    What Mexican immigration problem? Column

    President Obama's executive action on immigration enraged Republicans, but has also widened the split between two camps within the GOP. The "no amnesty" camp wants tougher border security, and not much else. The "reform" camp wants better border security coupled with some sort of upgrade in legal status for undocumented immigrants. The intra-party battle has already begun. The results will determine the GOP's appeal to many Hispanic voters in 2016.
    Underlying this debate is at least one shared assumption: There are — and always will be — millions of Mexicans ready to move permanently to the United States. What if that assumption is now completely wrong?
    Until a few years ago, mass migration from Mexico to the U.S. was a truism. An enormous wave of Mexican migration to the U.S. started almost 45 years ago. According to the Pew Hispanic Center, the number of Mexican-born immigrants living in the U.S. soared from 760,000 in 1970 to a peak of 12.6 million in 2007. Spurred on by major changes in U.S. immigration law in 1965 and 1986 and the 1995 peso crisis, by the mid-1990's Mexican immigrants (both legal and illegal residents) were flowing into the U.S. at the rate of over half a million a year, peaking in 2000 at 770,000.
    But in 2001, the number of new residents (based on U.S. Census Bureau data) started to drop. In 2005, it began to plunge, bottoming out at 140,000 in 2010 and has flat lined since then. Most analysts attribute the steep drop of the last decade to the collapse of the U.S. housing market in 2006 and the lingering recession following the financial crisis in 2008.




    But a bigger factor has been at work in Mexico that will drive net migration numbers to very low levels — close to zero — for at least the next one or two generations and probably much longer. Mexico, known for massive and rapid population growth for most of the 20th century, is now on the same downward demographic spiral as the rest of the developed world, including most of Latin America.
    In the early 1960's, the total fertility rate for Mexican women was around seven children. By 2013, the rate was down to 2.2, just above the replacement rate of 2.1. The absolute number of live births in Mexico has fallen every year since 1994, and a UN population analysis projects that Mexico will sink below the replacement rate around 2025. Once countries go below the magic fertility number of 2.1 it isn't long — about 30 years — before their population growth completely halts and then starts to shrink.
    In the meantime, those steep fertility declines already have shown up in the falling immigration numbers, as the pool of Mexican 15-39 year olds — the prime age to migrate — grows smaller and smaller year after year.
    While fewer Mexicans are moving to the U.S., there has been an increase in those leaving the U.S. and returning to Mexico (including those who have been deported). According to the Pew Center's analysis of Mexican census data, between 2005 and 2010, 1.4 million Mexicans who had previously resided in the U.S. returned to Mexico. This is almost double the number who returned from the U.S. to Mexico from 1995-2000.



    There are other push-and-pull factors, but they do not appear to exert as much of an influence as demographic trends. There is no doubt that the relative strengths of the Mexican and U.S. economies create short-term effects, particularly among low-skilled Mexican workers, which constitute the bulk of the immigrants to the U.S. But the large persistent gap in GDP per capita between the U.S. and Mexico has grown only bigger since 2000, but fewer Mexicans have left. Likewise, although drug violence has been hugely destabilizing to Mexican society over the last 10 years, it has not correlated at all with migration trends to the U.S.
    Barring truly massive shocks to the Mexican economy or political system, we are extremely unlikely to see another great wave of immigration for at least the next 20 year to 40 years. And that would only happen if Mexico reverses a half-century of declining fertility rates within the next few years.
    How will a net zero migration rate from Mexico affect U.S. politics? In the short term, it will have little effect on the debate over how to handle the over 11 million illegal immigrants in the U.S., 60% of which are Mexican born. In the long term, the new "net zero" normal may help both parties compete for Hispanic votes across a much wider spectrum of issues, rather than through the prism of immigration alone.

    If illegals come to Kitsap and Mason county they should not:

    1. start a contracting business

    2. seek employment / or get a job

    3. enroll their kids in public schools.

    In Kitsap and Mason county they are coming and starting contracting business under the table and under-cutting people I personally know. Painting, framing, tree surgery and such.

    With high unemployment and under-employment, that is ridiculous.

    A new 50-state study, Undocumented Immigrants’ State and Local Tax Contributions, by the Institute on Taxation and Economic Policy finds that undocumented immigrants’ tax contributions would increase significantly under the Obama Administration’s executive actions and even more substantially under comprehensive immigration reform granting all undocumented immigrants lawful permanent residence.

    The 11.4 million undocumented immigrants currently living in the United States collectively paid $11.84 billion in state and local taxes in 2012. ITEP’s analysis finds their combined nationwide state and local tax contributions would increase by $845 million under full implementation of the administration’s 2012 and 2014 executive actions and by $2.2 billion under comprehensive immigration reform.

    “The fact is, undocumented immigrants already are paying billions in taxes to state and local governments, and if they are allowed to work in the country legally, their state and local tax contributions will increase significantly,” said Matthew Gardner, executive director of ITEP.

    Backlash against presidential candidate and self-promoter Donald Trump's inflammatory statements that "rapists" are coming to the US from Mexico has spilled over to his business interests. Univision, NBC, Sealy, and Macy's have all severed ties with Trump in some way already. And in the past few days, ESPN canceled a charity golf tournament scheduled for the Trump National Golf Club, and NASCAR announced it wouldn't hold banquets at the Trump National Doral Miami resort.

    To most observers, this seems like terrible news for Donald Trump. But the man himself insisted in a defiant statement today that he's actually the real winner here — because both ESPN and NASCAR had already given him nonrefundable payments, and now he can pocket their cash and use the venues for other events:


    In addition to the exclamation point and capital letters in the subject line, Trump's bragging about the opulence of his hotel's "magnificent ballroom," and his emphasis that his golf course "overlooks the Pacific Ocean" and is "perhaps the most valuable parcel of land in all of golf," the mogul manages to coin the phrase: "Two fees instead of one." It's surely a fantastic slogan for a presidential campaign that's doomed to fail utterly.
