    Informal cooperation between states has prevented thousands of women, men and children from seeking protection in Europe this year, according to a report released by nine human rights organisations.

    The Protecting Rights at Borders (Prab) initiative has recorded 2,162 cases of “pushbacks” at different borders in Italy, Greece, Serbia, Bosnia-Herzegovina, North Macedonia and Hungary carried out on the basis of bilateral agreements between countries, which resulted in them circumventing their responsibilities and pushing unwanted groups back outside the EU.

    The report comes as Greece was also singled out for criticism on Wednesday with Europe’s top human rights watchdog urging a halt to the practice of pushing back migrants at the land and sea borders it shares with Turkey.

    In a damning letter, the Council of Europe’s commissioner for human rights, Dunja Mijatović, said it was incumbent on Athens’ centre-right government to properly investigate the pushbacks. “I am deeply concerned that, two and a half years later, allegations of pushbacks persist,” she wrote, referring to an initial visit in which the issue had been raised.

    “The way in which these operations are reportedly carried out would clearly be incompatible with Greece’s human rights obligations,” she said.


    The commissioner said that, all too often, the official reaction of Greek authorities was to simply dismiss the charges, despite what she described as “the overwhelming body of evidence that has been presented in recent years”.

    But issuing its strongest rebuttal yet, Athens responded by insisting that the police and coastguards were instructed to act “in full compliance” with Greece’s international obligations both at sea and along the border with Turkey at the Evros River (also known as Maritsa or Meriç), where Greek officials work closely with Frontex, the European border agency.

    Alleged incidents of ill-treatment were not only investigated but punished, the Greek ministers of migration, civil protection and shipping claimed in a joint letter rejecting the accusations. “Greek officers continuously perform their duties against the backdrop of an unfavourable environment of intended misleading information, emanating in most cases from the smugglers’ networks,” they wrote, adding that the claims were aimed at both “harming their reputation and demoralising them”.

    Last week, a Guardian analysis revealed EU member states illegally pushed back at least 40,000 asylum seekers from Europe’s borders during the pandemic, methods being linked to the death of more than 2,000 people.

    Prab, which includes the Danish Refugee Council (DRC), Italy’s Association for Juridical Studies on Immigration (ASGI) and Diaconia Valdese (DV), the Hungarian Helsinki Committee and others, said that “over a third of pushbacks were accompanied by rights violations (denial of access to asylum procedure, physical abuse and assault, theft, extortion and destruction of property), at the hands of national border police and law enforcement officials”.

    According to the testimonies collected by Prab, people attempting to cross or having just crossed the border between Italy and France also often report “rights violations by French law enforcement officials. After being intercepted by French border police along the coastal border, asylum seekers are detained for the night at the police border station, denied their right to apply for asylum, receive insufficient food and water, and are not provided with interpretation or medical assistance.” The next day they are returned to Italy.

    Prab has also documented the return of asylum seekers and migrants across Italy’s north-eastern land border with Slovenia, described as “one of the most visible occurrences of pushbacks in the EU”, due to a flawed agreement signed between Italy and Slovenia in 1996, when the two countries agreed on the return to a third country of nationals entering Italy irregularly.

    In July 2020, during a parliamentary hearing in Rome, an Italian representative of the interior ministry confirmed that pushbacks were happening “without any sort of formal administrative procedure … even when the intention of requesting international protection was manifested”.

    In January, the court of Rome declared more than 700 pushbacks perpetrated by Italian police in Slovenia illegal.

    Refugees and migrants reporting pushbacks to Serbia complained of poor treatment of different types, while every other incident from Romania alleged violence. In two cases from Hungary, refugees testified that they had been bitten by border patrol dogs.

    Interviewees reported being slapped, kicked, beaten by police using batons, and punched on their backs, hands and legs.

    In 2021, more than a third of people pushed back from Croatia to Bosnia claimed they were physically abused, while 62% alleged theft, extortion or destruction of their personal belongings. Denial of access to asylum was reported by 23% of those interviewed.

    Prab said that “chain pushbacks through different EU member states are occurring entirely outside of formally established mechanisms and aim to circumvent their obligations under European and international human rights law”.

    Since the beginning of the year, 22 people reported experiencing pushbacks from Serbia to North Macedonia and from North Macedonia to Greece. Field reports and data from key informants gathered by the Macedonian Young Lawyers Association (Myla) show that as many as “4,000 persons may have experienced pushbacks to Greece during the first three months of 2021”.



    Destruction of personal documents is also commonly recorded. There were testimonies from a group of migrants from Morocco who said they were beaten and forced into the Evros River on the Greek-Turkish border.

    “It is extremely worrying to see that so many people experience pushbacks and border violence,” said Charlotte Slente, the DRC secretary general. “It goes without saying that states must stop the violence and these illegal practices, and perpetrators must be held accountable.

    “To avoid the continuation of such illegal practices, DRC and its partner organisations strongly recommend that an independent border-monitoring mechanism is set up to ensure that rights violations are monitored and that effective investigations into evidence submitted by civil society actors are conducted.”

    Prab said its report was “the tip of the iceberg”, as many rights violations were likely to go unreported.

    Also, until last year, the UK was a member of Frontex policing the borders in question and most agree the Turks and gangsters are facilitating the flow of migrants into Greece etc ensuring that the migratory paths from the ME/Iran and Afghanistan remain lucrative and open in terms of their attraction. They are not repelling refugees but negating the Turkish attempt to undermine EU borders.

    Libya is of course a disaster but in the end it will dry up as they drown in the crossings.

    Justifying Brexit because of current EU political trends is of course simply more evidence of the average English Kipper/Tory's stupidity and yet another feeble attempt at propping up the fantasy Engerlandia occupies the higher ground because of its exit and will prosper mightily but really it is just more bombastic flatus blown out of Bozo's arse.

    Most English scum, and particularly, the Northern rabble, have no fucking idea where Bulgaria might be and think Greece is mostly the Grotos island group.

    The facts remain however, in 1960 the EU countries comprised 12% of the world's p[population but now it is 6% and by 2070 that will reduce to 4%. The median age by 2070 will be 49 years and in truth the majority of member states will have less folk to do the work than ever before.

    Migration is inevitable but should be well managed but now that the UK has left I think the EU should now prepare for a foreign worker's scheme to import the huge soon-to-be surplus lumpen trash from Engerlandia when its economy collapses further and put them to work in the EU's ditch digging sector and their drainage/sewage systems.     But the irony of ironies will be the English northern hod carrier skivvying for his Irish masters on the housing estate construction sites in Dublin, Cork and Galway.

    The EU’s maximalist push has failed because it was never going to get through the upper chamber representing the hardline cantons, or survive a referendum. The labour unions deem it a threat to Switzerland’s social model, undercutting the Swiss wage protection regime in a race to the bottom.

    The political right balks at giving EU migrants access to the Swiss social security system, as if it were a birthright the moment they set foot in the country. Swiss negotiators say they must come with adequate funds: Brussels says Switzerland must swallow the EU’s Citizens’ Rights Directive with all its implications for political union. As the Swiss foreign minister put it, that would “constitute a paradigm shift in Switzerland's migration policy”.

    In a sense the EU has made the same error as did in its handling of the UK. Had Brussels been less imperious (and more respectful)


    in Brexit talks, it would have helped Theresa May keep the UK closely tied to the EU custom area as an economic satellite.
    Instead, the EU lost Britain altogether. It ended up with Boris Johnson and a much harder Brexit, with all kinds of consequences. One is that European exporters are now losing UK market share rapidly to global rivals; another is that the UK will move further into the US regulatory orbit.

    But what is totally contemptible is the ease with which the DT and its shills will lie in order to further their rancid rhetoric. The EU was not imperious in its conduct, the Tory government under May made it clear before negotiations even fucking started that the ERG fascist wing of the party had won the policy battle and the Tories announced at their conference in October 2016 that the UK was leaving the customs union and single market, and was ending free movement in its entirety. What the fuck was left to negotiate except a free trade deal which in fact is now unravelling because the Tory clowns can't operate it.

    In terms of market share, it's fucking obvious the EU are reducing trade with the UK but that's because of UK trade barriers now erected by UK bureaucracies. However, the losses are much more grievous for the British who over the last quarter have seen a further drastic decline in commerce resulting in a decimation of British SMEs, to say nothing of the collapse in the British fishing industry.

    The UK is on a downward trajectory and no amount of daft jingoistic blatherings about trade with the US/Pacific rim will alter the fact Brexit has fucked Britain, re-ignited the NI conflict and of course bolstered the demand for Scottish freedom.

    Georg Riekeles, an associate director of the European Policy Centre thinktank in Brussels, said the Swiss decision could prove expensive. “Many in Switzerland have failed to recognise that after Brexit their exorbitant privileges could no longer be,” he said. “The consequences of their denunciation will now be felt rather immediately. Bit by bit, the economies will decouple at a cost to Switzerland estimated at up to €1.2bn per year.”

    But, ignoring the Brexiteer wanker rhetoric, one must remember that the Swiss relationship to the EU in 2003 was anomalous and a compromise agreed in the context of a possible closer alignment but it was never the case it was a full member enjoying the rights and obligations shared by the others. Norway was a similar case but embraced free movement as a quid pro quo but the other EU states have since made it clear that they did not wish to confer the same status again, if at all possible.

    The point is, the EU is too large, too important, too wealthy and too economically significant to be much concerned by peripheral issues such as the xenophobic and selfish Swiss and the lumpen English and in the scheme of things they can dismiss them, and certainly the British, for the irrelevance they truly are.

    As a reminder, EU trade with the UK accounted for a mere 3% of combined GDP, vice versa, the EU accounted for 13% of UK's GDP, and of that it provided a market for over 50% of UK's manufacturing output, which in itself accounted for 9% of Britain's entire GDP.

    Enhanced relationships with the US and other existing global partners will not compensate for the expected annual loss in GDP of over £ 60 billions caused by Brexit.

    The question still lies festering under the noses of the lumpen Brexit dross, what is it that the UK will now sell to the world that it couldn't before Brexit?

    A senior European Commission figure has defended the Northern Ireland protocol, calling on the UK government to ditch ideology in favour of pragmatism in order to transform problems arising from the Brexit deal.

    Maroš Šefčovič said he was looking at “solutions” to iron out disruption to businesses caused by the protocol, a key part of the Brexit agreement designed to protect the bloc’s single market at its frontier with the UK on the island of Ireland, without a return to a hard border.

    It means Northern Ireland has in effect stayed within the EU’s single market for goods, and a customs border was enforced on goods crossing the Irish sea. The resulting checks at the ports of Belfast and Larne have angered unionists and loyalists, who feel the region is being separated from the rest of the UK, and this anger has escalated into threats, violence and rioting.

    Edwin Poots, who earlier this month succeeded Arlene Foster as the leader of the Democratic Unionist party, claimed on the BBC’s Andrew Marr show on Sunday that the EU Commission “don’t seem to care for the peace process in Northern Ireland and that really needs to change”.

    The DUP is calling for the protocol to be scrapped, and Poots told Marr the checks were “doing demonstrable harm to every individual in Northern Ireland” and “having a devastating impact”, agreeing the violence could get worse as summer and the perennially tense marching season approaches.

    Šefčovič, who is in charge from Brussels’ side of leading talks with the UK’s Michael Gove and David Frost to adapt the protocol, later defended the arrangement, saying it presented “opportunity” and would take care of daily problems in Northern Ireland.

    He said he was investigating how to address issues arising from the protocol, but insisted it would be wrong to scrap it completely.

    In response to Poots’ accusation that Brussels was treating Northern Ireland as a “plaything”, Šefčovič said there was “plenty of opportunity” to transform the protocol into “something positive, good for the future which would guarantee the peace, stability and prosperity for all”.

    He promised to take soundings from the DUP and other political parties in Northern Ireland before his next meeting with Frost in London, expected to take place in several weeks.

    Recalling his talks with Gove last December, when the post-Brexit trade deal was signed, Šefčovič said he had offered Swiss-style transition agreements on matters such as veterinary issues, which would prevent someone with guide dogs needing a certificate proving they were free of rabies to take the animals from Great Britain into Northern Ireland.

    He added he was ready to offer solutions to solve current problems, but added the UK “just need to get over, I would say, ideology into pragmatism and real politics and go for this type of veterinary agreement, which could be done just like this within a few weeks”.
