    Yet another chunk has been taken back into the Syrian Governments fold by President Assad and his trusty friends and neighbours . Some areas surrendered outright others waited for the 7th cavalry to arrive but were left holding a couple of 3's when the cavalry sat in their barracks.

    Map of SW Syria where, through agreements to surrender or defeat of the terrorists, the Syrian army and friends have cleared out this pocket.

    The terrorists in the Dara pocket have gone, the DMZ/border with Isreal and Jordan secured.

    Negotiations with the Kurds in the North and East are progressing.

    Idlib province remains occupied but Turkey has been responsible for this area and Syria is getting impatient for Turkey to deliver. If they don't the SAA and friends will negotiate themselves and if that fails the military will attack.

    ["The] Islamic State in Iraq and the Levant (ISIL), having been defeated militarily in Iraq and most of the Syrian Arab Republic during 2017, rallied in early 2018.

    This was the result of a loss of momentum by forces fighting it in the east of the Syrian Arab Republic, which prolonged access by ISIL to resources and gave it breathing space to prepare for the next phase of its evolution into a global covert network.

    By June 2018, the military campaigns against ISIL had gathered pace again, but ISIL still controlled small pockets of territory in the Syrian Arab Republic on the Iraqi border.

    It was able to extract and sell some oil, and to mount attacks, including across the border into Iraq.

    Hidden internal directive on Syria that got no UNSC approval DOES exist – Russian Foreign Ministry


    "The UN has devised internal guidelines for limiting cooperation with Syria until a "political transition" takes place there, and it was drafted without any consent from the Security Council, the Russian Foreign Ministry has said. The document in question is entitled 'Parameters and Principles of UN Assistance in Syria,' the ministry wrote in a statement to RT. It was issued by the UN Secretariat in October 2017 and provides guidelines for the UN agencies and programs in their work with the war-torn country.

    The Secretariat issued the paper without requesting consent or even consulting the UN Security Council or the UN member states, at least on an official level, the ministry noted, adding that the "guidelines" document still "penetrates deeply" into the political situation in the Syrian Arab Republic, thus "going beyond the issue of simple coordination between the UN structures."

    One particular provision of the document explicitly states that the UN "would be ready to facilitate reconstruction" in Syria only "once there is a genuine and inclusive political transition negotiated by the parties." The Russian ministry described it as an apparent attempt to prevent the international organization from contributing to Syria's recovery under the current circumstances, while enforcing a "politicized approach of the countries advocating a regime change."

    The directive also implicitly restricts the UN agencies’ cooperation with Damascus, the ministry said, adding that the text of the document says that "UN assistance must not assist parties who have allegedly committed war crimes or crimes against humanity." The US and its allies in the West have repeatedly accused the Syrian government of various violations of international law and particularly blamed them for chemical weapons incidents that took place on Syrian soil. No hard evidence has ever been presented to substantiate those claims, while the West ignored relevant data provided by the Russian military operating in Syria.

    "If some influential [UN] donors believe that … it is time to toughen the sanctions regime against Syria, it does not necessarily mean that the UN agencies should be guided by the same irresponsible approach," the Russian Foreign Ministry said in its statement, expressing its hope that the UN Secretariat will review its methods as Syria's need for humanitarian assistance and reconstruction aid grows, not least due to an increasing number of refugees returning home.

    The issue of an alleged "secret directive" having been distributed by the Secretariat throughout the UN system in October 2017 was first raised by Russian Foreign Minister Sergey Lavrov on Monday. He did not name the document but said that it "prohibited the agencies… from participating in any kind of projects aimed at restoring the Syrian economy" until a "political transition" there.

    Lavrov also linked the release of the directive with the "absolutely deconstructive" stance of the US on the issue of Syria's reconstruction. The next day, the office of the spokesperson for the UN secretary-general denied the existence of any such document by saying that neither its department of political affairs nor any other UN entity had issued a "secret directive" on Syria.

    Meanwhile, the 'not secret' but rather hard-to-find document mentioned by the Russian Foreign Ministry apparently indeed exists: It was briefly mentioned on an official UN website in a temporary job description. However, the text of the document has never been officially made public by any UN agency.

    However, a supposed copy of the text of the directive, entitled 'Parameters and Principles of UN Assistance in Syria' and dated October 2017, was included as an annex in another paper published by the Global Protection Cluster – a structure directly linked to such UN agencies as the UN Refugee Agency (UNHCR), the UN Population Fund (UNFPA) and the UN Children's Fund (UNICEF). This document is still available online.

    After declaring its commitment to the UN Charter and the Security Council resolutions, the document indeed states that any UN aid to the reconstruction efforts would be possible only following "political transition." It also states the UN work should de-facto focus on basic humanitarian assistance only, while any "development and reconstruction activities that are outside this will need to be reflected in other frameworks that are by nature a longer negotiation with governments."

    The paper also openly states that the UN "will not promote the return of refugees." Apart from prohibiting cooperation with "parties who have allegedly committed war crimes or crimes against humanity," the guidelines also state that assistance must be "prioritized based on the needs of the population (rather than government-driven)," in what might be potentially considered an indirect attempt to limit the UN agencies' cooperation with the Syrian government.

    I've no idea who requested it. It allegedly was produced and issued "by the UN Secretariat".

    The UN denied it existed, but it was attached as an annex to another document.

    The document on page 13 of the principles list some conditions, one of which is state:

    "The UN shall consider carefully human rights and protection implications, especially with regard to where and how assistance is provided.

    UN assistance must not assist parties who have allegedly committed war crimes or crimes against humanity."



    Which ameristan and probably others, alleges, Syria has committed, not that any proof has been given.

    As such, no assistance is to be given to Syria, which some countries are using as an excuse as to not aid any returning Syrian refugees.

    The article alleges it was posted separately originally, but has been removed.

    This clause is from point 25:

    "On one of the nights of the last week of last June, the Syrian security forces imposed strict measures inside and around Damascus International Airport. Just before midnight, a private UAE plane landed on one of the runways.

    About forty minutes passed before a huge procession of black Four-Wheel vehicles took off carrying the passengers to the Mezzeh area, in the center of Damascus, where the new office of Major General Ali Mamlouk, director of Syria’s National Security Bureau is located.

    There, a senior US officer led a delegation that included officers from several US intelligence and security agencies. Ali Mamlouk welcomed the visiting delegation, along with the head of the General Intelligence Directorate, Major General Deeb Zeitoun, and the Deputy Chief of the General Staff, Major General Mowafaq Asaad.

    The meeting between the two sides continued for four hours. What happened?

    According to information obtained by the Lebanese «Al-Akhbar» newspaper, the two sides reviewed the various aspects of the Syrian crisis and its stages of development and repercussions in the region, before talking to the most important topic.

    The American side made a clear and specific offer:

    The United States is ready to withdraw its troops completely from Syrian territory, including the Al-Tanf and Eastern Euphrates according to security arrangements supervised by the Russian and Syrian armies. In exchange for three US demands:



    First,
    Iran’s full withdrawal from the Syrian south.


    Second, to obtain written guarantees that give US companies a share of the oil sector in the regions of eastern Syria.

    Third, the Syrian side to provide the Americans with full data of the terrorist groups and their members, including the numbers of foreign fighter deads of these groups and those who survived, and those may return to Western countries, considering that «the terrorist threat is intercontinental. And what we can get, serve the international security.»

    The Syrian answer

    With a cool mind, the Syrian side dealt with the American visitors and their “tempting” offer. The answer to the three points was also clear:


    First,
    you are an occupying power in Syria, you entered our territory forcibly without permission and you can go out in the same way. Until that happens, we will continue to treat you as an occupying power.

    Second, Syria is not alone in the region; it is part of a broad axis. Our position on the relationship with Iran is clear, and President Bashar al-Assad has repeated on more than one occasion and a speech that our alliance with Tehran, Hezbollah and allied forces that fought the terrorists alongside the Syrian army is «a strong relationship, and this offer does not change our fixed alliances».

    Third, «our priority after the war is to cooperate with allied and friendly countries that have not conspired against the Syrian people, and we will not give facilities to the companies of the countries that fought us and still».

    But Mamlouk added, «This can be left to a later stage when the Syrian government determines the policy of reconstruction. And then can US companies enter the Syrian energy sector through Western or Russian companies. We consider this a gesture of goodwill in response to your visit.»

    Fourthly, with regard to the data of terrorist groups, Mamlouk told his visitors that «about a year ago, the deputy head of Australian intelligence visited me here in Damascus. He confirmed that his visit was conducted with your knowledge, that he was, to some extent, representing you, and asked for information about Australian Islamists of Arab origin who were fighting in the ranks of terrorist groups.

    And I will repeat to you now what I answered him that day:

    Today we have a huge information infrastructure for the terrorist groups, and this has evolved dramatically during the years of the crisis. We are fully aware of the dangers that these people pose to us and to you. We are aware of the extent to which you need this information, and we know that it is essential for the security services to stay in touch even during crises. We have already provided information to the Jordanians and to many other countries, including the United Arab Emirates.

    But our position on this matter today depends on the evolution of your political position from Syria and its government and army.

    Therefore, Syria will not provide any cooperation or security coordination with you in this regard before reaching stable political relations between the two countries».

    The meeting ended with the agreement to keep the communication going through the Russian-Emirati channel, before heading to Damascus International Airport, to leave the same way they came."
