So you are referring to laws enacted by Congress,knowing that,then those laws obviously are created by Congress and signed into law by the President and enforced by the executive branch if the Supreme Court does not step in and decide said laws are unconstitutional,or it seems of late unless the Supreme Court rewrites the laws so they may pass constitutional muster.
