I'm sure Trump's action was partially politically motivated but it is transparent. He wants to show the world he is not Putin's puppet and he wants to communicate his concern for the victims.

But if he is so concerned about the humanitarian plight of innocent civilians why does he bar them from finding sanctuary in the US?

Most likely scenario is they try to get Russia to force Assad back to the negotiating table.
