    CSTO won’t be drawn into Ukraine war

    "There should be no surprise that the summit meeting of the leaders of the Collective Security Treaty Organisation (CSTO) hosted by Russia at the Kremlin on May 16 fell short of articulating against the “collective West” over the Ukraine conflict. The same pattern as in the 2008 Russo-Georgian war is repeating. Russia is not dictating policies and is going along with the consensus opinion. The contrast with the US-led North Atlantic Treaty Organisation couldn’t be sharper.The president of Belarus Alexander Lukashenko said at the summit in Moscow, “It is absolutely clear that without united pushback from the CSTO allies and other integration associations in the post-Soviet space, the collective West will ratchet up its pressure.” But President Vladimir Putin was the only other speaker to echo what Lukashenko said. Putin dilated on the NATO’s expansion strategy and its implications. But the remarks by the CSTO leaders from Central Asia — Kazakhstan, Kyrgyzstan and Tajikistan — and Armenia show that they weren’t impressed. None of them even referred publicly to the Ukraine war as a topic of urgent concern for the CSTO.

    Without doubt, Washington has taken careful note. The Biden Administration singled out Kazakhstan as a special invitee to the ministerial meeting on global food security at the UN Headquarters in New York on May 18. Secretary of State Antony Blinken invited Foreign Minister Mukhtar Tileuberdi to Washington for a bilateral on May 20.

    The US has always prioritised Kazakhstan as a key partner in the Central Asian region. In retrospect, the uprising in January in Kazakhstan made no difference to Washington’s assessment. President Kassym-Jomart Tokayev’s consolidation of power in Astana — ironically, with the help of CSTO forces led by Russia — seems to work splendidly for the US.
    As Washington sees it, President Tokayev, formerly a career diplomat himself, has potential to transform Kazakhstan as a “swing state.” Thus, it estimates that Europe and the US can help the Kazakhs break free from the ties of history and move toward a freer, more independent future, which is bound to have a domino effect on the Central Asian region as a whole in due course.

    In his welcoming remarks at the meeting with Tileuberdi at the state department on Friday, Blinken said all the right things and came straight to the point — “Russia’s war of aggression against Ukraine,” which would have “profound impacts” in Central Asia in the areas of food, energy, trade, etc. The readout of the meeting said Blinken “confirmed our commitment to minimising the impact on allies and partners, including Kazakhstan, from the sanctions imposed on Russia.”

    This assurance virtually rules out secondary sanctions and will come as a matter of great relief to Kazakhstan. In fact, the primary outlet for Kazakh fossil fuels has been a pipeline to the Russian Black Sea port of Novorossiysk. Although Kazakhstan has the world’s twelfth-largest proven oil reserves and is fourteenth for gas, profiting from those resources has proven difficult because it is landlocked, making it cumbersome to bring the fuel to market and difficult to transport exploration and extraction infrastructure to the sites in the first place. Also, Russian irredentism has the potential to disrupt Kazakh energy export routes. (Three years back, Russia forced an end to Kazakh oil and coal shipments to Ukraine, which transit Russian territory by rail.)

    Paradoxically, Kazakhstan’s liberator comes from Beijing. Kazakhstan now supplies oil to China via pipeline and there is a parallel gas line that transits Turkmen exports through Kazakh territory. Whereas the conventional wisdom was that a China-Central Asia pipeline connection would be prohibitive cost-wise due to the vast distances involved, China has made the strategic investments along with Kazakh oil company KazMunaiGas, and the result is that the China National Petroleum Corporation has become Central Asia’s main energy player, overtaking Russia’s Gazprom.
    The geopolitical implications of Kazakhstan’s multi-vector policies are self-evident. Unsurprisingly, the Western majors have invested heavily in Kazakh oilfields too. Suffice to say, Washington senses that Kazakhstan’s current transition from the rule of former President Nurusultan Nazarbayev will likely fortify its independent foreign policy for years to come.

    While Washington’s engagement of the Central Asian region used to be episodic in the past, in a marked departure, the Biden Administration has shown the determination to pay sustained attention. This coincides with the sharp deterioration of US-Russia relations during the past year. The state department readout on Friday stated pointedly that “Secretary Blinken and Foreign Minister Tileuberdi plan to stay in close contact.”

    The CSTO summit in Moscow last Monday, timed to coincide with the 30th anniversary of the Collective Security Treaty and the 20th anniversary of the organisation, conveys a powerful signal that the allies of Russia and Belarus are taking a neutral stance vis-a-vis the war in Ukraine. They are neither supportive of Moscow nor opposed to it.
    However, this is not to be construed as a reflection of the character of the Russia-Kazakhstan strategic partnership. Putin has long known and worked with Tokayev, who before becoming president in 2019 served as chair of the Senate with earlier stints as prime minister and foreign minister. That said, looking back, Russia had its own compelling reasons to help Tokayev overcome the January uprising in Kazakhstan. To be sure, the presence of the CSTO troops was a game changer for Tokayev who was able to consolidate his grip on power and stabilise the situation, which in turn re-established his own position as president.

    However, as a result of it, Tokayev does not owe any “debt” to Moscow and indeed there has been no major shift in Kazakhstan’s internal or external politics in Russia’s favour, either. Five months later, we can clearly see that Kazakhstan does not support the war in Ukraine.

    Kazakhstan has ruled out any diplomatic recognition of the two breakaway republics in Donbass region. But Kazakhstan has also so far consistently abstained from international votes, such as those in the United Nations, voting neither for nor against measures directed at Russia. Nonetheless, on the other hand, Kazakhstan also maintains that it will follow the principles and norms of the UN when it comes to the Ukrainian conflict. It is a delicate trapeze act which Tokayev skilfully handles.

    The outcome of the CSTO meeting has come as a disappointment to Chinese experts who expected the leaders who gathered in Moscow “to deliver a consistent message to the West which has been sowing discord between Moscow and other CSTO members,” as a commentary in Global Times put it.

    The commentary noted: “Chinese analysts said Monday’s summit was of great significance to Russia and the bloc amid the Ukraine crisis and multiple emerging internal challenges on security and economy… On the Russia-Ukraine conflict, the Central Asian countries did not fully support Russia or criticize Russia like Western countries.”"

    Fort Macleod RCMP said police and fire crews were called to the derailment east of Fort Macleod at 8:15 a.m. Police said it happened along Highway 3 between Range Road 251 and Range Road 252.
    RCMP said the train was heading west when about 43 cars carrying potash derailed.

    There are no injuries or concerns to public safety, the RCMP said. CP Rail has also responded to the incident.

    “CP personnel have responded to the scene and recovery operations are under way. The cause of the derailment is under investigation,” read a statement from CP Rail.

    The RCMP said traffic along Highway 3 is being rerouted to allow crews to work. The detour is expected to last several hours, police said just before 11:30 a.m.

    Westbound traffic is being diverted onto the shoulder of Highway 3. The public is asked to avoid the area.

    Fort Macleod is located about 45 kilometres west of Lethbridge.

    Updated highway reports can be found on 511 Alberta."

    On May 22, Armenian Prime Minister Nikol Pashinyan and Azerbaijan’s President Ilham Aliyev held a meeting in Brussels under the mediation of President of the European Council Charles Michel. They agreed, in particular, to hold the first meeting of delimitation commissions at the border in the coming days.     U.S. and NATO Allies Blockade Russia’s Economy, Then Blame Russia for World Hunger

    Can Russia be possibly portrayed as any more evil and monstrous than that, as per Western propaganda narratives of Russophobia?

    "In an incredible feat of hypocrisy, the United States and European Union are accusing Russia of using food exports and global hunger as a weapon.

    Just when you think you’ve heard the most absurd smear, the Western powers outdo their own perverse ranting and Russophobia.

    Previously, Russia has been accused of weaponizing energy trade and mass refugee flows in waging a dastardly “hybrid war” to “undermine Western democracies”. Oh, those evil, evil Russians! Cue the James Bond villain caricatures, please.

    Never mind that Russia has for decades been a reliable supplier of economical oil and gas to the European Union crucial for the bloc’s civilizational existence. Even during recent geopolitical tensions and insults, Moscow has ensured full delivery of its contracted hydrocarbon resources to drive Europe’s economies and heat European households. Russia has long invested in developing infrastructure to underpin its strategic role as an energy supplier to Europe. And yet when Russia provides even more reliable pipeline infrastructure in the form of Nord Stream 2 under the Baltic Sea it has incurred nothing but foolish and insolent accusations of using energy as a weapon. It is the United States and its lackey European governments who are using the vital resource as a weapon and politicizing economic relations for selfish strategic reasons that end up riling dangerous warlike tensions and conflict while jeopardizing the well-being of ordinary citizens.

    Likewise, when Europe was facing a migration crisis in recent years from millions of displaced people fleeing to the European Union from the Middle East and North Africa, it was Moscow that ended up being accused of “weaponizing refugees”. The dislocation of millions of people from Libya, Syria, Iraq and Afghanistan, among other countries, was and is directly caused by U.S.-led NATO wars. And yet again, Russia was blamed for weaponizing the phenomenal mass migration in an alleged plan to destabilize the EU. Let’s remember that it was Russia’s military intervention in support of Syria against a covert war for regime change sponsored by the U.S. and its European NATO allies that put an end to that criminal war. If the United States and its NATO accomplices had succeeded in completely destroying Syria as they had done elsewhere, it is a fair assumption that the refugee numbers flowing to Europe would have been even greater.

    Russia’s alleged ability for “hybrid warfare” – is based on a thoroughly debased prejudice among Western imperial powers that is echoed in the dutiful Western propaganda system known as the “news media”. To accuse Moscow and in particular Russian President Vladimir Putin of such heinous machinations is a betrayal of the diseased minds that prevail in the Western powers, diseased by Russophobia and their imperial arrogance. There is also a large factor of guilt projection whether conscious or not. That is, the U.S. and its NATO lackeys accuse Russia of the very crimes that they have committed on a world-beating scale.

    And so, we come to the latest manifestation of malignant doublethink and hypocrisy – accusing Russia of starving the world.

    This week U.S. Secretary of State Antony Blinken and the European Commission President Ursula Von der Leyen both leveled the allegation that Moscow was blocking exports of wheat and other staple foods to the world market, thereby causing crippling shortages and price inflation. That, in turn, is inflicting hunger on the world, especially among food insecure poor countries. The United Nations has warned of an impending global food crisis.

    Ominously, the Wall Street Journal’s editorial board urged a naval intervention by the U.S. and its allies to “escort shipping” in the Black Sea. That would result in an overt escalation by NATO powers based on a disingenuous pretext: NATO goes to war to feed the world! In a similar cynical fashion to past pretexts of “protecting human rights”.

    Can Russia be possibly portrayed as any more evil and monstrous than that, as per Western propaganda narratives of Russophobia?

    The war in Ukraine has certainly impacted critical exports of wheat and other staple grain products. Russia and Ukraine account for about a third of the world’s supply of wheat. The Black Sea shipping of agricultural and other commodities has been disrupted since Russia launched its military operation in Ukraine on February 24, over three months ago.

    But this conflict was primarily created by the U.S. and NATO policy of weaponizing the far-right Ukrainian regime to attack Russian people and destabilize Moscow. After eight years of deadly provocations, President Putin ordered an intervention to preempt the growing hostility.

    If agricultural exports have been halted and world prices impacted, then the Western powers should be the ones held responsible for recklessly stoking a war in the first place. Secondly, the ports of Mariupol and Odessa have been mined by the NATO-backed regime in Kiev. This is why civilian shipping has been hampered. That amounts to criminal conduct by the NATO side, not Russia.

    Thirdly, Blinken and Von der Leyen complain that Russia is deliberately with-holding exports of wheat and other foods. The fact is Russia is being subjected to economic warfare in the form of illegal and unilateral sanctions on its ability to conduct international financial transactions. Russia finds itself in an “existential challenge” from Western imperial powers who are waging a “total war” to destroy Moscow’s government. And yet, Russia is accused of not exporting food to the rest of the world.

    The arrogant Western powers betray a mentality that is tantamount to a robber berating a house owner for not leaving doors and windows wide open for his convenience.
    The fact is reckless Western elites have hit their own citizens and societies with unprecedented problems over migration due to their criminal wars and with spiraling living costs due to their aggravation of relations with Russia over energy and other trade. The Western ruling class are the ones waging hybrid war – against Russia, China, and others, as well as against their own populations.

    If the Western powers had any concern about food security and hunger (they certainly don’t) why are they funneling weapons worth hundreds of billions of dollars and euros into Ukraine to intensify the conflict? Washington and its European vassals are deliberately thwarting any political, diplomatic resolution to the conflict in Ukraine and more widely with Russia. They are the culprits for endangering the planet, not just from mass hunger, but also from world war."

    The Eurasian Economic Union Steps Up

    The Eurasian Economic Forum has shown once again that this high-speed – economic integration – train has already left the station.

    "The first Eurasian Economic Forum, in Bishkek, Kyrgyzstan, took place this week at a very sensitive geopolitical juncture, as Russian Foreign Minister Sergei Lavrov keeps stressing that, “the West has declared total war against us, against the entire Russian world. Nobody even hides this now.”

    It’s always important to remember that before Maidan in 2014, Ukraine had the option to become a full member of the Eurasian Economic Union (EAEU), and even balance it with a loose association with the EU.
    The EAEU comprises five full members – Russia, Kazakhstan, Kyrgyzstan, Belarus and Armenia – yet 14 nations sent delegations to the forum, including China, Vietnam and Latin American nations.
    There was much rumbling that the proceedings would be jeopardized by the serial sanctions packages imposed on Russia by the collective West. There’s no question that some EAEU members – such as Kazakhstan – seem to be more worried about the effects of the sanctions than about fine-tuning business with Russia. Yet that’s not the point.

    The crucial point is that by 2025 they have to harmonize their legislation concerning financial markets. And that’s directly connected to what the executive body of the EAEU, led by Sergey Glazyev, is working on, extensively: designing the lineaments of an alternative financial/economic system to what the West would rather coin as Bretton Woods 3.

    The Eurasian Economic Forum was established by the Supreme Eurasian Economic Council explicitly to further deepen economic cooperation between EAEU members. No wonder the official theme of the forum was Eurasian Economic Integration in the Era of Global Shifts: New Investment Opportunities, focusing on strategic development in the industrial, energy, transport, financial, and digital areas.

    So Many Converging Strategies


    President Putin’s speech to the plenary session was quite revealing. To really appreciate the scope of what’s implied, it’s important to remember that the Greater Eurasian Partnership concept was presented by Putin in 2016 at the St. Petersburg Economic Forum, focused on a “more extensive Eurasian partnership involving the Eurasian Economic Union” and including China, Pakistan, Iran and India.

    Putin stressed how the drive for developing ties “within the framework of the Greater Eurasian Partnership” (…) “was not the political situation but global economic trends, because the centre of economic development is gradually – we are aware of this, and our businesspeople are aware of this – is gradually moving, continues to move into the Asia-Pacific Region.”
    He added, “in the current international conditions when, unfortunately, traditional trade and economic links and supply chains are being disrupted”, the Greater Eurasian Partnership “is gaining a special meaning.”
    Putin established a direct connection not only between the Greater Eurasian Partnership and EAEU members but also “BRICS members such as China and India”, “the Shanghai Cooperation Organization, ASEAN and other organizations.”

    And that’s the core of the whole, ongoing, multi-layered process of Eurasia integration, with the China-led New Silk Roads intersecting with the Eurasia Economic Union, the SCO, BRICS+, and other converging strategies.
    Lavrov this week said that Argentina and Saudi Arabia want to join BRICS, whose next summer in China is being meticulously prepared. Not only that: Lavrov mentioned how quite a few Arab nations want to join the SCO. He was careful to describe this process of converging alliances as “not antagonistic”.

    Putin for his part was careful to define the Greater Eurasian Partnership as “a big civilizational project. The main idea is to create a common space for equitable cooperation for regional organizations”, changing “the political and economic architecture on the entire continent.”

    Thus, the necessity to “draft a comprehensive strategy for developing large-scale Eurasian partnership”, including “a roadmap for industrialization”. That translates in practice as developing “engineering centers and research centers. This is inevitable for any country that wants to increase its economic, financial, and ultimately political sovereignty. It is inevitable.”

    Yaroslav Lissovolik at the Valdai Club is one of the top analysts tracking how this convergence may profit the whole Global South. He stresses that among the “variability and diversity in the platforms that may be launched by Global South economies, the most sizeable and comprehensive of which could include the aggregation of CELAC (Latin America), African Union (Africa)”, and the SCO in Eurasia.

    And an even more diverse set of “regional blocs that targets deeper integration could feature a BRICS+ platform that comprises the South African Development Community (SADC), MERCOSUR, BIMSTEC”, the China-ASEAN free trade agreement, and the EAEU.

    The Eurasian Economic Forum has shown once again that this high-speed – economic integration – train has already left the station. It’s quite enlightening to notice the sharp contrast with the endless doom and gloom afflicting a collective West prone to inflation, energy shortages, food shortages, fictional “narratives” and the defense of neo-Nazis under the banner of liberal “democracy”

    Russian military to open Black Sea-bound corridor for vessels leaving Mariupol port

    "Starting from 08:00 Moscow time on May 12, the Russian armed forces will open a humanitarian corridor to the Black Sea, allowing foreign vessels to safely exit the port of Mariupol, the chief of Russia’s National Defense Management Center, Col. Gen. Mikhail Mizintsev, said on Tuesday.

    "In order to ensure safe exit of foreign vessels from the port of Mariupol, a 115-mile-long and two-mile-wide corridor towards the Black Sea will be organized from 08:00 Moscow time on May 25," said Mizintsev, who also heads the Russian Joint Coordination Headquarters for Humanitarian Response in Ukraine.

    "As a result of a complex of measures taken by the Russian Navy, the danger of mines has been eliminated in the port of Mariupol, measures to rebuilt port infrastructure are under way," the Russian official added.
    Combat engineers of the Black Sea Fleet and engineer troops have completed their work to clear the territory of the Mariupol seaport of mines, Russia’s Defense Ministry reported earlier on Tuesday. Over 12,000 explosive devices and items of armament abandoned by Ukrainian militants have been uncovered and rendered harmless.

    The Russian personnel have also cleared approach canals and internal water areas of sunken vessels and other navigational obstacles and demilitarized the port. Overall, they have inspected over 1.5 million square meters of the water area, 18 berths and 32 vessels, the ministry reported. The Russian combat engineer squads have also removed mines from the coastline of the Sea of Azov adjacent to the Mariupol seaport."

    Russia having control of the Port of Mariupol, the Sea of Azov, the Kerch Strait bridge and the Black Sea to the exit at the Bosphorus means Ukraine can no longer stop Russia importing or exporting civilian products.

    Whether NaGastan, or it's "allies", will try more piracy is unknown. Possibly the world will prefer Russian grains being made available, to the alleged starving hoards, to take their war to another dimension, only POTUS knows.

    The optics suggest otherwise. The Greeks shipowners will make another killing, buying low, selling high.

Turns out, Kiev will pay for weapons with wheat. In fact, the US itself provokes food crisis in Ukraine, depriving it of grain reserves," the diplomat said, commenting on the situation with food security amid statements by official representatives of foreign states about the alleged "blocking" of the Black Sea.

    She stressed that the US and the EU voiced intentions to export 20 mln tonnes of grain from Ukraine within 2.5 months, allegedly for their transportation to African and Middle Eastern countries in order to prevent a food crisis. "However, in reality, grain is transported to warehouses in Europe. Rail, road, and river routes are organized for its delivery to destinations in Germany, Poland, Lithuania, Romania, and Bulgaria," she added.

    "The West’s attempts to pin all troubles on a special military operation and accuse Russia of blocking foreign ships in the ports of the Black and Azov Seas are absolutely groundless," she continued. "Prices for agricultural products surged back in 2020, which is by no means the result of the special military operation. The pandemic has caused major disruptions to supply chains and significantly increased the price of food transportation services," Zakharova said.

    According to the diplomat, the UN Food and Agriculture Organization experts have repeatedly noted that prices reached record-breaking figures before February 2022.

    She emphasized, the anti-Russian sanctions of the West, which led to ruptured ties in the global logistics and transport infrastructure, became the "main catalyst" of the existing negative trends."

    LNG demand is expected to outstrip supply as the West shifts away from Russia, data shows.

    "The liquefied natural gas (LNG) market could be hit with a potentially historic shortage this winter as the world rushes to secure the super-chilled fuel, Bloomberg reported this week, citing experts.

    According to the sources, the EU’s plan to cut imports of piped Russian gas by two-thirds by the end of this year and replace it with LNG from the US and Africa is sharply intensifying competition for the power-plant and heating fuel.
    In a normal year, LNG importers stock up on supplies for the peak winter season over the summer. They started replenishing stockpiles earlier this year, people with knowledge of the matter said, noting that the looming supply crunch risks driving up electricity bills and inflation.

    “This coming winter has everyone on edge,” James Whistler, the global head of energy derivatives at Simpson Spence Young, told the media outlet. “All things point to tight supply under normal conditions, but additional risks are also present,” he added.

    Rystad Energy estimated this month that global demand will hit 436 million tons in 2022, outpacing 410 million tons of available supply."

    EU won't approve full Russian oil embargo – Bloomberg

    Brussels proposes an initial ban only applying to seaborne crude, according to Bloomberg.

    "The European Commission has suggested kick-starting an embargo on Russian oil by giving up on seaborne deliveries, while delaying a ban on pipeline supplies, Bloomberg reported on Saturday, citing “people familiar with the matter.”The revised proposal was sent to the governments of member states on Saturday and could be discussed by EU ambassadors as soon as Sunday, according to the news agency.

    The EU's executive arm says shipments of oil through the Druzhba pipeline, which connects Russia to Ukraine, Belarus, Poland, Hungary, Slovakia, the Czech Republic, Austria and Germany, should for now be spared from the embargo that the bloc is looking to impose on Moscow over its military offensive against Ukraine."
