Red line is a common geopolitical term. Everyone uses it. For example , putting missiles in Cuba was going across the US's red line. Even though Cuba had every sovereign right to do it.
Ukraine is one of Russia's red lines all the same. And that's why there was/is a war. It's beyond me why Putin hasn't reopened the bases in Cuba. There's surely people in the Russian establishment that want to. But maybe we'll have to wait for Putins successor for that to happen.

Cuba? The Cuban leadership was simply useful to the Soviet Union because of the US' stance towards it - the current government isn't going to allow Russian missiles on their island anymore - that ship has sailed, so to speak.
Obama normalised relations to a certain extent, which the orange buffoon raked back . . . Biden and Cuba? I don't really know.
Whether or not some in the Russian establishment want bases or missiles in Russia won't matter as Cubans make the call, not Russians . . . and with better relations with the US, Cuba isn't going there.
