    Foreign Minister Sergey Lavrov’s statement regarding agreements on transporting Ukrainian grain from Black Sea ports and on promoting Russian exports of food and fertilisers, Moscow, July 22, 2022


    "A ceremony for the simultaneous signing of two documents on maritime shipping of Ukrainian grain and the export of Russian agricultural products – Initiatives for the safe transportation of grain and food from the ports of Ukraine and Memorandum of Understanding between the Russian Federation and the UN Secretariat on assisting the promotion of Russian food and fertilisers to international markets, respectively – was held in Istanbul on July 22.

    Initially, both documents were part of the UN Secretary-General’s “package” initiative, which President Putin supported. However, during the course of the talks, Kiev made several attempts to sabotage the bundled approach to the agreement proposed by Antonio Guterres.

    Interestingly, the negotiators from the UN Secretariat promoted a position that did not quite align with the Secretary-General’s original initiative.

    Be that as it may, due to the Russian delegation’s efforts, it was possible to maintain the comprehensive and depoliticised nature of the “package” agreement, thereby ensuring the maximum possible effort to meet the developing countries that are food importers halfway.

    Russia will honour its commitments in this regard. The fact that the United States and its allies are using food in the interests of their geopolitical adventures is unacceptable and inhumane.

    The Memorandum of Understanding on Russian exports of agricultural products was signed by First Deputy Prime Minister Andrey Belousov and UN Secretary-General Antonio Guterres.

    The main goal is to ensure transparent and unhindered shipments of Russian food and fertilisers, including the raw materials for their production, to international markets. In particular, this issue is about removing the obstacles that the US and the EU have created in finance, insurance and logistics and exempting these particular products from the restrictive measures imposed on Russia.

    The memorandum will remain valid for three years.

    Russia, Türkiye and Ukraine are the parties to the Ukrainian Grain Transport Initiative, with the United Nations acting in a support role.

    The goal is to promote safe shipping for grain, food and fertiliser exports, including ammonia, from the ports of Odessa, Chernomorsk and Yuzhny.

    The document provides a procedure for the passage of ships, their inspection, monitoring the functioning of the humanitarian corridor, the modality of demining and preventing dangerous incidents by the Istanbul-based special Joint Coordination Centre with representatives from Russia, Ukraine and Türkiye and with support from the UN.

    The initiative is to run for 120 days with an option to renew for a similar period upon agreement of the parties.

    It is gratifying to know that Washington and Brussels have stopped obstructing the efforts to achieve today’s agreements. The signing of the Russia-UN memorandum reiterated the absolutely artificial nature of the West’s attempts to shift the blame for the problems in supplying grain to international markets on Russia.

    We hope the necessary efforts will be made to effectively implement these agreements soon. The UN assistance that is provided in good faith and the constructive approach of the international community, including the Western countries, will be instrumental in this. Given the significant share of Russian and Ukrainian agricultural products in international markets, ensuring uninterrupted shipping meets the pressing objectives of maintaining food security, especially for the developing and least developed countries.     Look at this map of the port of Odesa (the port is significantly larger, this just the relevant part). The left oval marks the part of the harbor used for loading ships with grains, while the right oval marks the place that was attacked. As you can see, those two places are fairly close, but clearly not the same. According to our military, they attacked a small Ukrainian Navy ship and a warehouse with military stuff. This is entirely within the conditions of the agreement. It is not a truce agreement. We are still free to attack Ukrainian military targets in Odesa and elsewhere, and Ukraine still can do the same - i.e. attack Ukrainian cities with Russian/pro-Russian troops in them. The only part of Odesa we have agreed not to attack is the place marked with the left oval and some installations close to it that are part of the same grain loading/storage complex. We also have agreed not to attack ships with grains. That’s that. And Ukraine has agreed to those conditions.

    Gazprom Says to Cut Nord Stream Gas Deliveries Drastically From Wednesday

    Gazprom said it was cutting daily gas deliveries via the Nord Stream pipeline to 33 million cubic meters a day — about 20% of the pipeline's capacity — from Wednesday.


    The company said in a statement on Monday that it was halting the operation of one of the last two operating turbines due to the "technical condition of the engine."

    The supplies from the Portovaya compressor station will be slashed from 7 a.m. Moscow time Wednesday, the company said.


    The announcement came after Russia last week restored critical gas supplies to Europe through Germany via Nord Stream after 10 days of maintenance, but only at 40% of the pipeline's capacity.


    Germany, which is heavily dependent on Russian gas, has accused Moscow of using energy as a "weapon."


    Gazprom cut flows to Germany via the Nord Stream 1 pipeline under the Baltic Sea in recent weeks, blaming the absence of a Siemens gas turbine that was undergoing repairs in Canada.


    Earlier Monday Gazprom said it had received paperwork related to the delayed delivery of the turbine but pointed out a number of issues including those relating to EU and U.K. sanctions remained.


    The showdown comes amid raging tensions over Russia's intervention in Ukraine. EU states have accused Russia of squeezing supplies in retaliation for Western sanctions over the offensive.


    Enduring German reliance on Russian gas coupled with alarming signals from Moscow have turned up the pressure on Europe's top economy.


    A total shutdown of imports or a sharp reduction in the flow from east to west could have a catastrophic effect, shutting factories and forcing households to turn down the heat.

    Exactly what is going to happen. The west will have to back off the sanctions. It was a massive mistake to begin with. This idea, Bidens idea, was poorely thought through. Biden spends his time crowing about how this has made NATO and the EU stronger. Let's wait a couple of months until Europeans start spending time freezing their asses off in the cold.
