    Is Russia at war? To anyone visiting Moscow or even the provinces this summer, it can sometimes be hard to find much evidence. People are going about their usual lives, and the economy continues to function. There are no shortages of consumer goods; so far, so-called parallel imports—the system by which Russian importers circumvent Western sanctions by using third countries—have worked well. Only inflation has remained stubbornly intractable, with the annualized rate currently hovering above 16 percent. And, at least when they are asked, many citizens do not seem overly disturbed by what is happening on their western border.

    According to survey data released by the independent Levada Center in June, Russians do not seem to be seriously concerned about the economic effects of the conflict: half of respondents say sanctions will strengthen the country and stimulate development, and another quarter say sanctions will have no negative effect on growth.

    Meanwhile, Russian President Vladimir Putin’s approval rating has stabilized above 80 percent, or about ten points above prewar figures. And when it comes to the war itself, many respondents say they are prepared to tighten their belts and that they are proud of their country and their army. Many also express optimism that conditions for consumers will improve and that the future for domestic production looks rosy.

    It might be tempting to assume that Russians are simply fearful of speaking their minds. But Levada’s findings, which fluctuate significantly from month to month, have generally proven a useful indicator of the broad direction of the public mood. And at present, many Russians seem remarkably sanguine about their collective future, even as the country embarks on a vast imperial project in eastern Ukraine, one that has already led to an unprecedented wave of refugees and left Russia increasingly isolated.

    As the war nears the end of its fifth month, the situation in Russia suggests that a shift is beginning to take place—both in the government and in the general population. As Putin has made clear, Russia’s plans in Ukraine will proceed regardless of the economic consequences—and all indications are these will be large. For ordinary Russians, that has meant that the “special operation” is not going to be over anytime soon. Instead, they must embrace a new Russia in which it is essential to behave like a patriot and support Putin’s theatrics and not concern themselves with temporary hardships. In the new Russia, everyone is fine as long as he or she is not forced into the trenches.

    Over the past year, we can see a trend that is dividing the European countries into two groups: the countries that follow Brussels’ policy and the countries that act in their national interests, like Hungary, for example. The latter often win. Don’t you think that the EU in its current form hinders the development of its member countries more than it contributes to it?


    Sergey Lavrov:


    I’m not going to dig deep into the EU’s internal development agenda. We read what is written about it. We hear what they say, including in the EU member countries. I can only state that the situation isn’t simple.

    There is an ongoing battle. The European bureaucracy wants to subjugate everything and everyone, including national governments, dictate the terms and cut short any dissent. On the other hand, some member countries want to understand how much of its mandate it is using for their benefit, and how much of it represents abuse and is a matter of concern. This is the EU’s internal matter.

    I want to make one simple thing clear. We are now seeing the reaction of the West (primarily, that of Brussels and many European capitals) to what is happening in Ukraine. Let me remind you that for many years, in our relations with the European Union, we have been pushing to create an equal and mutually beneficial architecture, including on foreign policy issues. We had some success, but the EU has always been haughty about our attempts to build a balance of interests, preferring instead to make decisions on its own and then impose them on us as the ultimate truth.

    The same goes for Ukraine. This didn’t start in February. There was a coup. Right before that, EU representatives (France, Germany and Poland) guaranteed that there would be an agreement between the Ukrainian president and the opposition and signed the corresponding guarantees. The next morning, these guarantees were trampled on and torn apart, and the EU said nothing. It did not call on the putschists to honour the obligations signed by the EU.

    The Minsk agreements were signed a year later.

    France and Germany were also guarantors, but Kiev bluntly refused to fulfil the agreements. Recently, Petr Poroshenko admitted that he had signed them but had no intention of honouring them. He explained that it was necessary to gain time for Ukraine to receive new weapons. An open and cynical statement.

    At that time, the EU tacitly connived in the subversion of the Minsk agreements by Kiev. Likewise, there was no response to Poroshenko’s candid admission. This is a disgrace for serious states that want to deal with important foreign policy challenges.

    Now we are hearing hysterical statements about the violation of all thinkable standards of international humanitarian law and about the killing of people. This is true, people are dying, but it is necessary to face the truth and stop brushing aside the facts showing that people are primarily killed by the absolutely senseless shelling of civilian districts in Donbass and other parts of Ukraine by the Ukrainian armed forces and nationalist battalions.

    Second, I would like to ask the journalists (this is easy to do in our IT age) to look at how the EU reacted over the past eight years to the deaths of thousands of civilians due to shelling by the Ukrainian authorities at a time when the Minsk agreements were still valid and gave hope for peace in Ukraine sometime in the future. There was no response at all. They just said that this was their country and they had the right to not engage in any dialogue with Donetsk and Lugansk. None of us has heard any condemnation of what the Ukrainian military was doing.

    This attitude to one’s own guarantees as regards the Minsk agreements does not apply just to Ukraine. The EU and its bureaucrats behaved exactly the same way as regards the Kosovo problem.

    Almost 10 years ago, the EU started acting as a mediator between Pristina and Belgrade at the request of the UN General Assembly. A document on creating a community of Serb-majority municipalities in Kosovo was coordinated in 2013 following these talks. Under the plan, it was decided to establish municipalities in the north of the territory that was mostly populated by Serbs. This was done to grant Serbs elementary rights in Kosovo – language, religion, culture, and economic ties with Serbia. The Minsk agreements contained almost the same provisions on the rights of Donbass in the state of Ukraine.

    Pristina buried the agreement on the community of Serb municipalities. The EU has not expressed its attitude towards this outrageous behavior by its mentees.

    I have the right to talk about the EU’s foreign policy because they were active in areas that are part of the international community agenda. It is sad to see how the EU is following the US-specified road – the collective West must be united; no step back, left or right; only forward to where their senior partner points.

    I can only hope that the EU can overcome the current difficulties. Nobody is interested in a crisis in Europe. There are countries emphasising that their policy will be determined by their own national interests. They do not want to lose their national identity, culture, religion and traditions, including how to bring up children in families. I hope this fair and natural desire will prevail and be respected. This is the main point today."

    An agreement on shipments from Black Sea ports has been signed by Moscow and Kiev in Turkey.

    "Russian and Ukrainian officials on Friday individually signed a UN and Turkey-brokered deal for the resumption of grain shipments from Black Sea ports to world markets. The agreement, which has been described in a tweet by UN Secretary-General Antonio Guterres as “a beacon of hope, possibility & relief,” consists of two documents.

    The memorandum, which is valid for three years, addresses the issue of sanctions on Russian agricultural products and fertilizers.

    The second document, which is valid for 120 days with the possibility of extension, defines the mechanism for the export of Ukrainian agricultural products from ports controlled by Ukraine.

    According to Guterres, the deal “will help avoid a food shortage catastrophe for millions worldwide.”

    Here, we take a look at some key provisions in the much-anticipated agreement:

    The UN’s role

    The memorandum assigns the UN the task of ensuring restrictions on the export of Russian agricultural products and fertilizers are lifted.

    “It is, in particular, about removing the obstacles that the US and the EU have created in the areas of finance, insurance, and logistics, to achieve specific exemptions for these products from the restrictive measures imposed against our country,” Russian Foreign Minister Sergey Lavrov said in a statement. He was pleased that Washington and Brussels had “stopped obstructing the achievement of today’s agreements” and added that signing the memorandum displays the “purely artificial character of the West’s attempts to shift the blame on Russia for problems with the supply of grain to world markets.”

    Security guarantees for the ships

    Dry cargo ships have been provided with security guarantees and will now be allowed to leave the ports. Grain-carrying vessels will not have a military escort, but the parties to the deal pledged not to attack them.

    Green corridors

    The deal provides for the creation of safety corridors from Odessa, as well as Chornomorsk and Yuzhny. Ships will navigate through these corridors in the Black Sea under the direction of Ukrainian pilots, and then pass through the Bosphorus Strait.

    Inspection

    An inspection of all grain-carrying ships will be carried out by Russian, Ukrainian, and Turkish officials at the ports chosen by Ankara in order to prevent the smuggling of weapons and ammunition.

    Coordination

    The deal mandates the immediate creation of a Joint Coordination Center, which will be based in Istanbul and will include representatives from Ukraine, Russia, and Turkey. The center will supervise the safe passage of ships along the agreed corridors.

    Russia and the UN will create a mechanism for the exchange of information on the export of products and fertilizers through the country's permanent mission to the organization."

    The unrecognized republic of Transnistria was established on September 2, 1990, on Moldovan territory on the left bank of Dniester River, inhabited by predominantly Russian-speakers. Local residents opposed the actions of Moldova’s radical politicians, who sought the republic’s separation from the USSR and unification with Romania. Moldovan officials attempted to resolve the situation by force, which ended up causing over 1,000 deaths in the conflict that followed, while tens of thousands were injured or became refugees.

    The war came to an end after a peace deal was signed in July 1992 in Moscow, and Russian peacekeepers were deployed to the conflict zone. Since then, the peacekeepers have been ensuring tranquility and stability in the region in cooperation with both Moldovan and Transnistrian servicemen, which enables Chisinau and Tiraspol to hold talks to settle the conflict.
