As I have noted, our relations are developing very positively and in many spheres. Trade and economic ties are the first sphere worthy of note. Regrettably, our trade has subsided somewhat because of the pandemic, but the next meeting of the intergovernmental commission is scheduled to take place in Karachi this autumn. I hope that our colleagues on both sides will not only find ways to restore mutual trade but also to increase it.

There are things we need to work on, and we see good prospects in several spheres, such as railway transportation and energy. There are very interesting and large-scale projects, namely the Pakistan Stream gas pipeline project, which involves building the infrastructure needed for the delivery of LNG.

The objective is to deliver pipeline gas from Russia to Pakistan. This is possible as well, in view of the fact that some infrastructure is already in place in Russia, Kazakhstan and Uzbekistan. We need to settle the Afghan issue. There are problems with political stability there, but I hope this problem can be settled as well, because we have good relations with the people of Afghanistan. I also have in mind Pakistan’s ability to influence the situation there.

We can implement many other interesting projects. We will do everything in our power to continue working in a positive spirit.

I just want to let you know that my fond memories with your great country go back to 1968–1969, when I was a student. That was my first trip to any international country. So, I went to Moscow – my father sent me for business training. I met companies like Stankoimport and Mashinexport – they had their office at Dom 35, Moscow. That is my memory with your great country.

At that time, we had barter trade between Pakistan and the Soviet Union. The first steel plant was built by the Soviet Union in Karachi. His grandfather, Zulfiqar Ali Bhutto, laid the foundation stone. We had tremendous partnership – that is the kind of relationship Pakistan had with your great country. It is on its own, it does not need any support, it is inclusive and it is not at the cost of any other country.

Your Excellency, we want to build our relations with your great country with full commitment and full dedication, because you are a superpower. Pakistan stands to gain from this mutual cooperation, mutual understanding, promoting trade, investment, and other areas like gas pipelines. We had signed a protocol in 2016–2017 that needed to be implemented. Unfortunately, for some reason, it could not be, but I know the potential your great country has, from which Pakistan must benefit in our own interest.

Why Vladimir Putin's new Russian 'pivot to Asia' will fail


The Russian president's "pivot to Asia" looks shaky after India and China gave him a subtle cold shoulder at a recent conference. Southeast Asian countries are wary of a Western backlash if they cooperate with Moscow.

Speaking in early September at the Eastern Economic Forum, Russian President Vladimir Putin recommitted to decoupling his country's economy from EU states that have imposed hefty sanctions on Russia.


The same EU nations have been trying to disentangle their energy policies from Moscow since the invasion of Ukraine in February — and instead bolster ties with Asia.
"The role ... of the countries of the Asia-Pacific region has significantly increased," Putin said at the forum held in Russia's Pacific port city of Vladivostok, adding that Asia holds "colossal new opportunities for our people."


Russia's newly updated naval doctrine, published on August 31, also aims to boost its military presence in the East.



Sanctions bite


Russia's economy has been badly hit by international sanctions imposed earlier this year, even though the government reckons that it will only contract by 3% in 2022.
"It is both a geopolitical necessity and a genuine desire to position Russia as a source of energy, resources, defense equipment and, in some cases, nuclear technologies for the growing Asian economies," said Philipp Ivanov, chief executive officer of Asia Society Australia, a think tank.
Another failed pivot?


Analysts have suggested that Putin's latest pivot will be just as unsuccessful as his 2012 tilt toward Asia, dubbed Moscow's "Turn to the East" policy.\


"I would say another failure, since, again, Russia doesn't have a lot to offer the region strategically or economically," said Joshua Kurlantzick, senior fellow for Southeast Asia at the Council on Foreign Relations.


Indian Prime Minister Narendra Modi said Moscow needed to "move onto a path of peace" after attending a regional summit with Putin in Uzbekistan last week. Putin has publicly acknowledged that Chinese President Xi Jinping had "questions and concerns" about the war.


Commentators reckon that Moscow has made itself an even more "junior partner" of Beijing's since its invasion of Ukraine.


Russia's Asia pivot has boasted few achievements since 2012. Bilateral trade with Japan peaked at $33.2 billion (€33.2 billion) in 2013 — but dwindled to just $20.8 billion in 2021.


Trade with South Korea rose to $27.3 billion in 2021, yet Russia accounts for just a little over 2% of South Korea's total trade. And both Western-leaning Asian states have aggressively committed to Western sanctions, denting their trade with Russia this year.



Remaining neutral about Ukraine


Singapore imposed its own unilateral sanctions on Russia because of the Ukraine invasion, the only Southeast Asian country to do so.


Under the first pivot, the Association of Southeast Asian Nations (ASEAN) upgraded its ties with Russia to a "strategic partnership" in 2018, four years after Russia "annexed" Crimea, part of Ukraine. Yet ASEAN-Russia trade grew to only about $20 billion in 2021 — up from $18.2 billion in 2012.


That pales in comparison with ASEAN's trade with China ($878 billion) and the United States ($441.7 billion) in 2021. ASEAN's trade with Taiwan is worth almost four times as much as with Russia.


Though most Southeast Asian countries have tried to remain neutral on the Ukraine war, even Russia's traditional friends have become standoffish. Since 1990, Russia has been the main provider of military equipment to the region, according to data from the Stockholm International Peace Research Institute (SIPRI).


Plunging exports


In August, the Philippines canceled a contract to purchase 16 Russian military helicopters, purportedly under pressure from the United States.


Vietnam — which bought four-fifths of its military equipment from Russia between 1995 and 2021 — is concerned that it could fall foul of the US's Countering America's Adversaries Through Sanctions Act (CAATSA), which threatens sanctions against any country that buys weapons from Russia.


Major Asian importers of Russian military goods were already turning away before the Ukraine war. Russian arms exports to India and Vietnam fell by 47% and 71%, respectively, between the 2012-16 and 2017-21 periods, according to a recent SIPRI report.



Limited success


An exception is the military junta that now controls limited areas of Myanmar. Russia has been the main international benefactor of the junta since its coup in February 2021, providing arms, aid and cheap energy.


"Myanmar's junta has embraced Putin's regime with open arms as a partner to avoid overdependence on Beijing, but the 'alliance' rests on mutual desperation and shared authoritarian political systems," said Hunter Marston, a researcher and analyst at the Australian National University in Canberra.


If either Min Aung Hlaing, the junta leader, or Putin were to lose his hold on power, Myanmar-Russia ties would likely suffer a major setback, Marston said, "so the relationship is not sustainable at this point."



Booming energy


According to Frederick Kliem, a research fellow and lecturer at the S Rajaratnam School of International Studies in Singapore, no ASEAN member "sees their economic future with Russia" except Myanmar under the junta.

However, one area where Russia could win some friends is in energy cooperation, he added. Many Asian countries are debating whether to pursue nuclear-power generation, at the same time as investment in their renewable energy sectors is booming.


In July, Indonesia's government said it was mulling a Russian offer to develop a nuclear power plant. The same month, NovaWind — a subsidiary of Russian energy giant Rosatom — signed a deal with Vietnam to develop a 128MW wind farm, its first overseas project.



Grappling for allies


Asian imports of Russian liquefied natural gas (LNG) have increased since the Ukraine war began. Japan's imports grew by 211% in August, compared to the same month last year, for instance. The government of Indonesia, not a usual importer of Russian gas, said this week it is considering imports to offset soaring energy costs.


But analysts doubt whether this is a long-term strategy for Russia, since many Asian countries have only increased their imports of Russia's gas because of its historically-low price due to Western sanctions. Those rates might not remain so low for long, though.


Because of spiraling inflation, fears of food insecurity and higher costs of living, Asian governments are anxious for an end to the Russia-Ukraine war, said Shada Islam, an independent analyst on Europe and Asia relations.


"This does not mean, however, that governments and people in the region have any illusion about the real geostrategic reason behind Putin's renewed courtship of Asia as he searches for allies in his battle with the West," she added.


"Most Asian countries have learned the hard way to steer clear of being used as pawns of so-called Great Powers in the geopolitical chessboard. Russia's latest 'pivot' to Asia is not going to be any more successful than its last lackluster attempt to up its game in the region."

Russia to begin partial mobilization – Putin

"In a nationwide address on Wednesday morning, Russian President Vladimir Putin announced a partial military mobilization. He explained that the Defense Ministry has recommended drawing military reservists into active service, as the country faces a protracted conflict in Ukraine and Donbass.The measure is sensible and necessary under the circumstances, Putin stated, adding that he has already signed an order for the call-up to start immediately. The Armed Forces will draw on military reservists only, and those who have completed national service, the president added. He promised that they will be provided with additional training along with all the benefits due to people involved in active duty.

In his speech, Putin accused Kiev of backing away from peace talks, acting on direct orders from its Western backers. Instead of negotiating, the Ukrainian government has beefed up its military with NATO-trained troops, many of whom are neo-Nazi extremists, he said.
Russian forces sent to Ukraine in February have secured a large portion of territory claimed by the Donetsk and Lugansk People’s Republics as well as parts of Ukraine, and the resulting frontline stretches over 1,000km, according to the Russian president.

Putin also commented on the upcoming referendums in the two Donbass republics and two regions of Ukraine currently controlled to a large extent by Russian troops. The territories have announced plebiscites on whether become part of Russia, with the ballots scheduled to start on Friday. Putin said his government will respect the outcome of the four referendums, and provide security for the voting process."

Russia sees spike in Google searches for 'How to leave Russia'

In the hours before Russian President Vladimir Putin was expected to address the nation regarding plans to conduct “referendums” in Ukraine’s occupied territories Tuesday, searches for the phrase “How to leave Russia” spiked on Google. The surge was noted by the Telegram channel Mozhem Obyasnit, though it’s available for all to see on Google Trends. The phrase’s popularity appears to have peaked at about 6:00 pm Moscow time.

Earlier Tuesday, Russian lawmakers unanimously passed legislation introducing the concepts of "mobilization" and "martial law" to the criminal code. That, combined with Russian-installed officials in Ukraine's occupied territories calling for "referendums" on annexation on September 23–27, has led to widespread speculation that Putin will soon announce a general mobilization.

Flights Abroad Sell Out, Stocks Plunge on Putin’s ‘Partial’ Mobilization

Virtually all flights from Russia to available foreign destinations were sold out Wednesday after President Vladimir Putin declared a “partial” mobilization of the country’s 25 million reservists.


Flights from Moscow to the capitals of Georgia, Turkey and Armenia — which do not require visas for Russians — for Sept. 21 were unavailable within minutes of Putin’s announcement, according to Russia’s top travel planning website aviasales.ru.


By noon Moscow time, direct flights from Moscow to Azerbaijan, Kazakhstan, Uzbekistan and Kyrgyzstan had also stopped showing up on the website.


With rumors of border closures swirling, Russian Railways and flagship airline Aeroflot said they had not “yet” been ordered to ban men aged 18 to 65 from buying tickets.


A Telegram channel that collects Russian travelers’ reports from crossing the border said it has received isolated accounts of guards turning away military-age men.


The airline ticket data coincides with “how to leave Russia” topping Google’s search terms on Tuesday night, when Putin’s speech was initially scheduled before it was postponed to Wednesday morning.


Putin’s announcement has also sent Russia’s stock market to its lowest levels since he ordered troops to invade Ukraine on Feb. 24.

The ruble-denominated Moscow Exchange (MOEX) fell by as much as 10%, while stocks of energy giants Rosneft and Gazprom at one point dropped by 12%.


The Russian ruble also fell close to 63 versus the dollar, its weakest in more than two months.


With his forces taking weeks of major battlefield losses in Ukraine amid Kyiv’s counteroffensive, Putin ordered an immediate mobilization of what his defense minister said was 300,000 reservists.


But human rights lawyers noted that Putin’s decree for “partial” mobilization leaves wiggle room to mobilize even more troops than publicly stated.
