Biden admininistration proposes expanded contraceptive coverage

Under a new White House proposal, the Affordable Care Act would cover the cost of some contraceptives like over-the-counter birth control pills and condoms.

The new rule would cover emergency contraceptives like Plan B, condoms, spermicides and nonprescription birth control pills.

If approved, the rule would make birth control available to an additional 52 million women of reproductive age with private health insurance, according to the White House.

“At a time when contraception access is under attack, Vice President Harris and I are resolute in our commitment to expanding access to quality, affordable contraception,” President Biden said in a statement Monday.

“We believe that women in every state must have the freedom to make deeply personal health care decisions, including the right to decide if and when to start or grow their family,” he added.

Harris has made protecting reproductive rights a central theme of her presidential run against former President Trump. She has warned repeatedly throughout her campaign that if Trump is elected again, Republican lawmakers would seek to further restrict Americans’ reproductive rights.

In a statement, Harris used GOP lawmakers’ efforts to block legislation protecting the right to contraception and in vitro fertilization (IVF) as examples of how Republican lawmakers are “attacking reproductive freedom.”

Trump appointed three conservative Supreme Court justices during his presidency who helped overturn Roe v. Wade, the landmark court decision protecting the right to an abortion, in 2022. He has repeatedly taken credit for the ruling’s overturning but has said in the past that he would veto any national abortion ban.

Instead, he has argued that abortion access should be left up to states.

Biden administration announces $3 billion for rural electric co-ops

The Biden administration announced more than $3 billion Friday in funding for seven rural electric cooperatives, part of a broader effort to promote renewable energy in rural areas.

The grants include nearly $2.5 billion in financing for the Tri-State Generation and Transmission Association, as well as nearly $1 billion through the Department of Agriculture’s Empowering Rural America (New ERA) program for six co-ops. The New ERA program, which uses $9.7 billion in Inflation Reduction Act funds, is the biggest federal investment in rural electrification since the New Deal in the 1930s.

The Tri-State Generation and Transmission Association funding will cut electricity rates for members by an estimated 10 percent over the next 10 years, equivalent to about $430 million in benefits to rural electricity consumers.

Meanwhile, the six co-ops announced Friday, some of which will serve rural areas in multiple states, are in Minnesota, South Dakota, South Carolina, Colorado, Nebraska and Texas.

“The Inflation Reduction Act makes the largest investment in rural electrification since FDR and the New Deal in the 1930s,” said John Podesta, senior adviser to the president for international climate policy. “Today’s awards will bring clean, affordable, reliable power to rural Americans from Colorado to Texas to South Carolina.”

The announcement comes more than a month after President Biden announced $7.3 billion in funding for rural co-ops in Wisconsin, a critical “blue wall” battleground state in the presidential election. The funding announced in Wisconsin in September included $573 million to La Crosse’s Dairyland Power Cooperative, part of a larger $2.1 billion project that the co-op will use to buy solar and wind power from Iowa, Illinois, Minnesota and Wisconsin. That project is pitched to reduce rates at a higher rate than the Tri-State project — at a reduction of 42 percent over the next 10 years.

Biden administration announces $2.4 billion for new rail projects

The Biden administration announced $2.4 billion in funding for new rail projects Tuesday.

Officials are hoping the investment will spur new job opportunities for Americans as they undertake 122 rail improvement projects in 41 states and the District of Columbia, according to a release.

“Each project advances a future where our supply chains are stronger, passenger rail more accessible, and freight movement safer and more efficient,” U.S. Transportation Secretary Pete Buttigieg said in a statement.

The federal agency partnered with Amtrak to design a $14 million mechanical craft training program that will educate workers on how to maintain the company’s equipment in major cities including Los Angeles, Chicago, New York and D.C.

The state of Illinois received $157 million to push forward efforts for high-speed train service between St. Louis and Chicago.

Georgia and North Carolina also received investments in freight and passenger tracks.

The Tar Heel State upgrades, with an investment of more than $105.5 million, will improve the capacity of the North Carolina Railroad Co.’s NC Line so passenger and freight trains can travel faster.

The Peach State project will improve an existing rail yard and construct a new one in Brunswick, according to the release. The investment is $26.5 million.

Additional sites in Michigan and Arizona were highlighted in the release as Federal Railroad Administration grant recipients through the Consolidated Rail Infrastructure and Safety Improvements (CRISI) program.

Biden administration announces $3 billion to reduce air pollution from US ports

The Biden administration announced $3 billion in funding through the Environmental Protection Agency (EPA) on Tuesday to reduce pollution and greenhouse gas emissions associated with U.S. ports.

EPA Administrator Michael Regan made the announcement on a call with reporters ahead of a planned visit Tuesday by President Biden to the Port of Baltimore, where the Maryland Port Administration is set to receive $147 million of the award.

Although American ports are vital to the U.S. and international community, “we cannot overlook the challenges faced by the communities that work and live near these ports,” Regan said on the call, noting the air pollution and potential for other environmental degradation associated with the status quo in those communities. “At EPA, we know that protecting people and our environment doesn’t come at the expense of a booming economy.”

The Biden administration has frequently sought to emphasize the economic benefits of decarbonization and increased proliferation, rather than viewing them as a trade-off. The EPA said in its announcement that the Clean Ports Program will support 40,000 American jobs.

The program will aim to reduce more than 3 million metric tons of carbon pollution associated with port activity over a 10-year period, mostly through installation of zero-emission freight and ferry infrastructure. The $3 billion announced Tuesday will go to an estimated 1,000 drayage trucks and 10 locomotives, as well as more than 1,500 units of machinery used to handle and move cargo, according to the EPA.

The Port of Baltimore, one of the Eastern Seaboard’s busiest, holds symbolic value after the collapse of its Francis Scott Key Bridge in March following a collision by a container ship. The accident killed six maintenance workers and briefly shut down imports and exports into the port, but it had fully reopened by June. A full replacement for the bridge could come as soon as 2028.

Biden lifts ban on Ukraine using US weapons to strike deeper into Russia

Joe Biden has lifted the ban on Ukraine using long-range missiles to fire into Russian territory by permitting them to be used against Russian and North Korean forces in the Kursk region.

The US president will allow Ukraine to use US-made Atacms rockets, which have a range of 190 miles (300km) – a decision being justified by the presence of North Korean troops fighting alongside Russia against Ukraine.

Though there was no public comment from the White House, the story first appeared in coordinated briefings to the New York Times, the Washington Post and the news agencies Reuters and Associated Press.

Ukraine’s president, Volodymyr Zelenskyy, appeared to confirm the news, though he said any proof about the change in policy would emerge on the battlefield, if and when the missiles are used.

Biden makes historic visit to Amazon rainforest, declares International Conservation Day

President Biden made a historic visit to the Amazon rainforest Sunday to view the Amazon River and the ongoing effects of climate change.

With his visit Sunday, Biden became the first sitting American president to set foot in the Amazon rainforest.

After an aerial tour to view the ecosystems and deforestation, Biden said he was proud to visit the region.

He signed a U.S. proclamation designating Nov. 17 as International Conservation Day.

With President-elect Trump’s election victory, some are concerned that he will rollback some of the climate change efforts done under the Biden administration.

“It’s no secret that I’m leaving office in January. I will leave my successor and my country a strong foundation to build on if they choose to do so,” Biden said from the Amazon.

Last year, the Biden administration designated $500 million for the Amazon Fund, making it the most significant international effort to preserve the rainforest. So far, the U.S. has provided $50 million to the fund and Biden said Sunday the U.S. will provide $50 million more.

A senior Biden administration official said Sunday that it will be up to Trump if he wants to continue their efforts on the front.

“Maybe he’ll come down here and see the forest and see the damage being done from drought and other things and change his mind about climate change,” the official said.

Records of past climates indicate that change happened on time scales of thousands to millions of years. The global rise in temperature that has occurred over the past 150 years is unprecedented and has our fingerprints all over it.

Take two: Biden makes it into G20 leaders’ photo after missing first one

The first time G20 leaders took their photo together at a summit in Rio, they forgot Joe Biden. On Tuesday, they had a reshoot – with the outgoing US president firmly back in the frame.

Biden; the Canadian prime minister, Justin Trudeau; and the Italian prime minister, Giorgia Meloni all missed the photo on Monday due to what US officials called “logistical issues”.

No one was taking any chances the second time around.

Biden approves supplying Ukraine with anti-personnel landmines – report

President Joe Biden has approved the provision of anti-personnel landmines to Ukraine, a US official told Reuters, in a step that could help slow Russian advances in its east, especially when used with other munitions from the US.

The US expects Ukraine to use the mines in its own territory, though it has committed not to use them in areas populated with its own civilians, the official said.

The US has provided Ukraine with anti-tank mines throughout its war with Russia, but the addition of anti-personnel mines aims to blunt the advance of Russian ground troops, the official added, speaking on condition of anonymity.

The office of Ukraine’s president Volodymyr Zelenskyy, the Ukrainian defence ministry, the Russian defence ministry and the Kremlin did not immediately respond to Reuters’ requests for comment.

The US mines differ from Russia’s because they are “non-persistent”, becoming inert after a preset period, the official said. They require a battery to detonate, and will not explode once the battery runs out.

The move comes amid claims that some of the more than 10,000 North Korean troops deployed to Kursk by Russia’s military have already participated in battles there. A South Korean lawmaker, Park Sun-won, said on Wednesday that its spy agency was still trying to determine the exact number of North Korean troop casualties and whether any had surrendered amid conflicting information.

North Korea has also shipped additional arms for the war in Ukraine, including self-propelled howitzers and multiple rocket launchers, parliament intelligence committee member Park told reporters, citing the National Intelligence Service (NIS).

On Tuesday, Ukraine used US Atacms missiles to strike into Russian territory, taking advantage of newly granted permission from Biden’s outgoing administration on the war’s 1,000th day.

Putin lowered the threshold for a nuclear strike on the same day in response to a broader range of conventional attacks.

Moscow said the use of Atacms, the longest-range missiles Washington has yet supplied to Ukraine, was a clear signal the West wanted to escalate the conflict.

The strike has also prompted renewed fears of a reprisal though hybrid warfare, a chaotic tool of conflict that muddies borders and broadens the scope of a frontline.
