Deputy Secretary Sherman"s Visit to the People"s Republic of China

Two reports of the same meeting:

Deputy Secretary Sherman’s Visit to the People’s Republic of China

    Readout.

    Office of the Spokesperson

    July 26, 2021

"Deputy Secretary of State Wendy Sherman traveled to the People’s Republic of China for meetings with State Councilor and Foreign Minister Wang Yi and other PRC officials from July 25-26. The Deputy Secretary expressed the United States’ sincere condolences for the lives lost in the devastating floods in Henan Province this week. The Deputy Secretary and State Councilor Wang had a frank and open discussion about a range of issues, demonstrating the importance of maintaining open lines of communication between our two countries. They discussed ways to set terms for responsible management of the U.S-China relationship. The Deputy Secretary underscored that the United States welcomes the stiff competition between our countries—and that we intend to continue to strengthen our own competitive hand—but that we do not seek conflict with the PRC.

The Deputy Secretary raised concerns in private – as we have in public – about a range of PRC actions that run counter to our values and interests and those of our allies and partners, and that undermine the international rules-based order. In particular, she raised our concerns about human rights, including Beijing’s anti-democratic crackdown in Hong Kong; the ongoing genocide and crimes against humanity in Xinjiang; abuses in Tibet; and the curtailing of media access and freedom of the press. She also spoke about our concerns about Beijing’s conduct in cyberspace; across the Taiwan Strait; and in the East and South China Seas.

The Deputy Secretary also raised the cases of American and Canadian citizens detained in the PRC or under exit bans and reminded PRC officials that people are not bargaining chips. The Deputy Secretary reiterated concerns about the PRC’s unwillingness to cooperate with the World Health Organization and allow a second phase investigation in the PRC into COVID-19’s origins. At the same time, the Deputy Secretary affirmed the importance of cooperation in areas of global interest, such as the climate crisis, counternarcotics, nonproliferation, and regional concerns including DPRK, Iran, Afghanistan, and Burma."

    A reply:

On US arrogance, China should be more direct: Global Times editorial

By Global Times Published: Jul 26, 2021 10:44 PM

"US Deputy Secretary of State Wendy Sherman began her visit to China on Sunday. One day later, Chinese State Councilor and Foreign Minister Wang Yi met with her, while Chinese Vice Foreign Minister Xie Feng held talks with her. A Chinese Foreign Ministry spokesperson said that the talks were in-depth, frank, and beneficial to the relationship between the two countries.

Xie's expression of strong dissatisfaction with the US, as seen in a briefing of the Chinese Foreign Ministry, drew praise on the internet. Xie sharply criticized the US' "competitive, collaborative and adversarial rhetoric," in which "the real emphasis is on the adversarial aspect, as the collaborative aspect is just an expediency, and the competitive aspect is a narrative trap." He said the US wants to "do bad things and get good results."

"How is that ever possible?" asked Xie. He then continued by criticizing the US' arrogant approach in dealing with other countries "from a position of strength." Xie even called the US the "inventor, and patent and intellectual property owner" of coercive diplomacy.

In the past, China had stressed on creating a good atmosphere for China-US talks. Even if the two sides had very heated discussions, China might not inform the public about such talks. This time, China quickly made public Xie's tough statement at the Tianjin talks. This has solidified an important posture adjustment in China's approach to dealing with the US that began with the Anchorage talks: We will no longer make unilateral efforts to maintain the public opinion atmosphere in China-US relations.

The basis for such changes is that Chinese society has become fed up with the bossy US and we hold no more illusion that China and the US would substantially improve ties in the foreseeable future. The Chinese public strongly supports the government to safeguard national dignity in its ties with the US and firmly push back the various provocations from the US. In the face of the malicious China containment and confrontational policy adopted by the two recent US administrations, the Chinese people are willing to form a united front, together bear the consequences of not yielding to the US, and win for the country's future through struggles.

In other words, Chinese society would unconditionally support whatever tough counterattacks the Chinese government would launch in the face of US-initiated conflicts in all directions toward China. The US should abandon forever the idea of changing China's system and policies through sanctions, containment and intimidation.

We hope US allies in the Asia-Pacific, especially Japan and Australia, can weigh the situation. They should not act as accomplices of the US' China containment policy and place themselves at the forefront of confronting China, or they are betting their own future.

During the Tianjin talks, China delivered two lists of major concerns to the US that require Washington to change its course. Much of the content relates to the basic rights of Chinese people and institutions. China is not begging the US. Rather, the US, supposedly a responsible major power, should correct itself.

The US must accept a basic reality: China has developed faster than the US in recent years, and the trend of China's economy exceeding that of the US in the future is irreversible. The US needs to learn to live in peace with a strong and independent China. It is the US' illusion to contain China's development and to bring China to chaos and collapse like the way it did to the Soviet Union. By doing that, the US will only mess up the world order and intensify conflicts between major powers. China's system will ensure that we have a greater tolerance for chaos than the US does.

For the Chinese people, we want to say that we should not take Xie's words as venting our anger. What Xie said is also a warning that China-US relations are likely to fall in the long run. China must accelerate the building of its comprehensive strength and prepare for the worst-case scenario of escalating confrontation with the US and its main allies. The US wants to use strategic containment to crush China, and we must use continuous development and strength building to crush the US' will. Development is China's most important source of strength. We must make the American people more and more aware of how stupid they are to forcibly shape China into a strategic opponent.

While the US is putting most of its efforts into its diplomatic layout on China, China needs to put most of its efforts into doing its own things well. That way, China will continue to advance and become unstoppable."

On US arrogance, China should be more direct: Global Times editorial - Global Times

The two lists have been commented on elsewhere, and described as:

"A compendium of the rules that make up the rules-based international order.

And when the Americans demand to know what this is all about, the Chinese will say:

"Well, you never write them down, so we've done it for you".

Then they'll get up and walk out."

^A valuable comment of a chinkie (chinky?) expert...

Somewhere else (not so expertly) I read:

Communist China is a secret enemy because it has the most successful capitalist system of all time, comparing the pace of industrialization, the advancement of science and technology. Take a look at the chart of countries that have China as their main trading partner compared to the United States.

Somewhere I had read interesting view why the capitalism in China is so successful. There are two kinds of capitalism:
    -corporate capitalism
    -corporatocracy

The capitalism is controlled by political representations or by banking or industrial corporations.

If, as in China and Russia, corporations are subject to political power and their strategy is co-determined by the state and has the opportunity to make a profit, then we are in corporate capitalism.

Corporatocracy - short form corpocracy is a term used to refer to an economic, political and judicial system controlled by corporations or corporate interests.

The concept has been used in explanations of bank bailouts, excessive pay for CEOs, as well as complaints such as the exploitation of national treasuries, people, and natural resources. It has been used by critics of globalization, sometimes in conjunction with criticism of the World Bank or unfair lending practices as well as criticism of free trade agreements.

    This is it in English:

Wang Yi has made clear China's "three bottom lines" on China-U.S. relations

Original Pujiang Oriental think tank Orientalthinktank 2 days

"U.S. Deputy Secretary of State John Sherman concluded talks in Tianjin on Monday, and she didn't get the desired results on her trip. It would be impossible for Washington not to fundamentally change its judgment and position towards China and to try to come to China as a lobbyist and "teacher".

On the afternoon of July 26, 2021, Chinese State Councilor and Foreign Minister Wang Yi met with U.S. Deputy Secretary of State John Sherman in Tianjin.

China and the United States will talk"in-depth and frank"

Sherman's schedule for China was previously announced from July 25 to 26, but the real talks are actually on the 26th. It was revealed that Sherman and Xie Feng , vice-minister of the Chinese Foreign Ministry , had four brief " discussions " , andthe U.S. officials said afterwards that the talks between Chinese and U.S. officials were " direct , frank and constructive ".

After Sherman and Xie Feng, Chinese State Councilor and Foreign Minister Wang Yi met with her in Tianjin. Chinese Foreign Ministry spokesman Zhao Lijian commented that the talks between China and the United States "have been in-depth and frank , adding to their understanding of each other's positions and are beneficial to the healthy development of China-U.S. relations in the next stage ". In terms of calibre, the two sides' statements are close.

Sherman is the second person in the U.S. House of Representatives to meet with top U.S. officials since President Biden took office earlier this year. Although both China and the United States released information about the heated exchanges before, during and after the talks, the final statement or assessment was much the same as after the Anchorage talks, which all indicated that the talks were frank, in-depth, constructive and useful. In this case, the two sides do not rule out further talks or confrontations, or even higher-level talks.

It is common for diplomatic conferences to fail to reach consensus, and it is between China and the United States. Needless to say, the current Sino-US relations are highly tense, in fact, at a serious impasse, can be said to be the most serious moment in the more than 40 years since the establishment of diplomatic relations between China and the United States, but the two sides still maintain contact and talk, talk is better than not talk, which at least shows that China-U.S. relations have not completely broken down.

    Shermancame toChinawith the American"calculation"

There is no doubt that Sherman's visit to China came with his own calculations and "calculations". The U.S. side has previously stated that Sherman is not here to discuss the specific issues of China-U.S. relations with China, but that the U.S. side does not want to turn " intense and sustained " U.S.-China competition " into a conflict ", and hopes that through Sherman's talks with china to ensure the establishment of a " guardrail and boundary " to avoid the deterioration of the conflict between China and the U.S Responsible management of relations between the two countries.

The U.S. may not be hard to hear, but Washington is doing badly. Heart skills and mentality are not the fatal wounds of Washington, Biden came to power, after a "comprehensive assessment" of U.S. policy toward China under the Trump era, put forward what he called the "competition, cooperation, confrontation" trilogy. Sherman tried to use this cover-up against China, but the trick has long been recognized by the Chinese and is useless, which is also doomed to the outcome of Sherman's visit to China.

Xie Feng , vice-minister of the Chinese Foreign Ministry , pointed out in his talks with Sherman that the U.S. " competition , cooperation and confrontation"trichotype is to curb the " blinding method"that suppresses China.

Confrontation containment is the essence, cooperation is expediency, competition is the discourse trap.

The United States demands cooperation when it has a desire for China, decoupling supply and blocking sanctions in areas where it thinks it has an advantage, and in order to contain China, conflict confrontation is at all costs. The U.S. side only wants to address its own concerns, just to benefit unilaterally, just to get the results it wants. Bad things to do, but also want to take advantage of, where in the world has such a reason?

    Washington has always been smart

Washington has always been self-righteous, clever, and even always trying to rise to the top, threatening to "start from the position of strength" with the Chinese side to talk to China, but this poor idea and peace talks, Chinese will never eat this set. Last time the Chinese side in Anchorage taught the U.S. side, this time Xie Feng in Tianjin again taught the U.S. side, estimated that Sherman must go back to report to his master son, she also want to reflect, otherwise next time will be self-indulgent, not even next time.

Xie Feng said during the talks that no one should underestimate the strong determination, firm will and strong ability of the Chinese people to safeguard national sovereignty and territorial integrity. This words are powerful, has been made clear, is another stern warning to the United States, Washington should change course!

The Chinese side has put forward two"clearing orders"

The Tianjin talks, China and the United States more fully and quickly disclosed the talks information. According to the publicly released information, the two sides held talks in Tianjin on a range of issues.
On July 26, Chinese Foreign Ministry spokesman Zhao Lijian said at a regular press conference that in addition to expounding its principled position on China-U.S. relations and urging the U.S. side to change its extremely wrong perception of China and its extremely dangerous policy toward China, China also focused on expressing its strong dissatisfaction with the U.S. side over the U.S. side's misdeeds on issues such as the origin of the New Crown virus, Taiwan, Borders, Hong Kong and the South China Sea.

Feng, vice-minister of The Chinese Foreign Ministry, also presented the U.S. side with two lists, one asking the U.S. side to correct its wrongs on China's policies and words and deeds, and the other a list of 10 key cases of concern to China. In the corrective list, China urges the U.S. side to unconditionally lift visa restrictions on Chinese Communist Party members and their families, lift sanctions on Chinese leaders, officials and government departments, lift visa restrictions on Chinese students, stop cracking down on Chinese companies, stop harassing Chinese students, stop cracking down on Confucius Institutes, revoke the registration of Chinese media as "foreign agents" or "foreign missions", withdraw extradition to Meng Evening Boat, and so on.

Now that the bill is listed, the Biden administration should take it seriously, which is something the U.S. side must respond to rationally, otherwise China-U.S. relations cannot improve, and the responsibility is undoubtedly on the U.S. side. Sherman said that it is mainly to talk about the principled issues of Sino-US relations , but if these anti-China issues caused by the US side's single-mindedness are not resolved , what can be said between China and the US ?

The authorities in Washington should not be self-indulgent

The issues raised by China in the "error-correction list" and "key case-clearing list" range from the frenzied anti-China attacks of Biden's predecessor, Trump, to the additions that Biden has added since he took office. In addition to some dead parties and remnants, Trump has become notorious both domestically and internationally, almost becoming a "rat crossing the street, everyone shouting and beating" figure, he has brought great harm to the United States and China and the world as a whole, which must be liquidated.

Biden's reluctance to "de-Trumpize" or simply "selectively de-Trumpize" on the domestic agenda is unworkable and will fall into the same way as Trump." Biden should review the situation, show courage, show reason and properly handle China-U.S. relations, otherwise the U.S. will have to be diplomatically self-indulgent.

Biden's attempt to revive, re-establish and strengthen America's anti-China alliance in the so-called "Indo-Pacific region" and internationally is laughable, looking around the region and the world, how many countries are now sincerely following the United States, against China, to the detriment of their own interests? Both Biden and U.S. Secretary of State John Blinken and Deputy Secretary of State John Sherman are aware of this, but they are all a little out of the way.

The United States "three swordsmen"visited Asiaand the Pacificat the same time

During Sherman's talks in Tianjin, Blinken left for India and Kuwait, where the U.S. said it would reaffirm its commitment to strengthening the U.S.-India partnership and emphasize cooperation on common priorities.
U.S. Defense Secretary Austin went to Singapore, Vietnam and the Philippines alone to "strengthen U.S. partnership and counter China." These movements are unusual. The United States " three swordsmen " soldiers in three ways, at the same time to visit the Asia-Pacific region , the United States from Northeast Asia to Europe , and then back to the Asia-Pacific region to attract strategic allies and partners , is actually to Build an anti-China alliance against China , " screwing ", but what can be done ?

Xu Sherman will be a little clear-headed about China-U.S. relations after the Tianjin talks, perhaps not necessarily, because she must follow the baton. Some U.S. public opinion is also a little confused, Biden's domestic agenda so much, the U.S. epidemic is worsening, many Americans boycott vaccinations, Trump is stupid, accused Biden of stealing the fruits of his election, Biden does not focus on the domestic, but at the same time sent a few generals to the "Intai region" to help the faction, what can be the result? Does Biden want to repeat the mistakes of biden when he viciously attacks and attacks China during the U.S. epidemic, trying to divert attention, but ultimately losing even worse?

Wang Yi makes clear China'sthree bottom lines on China-U.S. relations

But now that Sherman has come to talk, it is her duty to report the real situation of her trip to Tianjin to President Biden, especially to remember the three demands made by Chinese State Councilor and Foreign Minister Wang Yi on how to effectively manage differences between China and the United States and prevent China-U.S. relations from getting out of control, that is, three bottom lines:

First, the United States must not provoke, denigrate or eventry to subvert the socialist road and system with Chinese characteristics.

China's roads and systems are the choice of history and the choice of the people, which concern the long-term well-being of 1.4 billion Chinese people, the future and destiny of the Chinese nation, and the core interests that China must uphold.

Second, the United States must not try to obstruct or even interrupt China's development process.

Chinese people certainly have the right to a better life, China also has the right to realize modernization, modernization is not the exclusive right of the United States, which involves the basic conscience of mankind and international justice. China urges the U.S. side to lift all unilateral sanctions, high tariffs, long-arm jurisdiction and technology blockades imposed on China as soon as possible.

Third, the United States must not infringe on China's nationalsovereignty, let alone undermine China's territorial integrity.

Issues related to xinjiang, Tibet and Hong Kong have never been human rights, democratic issues, but anti-"territory independence", anti-Tibet independence, anti-Hong Kong independence" is a big problem, no country will allow national sovereignty and security to be compromised. As for the Taiwan issue, it is even more important. Although the two sides have not yet been reunified, the basic fact that the mainland and Taiwan belong to the same China and Taiwan is part of China's territory has never changed and will not change. If "Taiwan independence" dares to provoke, China has the right to stop it by any means necessary. We advise the U.S. side to abide by its commitments and exercise caution on the Taiwan issue .

These three bottom lines, clearly the Chinese government's fundamental position and attitude in the relationship with the United States, these three bottom lines, related to the basic principles of the Charter of the United Nations and the basic norms of international relations, these three bottom lines, directly related to China's internal affairs, related to national sovereignty, territorial integrity, security interests and development rights, the United States has no reason and excuse to collide, if you want to collide, the Chinese people will never agree, the United States will certainly meet blood!

The United Statesshould reflect on solving its own problems

The United States has its own problems a lot, or the United States today’s decline and loss is mainly caused by their own, not to complain about other countries, not to complain about China, for this international even a lot of American public opinion and people of insight are also very clear. The U.S. authorities' attempt to use China as an "imaginary enemy" and "scapegoat" to change America's fortunes and save America's failure is nonsense, reversal of right and wrong and the last madness, and if the U.S. authorities do not realize this and rush to solve their own problems, the United States will only become worse off. Today's United States, because of its own evil and all sides of the enemy, in addition to bluffing, the United States has nothing great.

Biden should think about it, and his promise to get 70 percent of adults to receive at least one dose of the new crown vaccine on July 4th, but did he? Why didn't you do it? Does Biden not understand why this failure?

Chinese has long had enough of American hubris, the era of American attempts to bully Chinese is long gone, and if the United States continues to toss unreasonably, it must not regard China as an enemy, and China can only resolutely fight back. Advise the Washington authorities not to make any more strategic confusion! "

But it's not nice from the Onkel Xi that they did not let Jack Ma (Alibaba) to fly to Moon...

In addition to the excessive accumulation of assets and influence, Jack Ma made the mistake of openly criticizing the policies of Chinese banks, which mostly belong to the public sector. Banks in China are not a money box for private shareholders, but a privileged tool of state policy.

Jack Ma has disappeared from the political scene into the business scene. The Chinese Communist Party told the billionaire that he had no right to determine the country's economic policy. Only a government with its mandate is authorized to do so in China. So ended the first and practically most important attempt to introduce Western-style corporatocracy in China through business billionaires.

It seems that having an opinion in chinkystan is a no-no..

BEIJING, July 28 (Reuters) - Chinese billionaire Sun Dawu was sentenced to 18 years in jail on Wednesday for crimes including “picking quarrels and provoking trouble” and illegally occupying farmland, a court said, the latest stiff punishment of an outspoken corporate boss.
Sun had built a major conglomerate in the northern Chinese province of Hebei, employing 9,000 people in activities ranging from poultry processing and pet food to hospitals, schools and resorts.

But he was also outspoken on issues including human rights, and was one of the very few people to openly accuse the government of covering up the extent of an African swine fever outbreak, which infected one of his farms in 2019 and later devastated much of the country's industry.

There are two sources in the OP .

    One is:

    http://Deputy Secretary Sherman’s Vi...tment of State

    An alleged factual site.

Another, labled as "A reply," is added for display of another's alternate opinion.

    http://MoA - U.S. - China Talks Poin...onger Conflict

I suspect they are not both "blogs"

    The thread is in:

    Teakdoor.com/speakers-corner.

"Air your opinion on current world affairs."

Sometimes I find it useful to present both sides of the coin.

Apparently there laws in China, which if a person breaks, they are liable to be prosecuted.

Do you live in a country with no laws?

The Chinese government told Mr Ma his banking proposal would be breaking Chinese Banking Laws. When he refused to stop his upcoming IPO, he was stopped.

I presume your home country has Banking Laws with which banks must obey?

This is hoohoo attempting once again (and failing dismally) to claim the chinkies have an independent judiciary.

When I read it, from memory the OP was in 'World News' ?

That said ... both sides of the coin are warmly welcomed with me.

What I struggle with are opposing binary opinions where one side of the coin can't see the other side.

Kinda of normal for all nations to define an enemy and create reasons they are enemies.

There will be all sorts of disagreements between China and the US followed by the usual bluster from both sides.

However, given both are huge nuclear powers, the fact they are talking is very welcomed.

Similar logic as in case with Alibaba was applied at elite education. Elite education cannot be primarily intended only for the privileged class of the wealthy.

As reported by Reuters a simple government decree meant that education suddenly turned into a non-profit sector. Communists led by Xi Jinping said they would always put society's needs first. China cut off a $ 120 billion private education sector by cutting a pen because it forced it to reform on a non-profit initiative.

According to a Reuters article, it is clear that a few billionaires lost a lot of money because the shares of private educational companies in China suddenly fell by 70%.

Again, the same logic applies as in the case of Alibaba. If capitalism exceeds the political mandate, it will be ruthlessly regulated.

So, no billionaires' trips to Moon and/or Mars... (pity them)

Which still doesn't detract from the fact the Mr. Shithole controls the chinky judiciary.

"The 1980 Organic Law of the People's Courts (revised in 1983) and the 1982
    State Constitution"

or later revisions, states your assertion.
