution”, jointly oppose interference in other countries’ internal affairs under any pretext, and hold our future firmly in our own hands.

    Second, we need to expand security cooperation.

    A proverb in Uzbekistan goes to the effect that “With peace, a country enjoys prosperity, just as with rain, the land can flourish.” The Global Security Initiative put forward by China is to address the peace deficit and global security challenges. It calls on all countries to stay true to the vision of common, comprehensive, cooperative and sustainable security and build a balanced, effective and sustainable security architecture. We welcome all stakeholders to get involved in implementing this initiative.

    We should continue to carry out joint anti-terrorism exercises, crack down hard on terrorism, separatism and extremism, drug trafficking as well as cyber and transnational organized crimes; and we should effectively meet the challenges in data security, biosecurity, outer space security and other non-traditional security domains. China is ready to train 2,000 law enforcement personnel for SCO member states in the next five years, and establish a China-SCO base for training counter-terrorism personnel, so as to enhance capacity-building for law enforcement of SCO member states.

    We should ensure that the SCO-Afghanistan contact group and the mechanism of coordination and cooperation among Afghanistan’s neighbors continue to play their roles; and we should encourage Afghan authorities to establish a broadly-based and inclusive political structure and remove the ground that breeds terrorism.

    Third, we need to deepen practical cooperation. 

    To deliver a better life for people of all countries in the region is our shared goal. The Global Development Initiative launched by China aims to focus global attention on development, foster global development partnership, and achieve more robust, greener and more balanced global development. China is ready to work with all other stakeholders to pursue this initiative in our region to support the sustainable development of regional countries.

    We need to implement the two statements on safeguarding international energy and food security to be adopted by this summit and better protect energy and food security. China will provide developing countries in need with emergency humanitarian assistance of grain and other supplies worth 1.5 billion RMB yuan.

    We welcome the Comprehensive Plan for the Implementation of the SCO Treaty on Long-Term Good-Neighborliness, Friendship and Cooperation for 2023-2027 to be adopted at this summit. We should fully implement the cooperation documents in such areas as trade and investment, infrastructure building, protecting supply chains, scientific and technological innovation and artificial intelligence to be adopted within the framework of the summit. It is important to continue our efforts to achieve the complementarity of the Belt and Road Initiative with national development strategies and regional cooperation initiatives, expand sub-multilateral cooperation and sub-regional cooperation, and create more growth drivers in cooperation.

    We need to ensure implementation of the roadmap for SCO member states to expand shares of local currency settlement, better develop the system for cross-border payment and settlement in local currencies, work for the establishment of an SCO development bank, and thus speed up regional economic integration. Next year, China will host an SCO ministers’ meeting on development cooperation and an industrial and supply chains forum, and will set up the China-SCO Big Data Cooperation Center to create new engines of common development. China stands ready to carry out space cooperation with all other parties and provide satellite data service to support them in agricultural development, connectivity and disaster mitigation and relief.

    Fourth, we need to enhance people-to-people and cultural exchanges.

    Exchanges promote integration among civilizations, which, in turn, enables civilizations to advance. We should deepen cooperation in such areas as education, science and technology, culture, health, media, radio and television, ensure the continued success of signature programs such as the youth exchange camp, the women’s forum, the forum on people-to-people friendship and the forum on traditional medicine, and support the SCO Committee on Good-Neighborliness, Friendship and Cooperation and other non-official organizations in playing their due roles. China will build a China-SCO ice and snow sports demonstration zone and host the SCO forums on poverty reduction and sustainable development and on sister cities next year. In the next three years, China will carry out 2,000 free cataract operations for SCO member states and provide 5,000 human resources training opportunities for them.

    Fifth, we need to uphold multilateralism.

    Obsession with forming a small circle can only push the world toward division and confrontation. We should remain firm in safeguarding the UN-centered international system and the international order based on international law, practice the common values of humanity and reject zero-sum game and bloc politics. We should expand SCO’s exchanges with other international and regional organizations such as the UN, so as to jointly uphold true multilateralism, improve global governance, and ensure that the international order is more just and equitable.

    Colleagues,

    The Eurasian continent is home to us all. Upholding its peace and development is the shared goal of countries both in our region and the world at large, and the SCO shoulders an important responsibility in meeting this goal. In recent years, an increasing number of countries have applied to join our SCO family. This fully demonstrates the power of SCO’s vision and the widely shared confidence in its future. By promoting the development and expansion of the SCO and giving full play to its positive impact, we will create strong momentum and new dynamism for ensuring durable peace and common prosperity of the Eurasian continent and the whole world. China supports advancing SCO expansion in an active yet prudent manner, and this includes going through the procedure to admit Iran as a member state, launching the procedure for Belarus’ accession, admitting Bahrain, the Maldives, the United Arab Emirates, Kuwait and Myanmar as dialogue partners, and granting the relevant applying countries the legal status due to them. We need to seize the opportunity to build consensus, deepen cooperation and jointly create a bright future for the Eurasian continent.

    Here I wish to express China’s congratulations to India on assuming the next SCO presidency. We will, together with other member states, support India during its presidency.

    Colleagues,

    This year, facing a complex and challenging development environment both at home and abroad, China has stayed committed to the general principle of making advances while maintaining stable performance, and it has striven to ensure both effective COVID-19 containment, economic stability and development security. We have continued to respond to COVID-19 and promote economic and social development in a well-coordinated way. Thus, to the greatest extent possible, we have both safeguarded the life and health of the people and ensured overall economic and social development. The fundamentals of China’s economy, characterized by strong resilience, enormous potential, ample room for policy adjustment and long-term sustainability, will remain sound. This will greatly boost the stability and recovery of the world economy and provide more market opportunities for other countries.

    Next month, the Communist Party of China will convene its 20th National Congress. It will be an important meeting to be held at a critical time as China embarks on a new journey toward its second centenary goal of building a modern socialist country in all respects. At this national congress, the Communist Party of China will fully review the major achievements made and valuable experience gained in China’s reform and development endeavors. It will also formulate programs of action and overarching policies to meet China’s new development goals on the journey ahead in the new era and the new expectations of the people. We will continue to follow the Chinese path to modernization to achieve the rejuvenation of the Chinese nation, and we will continue to promote the building of a community with a shared future for mankind. By doing so, we will create new opportunities for the world with new advances in China’s development and contribute our vision and strength to world peace and development and human progress.

    "Gregory May, the newly named US Consul General for Hong Kong and Macau, arrived in Hong Kong on Friday. It can be seen as a signal for Washington to choose such a "China hand" for this post - trying to eliminate at least some of the misunderstandings between China and the US on certain fundamental issues by sending a diplomat who has dealt with China and understands what China stands for.

    It should be said that one of the considerations of the US appointment is at least in part to "avoid adding further tension between Washington and officials in Hong Kong and Beijing," as reported by the South China Morning Post. Although a consul general is not a high-level official with significant decision-making authority in the US hierarchy, it's necessary for Hong Kong, which has a unique status in East Asia, to be sent such a "career diplomat with years of experience in the Greater China region."

    DESPAIRING CHINA TEACHER TOLD “DON’T QUIT”

    A U.S. UNIVERSITY LECTURER who expressed despair at the impossibility of fighting negative media “framing” of China got a nice surprise today. A range of supportive voices on social media encouraged her not to quit.
    .
    A few hours ago, Dr Lin Zhang of the University of New Hampshire posted a sad lament on Twitter, saying that she felt like giving up her attempt to teach young people about China, when all media sources they read reflected the hostile, distorted view from Washington DC.
    .
    “How do you teach China today in American classrooms and don’t get depressed over all the student presentations repeating all the cultural stereotypes and DC positions after all the work you put in to complicating their understanding beyond media framing?” she asked.
    .
    They retained the media-framed “China bad” positions leaving her feeling that she “failed as a teacher”.
    .
    Dr Lin told the story of how one student went to the front of the class to do a presentation and asked the others: “Why do you think all the media coverage of China in the US is so negative?”
    .
    The classroom was completely silent.
    .
    The young woman answered her own question: “The answer is that the coverage is bad because there’s a bipartisan consensus in the US that China is bad.”
    .
    Dr Lin said: “That moment, I realized, I should probably stop teaching China and just let it go. Who wants the fight the bipartisan consensus?” The “whole system in the US”, left and right, politicians and media, are working together to demonize the Chinese, she realized.

    OUTPOURING OF SYMPATHY

    Her sad confession saw an outpouring of sympathy on social media.

    “That is rough. Wish I knew the answer!” said Ben Smith, a neuroscientist from Oregon. “I think working to move the dial can make a difference even when you can’t see it. It can take a few cumulative collisions with evidence for people to change their minds.”

    Army chaplain Jonathan Bailey encouraged Dr Lin to realize what a crucial job she was doing. “This is a really important question, and I’m sorry your students aren’t grasping how important it is. Don’t lose heart; you never know when the light may turn on for someone.”

    Several people said that it was difficult to keep telling the truth about China in the face of such powerful “state-sponsored” propaganda, but it had to be done.

    “Tough to answer given the current state of affairs, and the rancor that exists between China and the US right now, but that’s the job,” said Richard Brubaker, an Asian sustainability specialist. “And sorry, it’s on you to help your students navigate this time better so that the pattern is broken.”

    Another university teacher simply admitted that the battle was impossibly difficult. “I drink my way thru modern China teaching semesters if I’m honest,” said Dr Glenda Ellen Chao, a professor of East Asian history.

    THE MOMENT EVERYTHING CHANGED

    Background: China was well-liked in the United States until 2017, when the world’s most populous country wasn’t even in the list of America’s “perceived enemies” (see chart).

    But 2018 saw a series of closed door meetings of the intelligence agencies of the U.S., UK, Canada, Australia, New Zealand, Germany and Japan to prepare a new “China containment strategy”.
    .
    Over the following years, these agencies fed an endless torrent of negative stories to the international media to portray China as “destroying” Xinjiang, Hong Kong, and Tibet, and being on the verge of invading Taiwan and Australia. The campaign has been wildly successful, as you can see this chart—and it is continuing to be successful.

    It’s long been known that intelligence and news media agencies work together to “manufacture consent” for public money to be diverted to warfare. As far as these students go, “it appears their consent has already been manufactured,” said Yichen Yao, who works for a military veterans organization in New York.

    FIGHTING THE BATTLE

    A Chinese source named Bevin, who describes himself as a “wolf warrior”, said: “Bias confirmation is nearly impossible to overcome, and if reinforced by subliminal anti-Chinese racism, even more so.”

    Mike Soha, a lecturer in media studies in Boston, said he showed his students movies or TV shows, where the bias was easier to see – and then helped them to identify the same elements in the media. “In my News Analysis class, I use war films with exaggerated ideological frames that are easy to identify and deconstruct, and then work backwards to news framing and that sort of thing.”

    Dr Lin responded to her social media followers with an item of positive news. She said that she had received feedback from one student who appeared to have got the message, the youngster writing: “It’s eye-opening that there are not enough facts out on certain topics of China from China’s point of view.”

    It's a new season in Hong Kong. The scrapping of quarantine rules for locally based airline staff in Hong Kong on September 10 comes as expats bankers are returning to the city.

    Hong Kong’s draconian Covid 19 rules prompted thousands of people to leave permanently or to relocate temporarily to more accessible locations, but for many expat bankers the relaxation of rules is proving the catalyst for a return.

    Travellers from outside mainland China are still required to quarantine for three days upon arrival, but it’s a vast improvement on the more draconian measures that have been a feature of the last two and half years. “The easing of restrictions is encouraging expat bankers to return. The authorities listened to the banks when they said they would leave,” reflects a banker at one western firm.

    The pandemic along with geopolitical tensions, has prompted a re-think by banks about how they staff the Asia-Pacific regions. Many have become willing to cast their recruitment net wider, especially as working practices have shifted to a more hybrid model.

    Some banks have hired regional heads in other locations like Sydney and Singapore where they have grown their presence. But long-serving bankers in Hong Kong who have argued that the expat exodus would be temporary are feeling vindicated. “If anything, people are returning now,” said the senior banker, who said that a member of his team had returned with his family to Hong Kong nine months after moving back to London. “The main reason is quality of life. They have club membership and servants in Hong Kong, while in London they had a rude awakening.”

    For some who relocated, the move was also intended to be a temporary one, enabling them to travel to see clients and family while China pursued a zero COVID strategy in Hong Kong. Another banker said that a number of his French colleagues had returned, including a neighbour who had relocated to Singapore. “They intended the move to be temporary but even so they came back quickly. Singapore is ridiculously expensive and once you’ve got to know it, it’s boring. You end up eating at the same restaurant every night.”

    One HR professional at a western bank said that they are dealing with an increasing number of requests from staff looking to return to Hong Kong. “It’s turned on a sixpence. From dealing with people wanting to move out, we’re now helping people to return,” the person said. All Hong Kong needs now is the deal-flow to support it.
