The Trilateral Contact Group is made up of Ukraine, Russia and the Organization for Security and Co-operation in Europe (OSCE), and in September 2014, representatives from all three parties signed the Minsk Protocol, an agreement to end the Donbass war. Now, with worries that fighting may flare up again, there have been proposals to head back to the Belarusian capital for further talks

A website exposing Kremlin propaganda must have sounded compelling to European leaders. But the trials of EUvsDisinfo.eu have laid bare the pitfalls for official campaigns tackling false news. Even as the UK nerve agent attack triggers claims and counter-claims between Moscow and western capitals, the EU’s in-house online anti-disinformation effort is wobbling. Its website was forced in February to retract three accusations of disinformation against Dutch news media, in a case that spawned outrage in the Netherlands. The bruising battle has emboldened critics who argue Brussels’ tactic is fundamentally wrong.



EUvsDisinfo is the brainchild of the East StratCom task force set up by EU leaders in 2015, the year after Russia annexed Crimea. The site claims to have exposed more than 3,500 examples of disinformation in at least 18 languages, based on data provided by a network made up largely of non-governmental groups. The style is punchy and confrontational. The site’s slogan — “Question even more” — is a mocking echo of Russian television station RT’s “Question more”

The site sparked criticism when it cited articles on the websites of Dutch media groups De Gelderlander, GeenStijl and The Post Online. After complaints by the publishers, Dutch MPs and the country’s liberal interior minister, EUvsDisinfo announced on March 8 that it was removing the pieces from its disinformation database. It said it was taking steps to improve its internal procedures.

The case revealed weakness in the site’s operations, including its reliance on NGOs with their own agendas, according to people with knowledge of the matter. One article was mistranslated by non-Dutch speakers at a Ukrainian NGO, while another was satire that the complainant mistakenly took at face value. Critics also point to the absence of any mechanism to appeal decisions and the inevitable reputational damage that ensues from being criticised on the database without warning. The embarrassment has delighted the site’s opponents. Vladimir Chizhov, Russia’s ambassador to the EU, said “both the idea and the execution” were flawed. “I can think of a thousand ways of spending money more effectively,” he added.

In a readout of the call, the Kremlin said that both sides had voiced concerns about the situation in eastern Ukraine. They also discussed the case of jailed Russian opposition politician Alexei Navalny and Libya, the Kremlin said.

The author considers the Ukrainian events from the point of view of the dismaying prospects of a new Cold War and a further split between Europe and Russia. He believes that the first,based on a “monistic” model of Western democracy,is aggressively expanding eastward, assisted by NATO, and thus has an anti-Russian orientation

According to the author, the conflicts in the post-Soviet space are to be explained by the aggressive expansion of the Western, “Atlantic” model eastward. ”In his opinion, the culmination of this process has been the Ukrainian crisis, which has “created a new and irreparable line across the heart of the continent”

In response to the classic Russian question “Who’s to blame?” the author’s answer is unequivocal:the countries of the West,as a whole, and the USA and NATO,in particular. He also identifies the Eastern European countries as being responsible for anti-Russian sanctions, especially Poland and Lithuania:“There is a group of militantly revanchist powers, with Lithuania and Poland in the vanguard".
