    Chinese FM hits back as West pressures China to choose sides in Ukraine crisis


    When asked whether China's position on the Russian-Ukrainian conflict is awkward, Chinese Foreign Ministry spokesperson Zhao Lijian said China's position is as open, fair and objective as it has always been.

    "Countries that believe they have won the Cold War so they can dominate the world, countries neglect others' concern and pushed for five rounds of NATO expansion and countries that have waged wars around the world but blamed others, should truly feel uncomfortable," Zhao said at a routine Foreign Ministry news conference on Thursday.

    Regarding the issue in Ukraine, China has been calling on the international community to focus on "promoting peace and talks" and "preventing a large-scale humanitarian crisis," and has made a lot of efforts. China has put forward a six-point initiative to alleviate the current crisis in Ukraine and has taken practical actions.

    Zhao said that he heard even cats, dogs, and trees in Russia are being sanctioned, along with Tchaikovsky's Swan Lake.

    "Tchaikovsky is a famous composer who died more than 100 years ago. What is his crime?" Zhao asked. "Swan Lake is a world masterpiece. What is its crime?"

    Zhao Lijian noted that China's position on the peace talks has been consistent. "You can check China's previous statements on hotspot issues related to Iraq, Syria, Afghanistan, and Palestine."

    However, the US and NATO's position is clearly hypocritical, especially when associated with the racist tendencies that drip from some Western media reports, Zhao said.

    "Were you similarly so concerned about the casualties of the Iraqi, Syrian, Afghan and Palestinian people in the past? Did they mean nothing to you?" Zhao asked. "Did you care nothing about these civilian casualties in Yugoslavia in 1999?"

    Strategists admit West is goading China into war

    By Nury Vittachi and Phill Hynes


    US military experts say a war over Taiwan is desirable, because Asia’s growth to become world’s economic heartland has become unstoppable.

    Yes, we want war. But just a small one, please, followed by a quick surrender. The United States is diligently working with Australia and the UK to goad China into what they hope will be a limited war over Taiwan, according to military strategists. By continually poking at the giant developing nation, the aim is to force it to fire the first bullet — and then use that to paint China as the protagonist, the bully that the rest of the world must unite against.

    To prepare for this, the partners in the scheme are teaming up. Rather like the “coalition of the willing” in the Iraq War 2.0, the US is pushing for another misadventure, this time through a coalition of the coerced.

    Media’s role

    The Western media is playing a key role in this process.

    1) The media is trivializing or turning a blind eye to an increasingly long series of clearly aggressive moves by the United States, including:

    • Parking warships on China’s doorstep;
    • Holding Naval sailing regattas in the Taiwan Straits;
    • Landing senior US officials on Taiwanese soil in military planes;
    • Creating an artificial “Taiwanese air space” zone and falsely alleging “incursions” or “violations” of it;
    • Secretly providing military trainers on the island while lying about it;
    • Inviting Taiwan to a summit on democracy as if it were a nation;
    • And numerous other military and diplomatic departures from status quo agreements.

    2) The media is painting China’s knee-jerk and entirely predictable responses that it “will not stand for attempts to promote Taiwan independence” as evidence of shocking new acts of “increasing aggression”, while the truth is that all China-watchers know they are the same statements they have issued for decades, often in virtually the same words.
    3) The media is pushing exaggerations and misinformation about the “death of Hong Kong”, the “genocide of Xinjiang”, the “imminent invasion of Australia” and so on.

    Asia as centre of the world

    Why are the Western powers doing this? They certainly want to destabilise China and set the country’s development and positioning in the world back a few decades. But that’s just part of a larger goal. They feel the need to do this primarily because the Western powers have recognized that Asia will soon be the centre of global economic power.

    Nothing will stop that happening.

    This means that time is running out to ensure that Asia is dominated and controlled by America and its allies on the other side of the world, instead of by Asians themselves, working together as neighbours.
    Furthermore, the outgoing world leaders need the incoming powers to know their place in the “International Rules-Based Order” under the stewardship of the drafters of these rules. Western liberal democracy must retain its primacy, and Asia’s consultative democracies dismissed as “autocracies”, or “authoritarian”/“totalitarian” regimes.

    Preparing the world

    The media has been preparing the world for the conflict for years. America’s hawks put huge sums of time and money into financing dissent in Asia and partnering with the Western media to create the impression that the people of Hong Kong, Xinjiang, Tibet and Taiwan, want independence from mainland China — although surveys overwhelmingly show that this is the opposite of the truth.

    But these imaginary “cries for independence” are necessary for the next stage in the process: the pushing of China into what can only be described as a deluded and limited war over Taiwan; one aim being to attain the larger objectives of undermining both China and ASEAN.

    The war or “coming conflict” with China has been discussed in multiple forums and publications, not least of which is a new book by Elbridge Colby, one of the writers of the US National Defense Strategy. It argues that escalating Taiwan tensions into a conflict gives America a chance at winning, unlike a Cold War arms race.
    Arms race won’t work

    An arms race would eventually be won by China, which is on its way to being richer and stronger than America, Colby points out. And “the economic costs could be crippling, seriously stressing the US economy, the ultimate source of America’s military strength”.

    Instead, the US can push China into a limited conflict over Taiwan, with the media painting China as the bully and the US as the white knight. Done right, the skirmish would unite the rest of the world’s countries against China and on to the American side.

    Partners in the media have already accomplished a lot of this work by painting Xinjiang and Hong Kong as places wrecked by China, and suggesting they are filled with Betsy-waving populations desperate for a United States model of governance.

    This strategy is receiving significant interest and or support from other US hawks.

    “China must be provoked into initiating any escalation of the conflict, so that it will always appear the aggressor,” writes defence journalist Aris Roussinos, summarising the Colby strategy.

    People will die

    But won’t there be Taiwanese casualties? Yes. China “must be permitted to strike as indiscriminately as possible,” in this scenario. “Colby further urges the US not to provide potential civilian targets with air defences, reasoning that collateral damage will whip up the public anger against China necessary to winning a war,” Roussinos adds.

    In other words, deaths of Taiwan citizens (the “collateral damage” he mentions) would be a public relations coup for the US side.

    “Forcing China to escalate could be in our [US] interests,” Roussinos points out. (One wonders if this scenario has received attention from the walking elements of “collateral damage” in Taiwan.)

    Trump’s defence strategist

    Although Colby’s book, The Strategy of Denial, has just been published, it’s clear that the thinking behind it has been circulating in US administration clusters for some years. Colby was a key writer of Donald Trump’s national defence strategy in 2018.

    This approach, when originally written, recommended pulling American allies like Japan and India into the US team to contain China, and to sign up Australia too, as well as Vietnam and other neighbours.
    Clearly we can see concerted action on all these fronts this year.

    Salami slicing

    While the Western media portrays China as the aggressor, people with a deeper understanding of international affairs can see what’s really happening over Taiwan.

    “The US has placed tripwires in the form of deployment of special forces, obfuscating the ‘red line’,” said commentator M. K. Bhadrakumar, a former Indian diplomat.

    The long string of US provocations are a “salami slicing” strategy, some observers say. “Salami tactics are an appealing option for expansionist actors like NATO, which pursues limited and repetitive expansions to gradually create new realities on the ground,” argues Glenn Diesen, professor at the University of South-Eastern Norway.

    “Such tactics avoid rapid escalation and mute opposition from adversaries and allies alike, as complaints can be ridiculed and the response from opponents denounced as disproportionate.”
    Warmongering?

    One could easily argue that this type of strategy could be construed as a right-wing, warmongering plan.

    That’s certainly true, and there are many echoes of the self-righteous militaristic strutting that led to lengthy disasters of wars in Iraq and Afghanistan—the surviving victims of which are still suffering today.
    The frightening thing is that the present attempt to goad China into war has bi-partisan support in the world’s wealthiest, most powerful country.

    Google's Threat Analysis Group (TAG) says the Chinese People's Liberation Army (PLA) and other Chinese intelligence agencies are trying to get more info on the ongoing Russian war in Ukraine.
    Google TAG Security Engineer Billy Leonard says Google notified Ukrainian government organizations targeted by a Chinese-sponsored hacking group.
    "Over the last few weeks Google TAG has identified a govt backed actor from CN targeting Ukrainian govt orgs, and we provided notifications to impacted parties," Leonard said.
    "While our priority is providing notifications to impacted parties, we've provided related IOCs to community partners, and we will publish more details for the security community in the near future."
    The group's head, Shane Huntley, also confirmed Leonard's assessment, saying that "the Ukraine war isn't only attracting interest from European threat actors. China is working hard here too."
    This aligns with claims made by the Intrusion Truth, a secretive group known for its work on exposing suspected Chinese hacking operations, on Tuesday saying that it's aware of Chinese threat actors targeting Ukraine, likely at the behest of the Chinese government.

    President Xi noted the new major developments in the international landscape since their first virtual meeting last November. The prevailing trend of peace and development is facing serious challenges. The world is neither tranquil nor stable. As permanent members of the UN Security Council and the world’s two leading economies, China and the US must not only guide their relations forward along the right track, but also shoulder their share of international responsibilities and work for world peace and tranquility.

    This is very dangerous. Mishandling of the Taiwan question will have a disruptive impact on the bilateral ties. China hopes that the US will give due attention to this issue. The direct cause for the current situation in the China-US relationship is that some people on the US side have not followed through on the important common understanding reached by the two Presidents and have not acted on President Biden’s positive statements. The US has misperceived and miscalculated China’s strategic intention.

    President Xi underscored that there have been and will continue to be differences between China and the US. What matters is to keep such differences under control. A steadily growing relationship is in the interest of both sides.The two sides exchanged views on the situation in Ukraine.President Biden expounded on the US position, and expressed readiness for communication with China to prevent the situation from exacerbating.President Xi pointed out that China does not want to see the situation in Ukraine to come to this. China stands for peace and opposes war. This is embedded in China’s history and culture. China makes a conclusion independently based on the merits of each matter.

    China advocates upholding international law and universally recognized norms governing international relations. China adheres to the UN Charter and promotes the vision of common, comprehensive, cooperative and sustainable security. These are the major principles that underpin China’s approach to the Ukraine crisis. China has put forward a six-point initiative on the humanitarian situation in Ukraine, and is ready to provide further humanitarian assistance to Ukraine and other affected countries. All sides need to jointly support Russia and Ukraine in having dialogue and negotiation that will produce results and lead to peace. The US and NATO should also have dialogue with Russia to address the crux of the Ukraine crisis and ease the security concerns of both Russia and Ukraine.

    President Xi stressed that with the need to fight COVID-19 on the one hand and protect the economy and people’s livelihood on the other, things are already very difficult for countries around the world. As leaders of major countries, we need to think about how to properly address global hotspot issues and, more importantly, keep in mind global stability and the work and life of billions of people. Sweeping and indiscriminate sanctions would only make the people suffer. If further escalated, they could trigger serious crises in global economy and trade, finance, energy, food, and industrial and supply chains, crippling the already languishing world economy and causing irrevocable losses. The more complex the situation, the greater the need to remain cool-headed and rational. Whatever the circumstances, there is always a need for political courage to create space for peace and leave room for political settlement. As two Chinese sayings go, “It takes two hands to clap.” “He who tied the bell to the tiger must take it off.” It is imperative that the parties involved demonstrate political will and find a proper settlement in view of both immediate and long-term needs. Other parties can and should create conditions to that end. The pressing priority is to keep the dialogue and negotiation going, avoid civilian casualties, prevent a humanitarian crisis, and cease hostilities as soon as possible. An enduring solution would be for major countries to respect each other, reject the Cold War mentality, refrain from bloc confrontation, and build step by step a balanced, effective and sustainable security architecture for the region and for the world. China has been doing its best for peace and will continue to play a constructive role.

    The two Presidents agreed that the video call is constructive. They directed their teams to promptly follow up and take concrete actions to put China-US relations back on the track of steady development, and make respective efforts for the proper settlement of the Ukraine crisis.

    Attempting to manage Australian expectations inside a democracy is also corrupt, but turns your argument on its head.

    Is Chinese behaviour in the South China Sea not provocative. Is their attitude to disruption of the Australian economy not goading?

    Its certainly beyond their reach now, as Australia defends its territory, by inviting US participation in the region, where it already has ally’s including Japan and South Korea.

    The international body you are referring to had rules, when the case was proposed.

    One of which is/was, it cannot hear, and thus make any legally binding decision on the case before them, if one of the parties in the dispute does not accept their offer to take on the case. Which China did not accept.

    I suspect not, but as you may be aware, Japan is a vassal of NaGastan and has a defence treaty with it, along with multiple NaGastan military bases imposed on it's "sovereign territory". It has been its vassal since the end of WW2.

    China is pouring trillions into the developing world. It is, the artist and activist says, an audacious power grab


    The landscapes in Davide Monteleone’s images of China’s belt and road initiative are very familiar to me. We can see desert, uninhabited wasteland and views along the Yangtze River and in north-west China. There are also photographs showing the characters “Stay strong, Wuhan!” on skyscrapers in neon lights.

    They are reminiscent of images I took in China, which captured dilapidated cities before they were rebuilt; energy plants; the development of impoverished areas and large-scale architecture. At that time, I wanted to write a new encyclopedia to elucidate new concepts and thoughts that emerge with rapid urbanisation, and to form a new language. The project was too ambitious, and I did not complete it. It was my failed “belt and road”.


    The initiative, which has been likened to the Silk Road trade routes of imperial China, was proposed by the current Chinese leader, Xi Jinping, as a blueprint to reposition China in the era of globalisation, and to change the world order in a Chinese way. The thinking behind this $1tn project is ambitious. Such long-term planning, coherent political goals and effective implementation are rare, both in Chinese and in human history. The ruling party in China has laid bare its determination to occupy an important role in the world.


    The goals of the belt and road initiative are pragmatic, unlike those proposed by the Chinese Communist party in their early days, and embodied in slogans such as “Exceeding the UK, Catching the US” in the 50s and 60s. China, with a huge amount of accumulated wealth and managerial and production experience, has understood that it can fill the gaps in parts of the world that are forgotten and abandoned by the west. These regions thirst for a strong economic entity to piece together fragmented, disorganised territories with longstanding historical differences. This is where China comes in.

    About 145 nations have joined the belt and road initiative by signing a memorandum of understanding with China, including countries in Europe, south-east Asia and the Middle East. It is an initiative that mainly focuses on basic infrastructure and engineering projects, such as transportation through rail, road and ports, to facilitate global trade and offer solutions to the problems of developing countries – as the Chinese saying goes, “If you want to be rich, build roads first.” Many people in China, and also in the developing world, feel optimistic about this initiative, and mock Europe and the US for failing to match its vision.


    The belt and road was not a decision taken on a whim. The idea comes from an article by Mao Zedong titled “People of the world, unite and defeat the US aggressors and all their lackeys”, published in 1970 and commonly known as the “520 statement”. In this article, Mao prompted the developing world to be united and fight against western political power led by the US. He stressed the importance of nationalist revolutions, independence and liberation movements as the wave of unstoppable historical change. Mao quoted the Confucian philosopher Mencius – “a just cause attracts much support, an unjust one finds little” – to illustrate his belief that people in the world would triumph over Anglo-American imperialism.

    When my generation was growing up, these thoughts permeated the entire country. I belong to the same generation as Xi. We were encouraged to “have the entire motherland in mind and the whole world in view” and to start revolutions everywhere in the world. These arrogant ideas relate to the ideology of that era. Based on these thoughts, the belt and road initiative is a strategic move that corresponds to the country’s rapid development. The question is: will its goals be achieved in a world that is much more complicated than it once was?


    Monteleone’s photographs are broad in scope and encompass many stories and strange landscapes. The Italian photographer began his project in Russia in 2014 before visiting vast rail and road projects across Asia; container ports; factories; casinos; and the Grand Renaissance dam in Ethiopia.The images clearly depict China’s strategic ambitions, very different from the original Silk Road, which operated from around 130BC until the mid-15th century. The Silk Road was a network of trade routes, whereas the belt and road initiative embeds a political ambition beyond commerce. The issue in question here is: who will be the centre of the world? Who will rise to world power?

    From my perspective, China refuses to waver in its policies, no matter what setbacks it encounters. The belt and road initiative is its counterattack in a global game of chess. The democracies of Europe and the US are very different from China.


    Under pressure to solve short-term problems during their terms of office in order to get re-elected, western governments concentrate their efforts on capital projects and economic competition. The corporatocratic west, primarily measuring political success according to economic profitability, has lost its vision of pursuing mutual benefit and the wellbeing of humankind.

    This, however, is not to say that China is necessarily bringing real benefits to the developing world. The belt and road initiative, launched to benefit China, is tinted with colonialism.

    It leads this ancient country of 1.4 billion people to a swamp of pragmatism and egoism. While China is pumped up with ambition, it also sinks into contradiction and confusion, because of its lack of self-awareness. The ideological superstructure and economic base will be at odds with each other for a long time.

    About the data:


    On January 21, 2022, the Chinese Ministry of Commerce (MOFCOM) released its data for “China’s investments and cooperation in countries along the Belt and Road” covering the period of January to December 2021. According to these data, Chinese enterprises invested about US$20.3 billion in non-financial direct investments in countries “along the Belt and Road”.

    Furthermore, there were 560 newly signed projects with a contract value of over US$100 million. The MOFCOM data focus on 55 countries that are “along the Belt and Road” – meaning on a corridor from China to Europe including South Asia. For this report, the definition of BRI countries includes 142 countries that had signed a cooperation agreement with China to work under the framework of the Belt and Road Initiative by the end of 2021. To analyze investments in these countries, we base our data on the China Global Investment Tracker and our own data research at the Green Finance & Development Center affiliated with Fudan University, Shanghai. As with most data, they tend to be imperfect.

    US State Department Spokesperson Ned Price said that the US is concerned about Russian attacks on Ukrainian infrastructure which caused civilian casualties. However, China has yet to state its position explicitly. How does the foreign ministry view such criticism from other countries on China?


    Zhao Lijian:


    Human lives are precious. Civilian casualties under all circumstances are heart-rending and lamentable. China has all along called for every effort to avoid civilian casualties.

    We still remember that in March 1999, the US-led NATO, without the Security Council’s mandate, flagrantly unleashed a ruthless bombing campaign against the Federal Republic of Yugoslavia for 78 days, killing at least 2,500 innocent civilians and injuring around 10,000 people, most of them civilians. Over the past two decades or so, the US conducted tens of thousands of air strikes in places like Syria, Iraq, Afghanistan and Somalia. The number of innocent civilians killed can be anywhere between 22,000 and 48,000. When professing its concern for the welfare of the Ukrainian people, shouldn’t the US first express concern over the civilian casualties caused by all these military operations?


    China has all along held an objective and just position on the Ukraine issue. We have been taking concrete actions to promote talks for peace ever since the conflict broke out. Our just position and constructive efforts, witnessed by all, have received the understanding and support of the international community, especially the vast developing world.

    What China provides to Ukraine are much-needed humanitarian supplies such as food, baby formula, sleeping bags, quilts and damp-proof mats.

    In contrast, what the US provides to Ukraine are lethal weapons. On March 16, the US “announced an additional $800 million in security assistance to Ukraine, bringing the total US security assistance committed to Ukraine to $1 billion in just the past week”. Here I would like to share with you the list that Spokesperson Price mentioned. The new package includes, among others, 800 anti-aircraft systems, 9,000 portable, high-accuracy anti-armor systems, 7,000 small arms including machine guns and grenade launchers, and 20 million rounds of ammunition, artillery, and mortar rounds.

    The list goes on. Will the latest US assistance of weapons bring stability and security to Ukraine or cause more civilian casualties?

    Which do the civilians in Ukraine need more, food and sleeping bags or machine guns and mortar rounds? It won’t be difficult for anyone in his right mind with a shred of common sense to make the right call.

    As the culprit of the Ukraine crisis, why does the US keep smearing China instead of reflecting on the security predicament in Europe caused by the eastward expansion of US-led NATO?

    Why doesn’t the US listen to the observation by Dr. Kissinger and other experts that Ukraine must not be either side’s outpost against the other?

    Why doesn’t the US reflect on its hypocritical move of watching the fire from across the river after fanning the flames? I am not sure if it occurred to the Europeans that the US was fully capable of pushing for NATO’s eastward expansion but sent no troops to support the Ukrainian people.

    Did you forget that the US was among the first to evacuate civilians and diplomatic personnel from Ukraine?

    Did you ever think about why has Europe become a battlefield and a wrestling ground of major-country rivalry?

    Why has Ukraine become a pawn to be sacrificed in major-country rivalry?

    Maybe our friends from major European media outlets should also raise these questions to the US.

    When the Ukraine crisis has had a huge impact on the situation in Europe and the impact is spilling over to the whole world, Africa, in particular, should not be forgotten, marginalized or victimized, said Chinese State Councilor and Foreign Minister Wang Yi after meeting with Algerian Foreign Minister Ramtane Lamamra on Sunday.

    "We generally agreed that there are more than two options, namely war and sanctions, for dealing with international and regional hotspot issues, but dialogue and negotiation is the fundamental solution, which should be adhered to under the current situation," Wang said.

    Wang stressed that the people around the world are not responsible for paying the bill for geo-conflicts and major-country competition, as escalating unilateral sanctions will cause a break in the global supply and industrial chains, hurting the livelihood of people of all countries

    Wang said that all countries have the right to decide their own foreign policies independently and autonomously, and should not be forced to choose sides. We should resist the Cold War mentality and oppose confrontation between camps, he said.

    The impact of the Russia-Ukraine conflict on African countries cannot be ignored, He Wenping, director of the African Studies Section at the Institute of West Asian and African Studies under the Chinese Academy of Social Sciences, told the Global Times on Sunday.

    "The sanctions against Russia have significantly hit the world economy, and that has a big impact on economic recovery in less developed regions of Africa," He said. "Rising oil and gas prices and food shortages have all had an impact on some African countries."

    He noted that the crisis in Ukraine has caused other topics to be forgotten, and that the most important thing right now is the peaceful resolution of conflicts. "This is what China has been calling for, and African countries are joining in."

    Curious to know- how many bridges & highways is the US building in Africa, or anywhere else for that matter?
    Must be a tad difficult to squeeze it in with that Pentagon budget.
