    NATO Chief Raises Alarm on Russia Military Build-Up Near Ukraine

    (Bloomberg) -- The head of the NATO military alliance urged Russia to prevent any escalation in the wake of its build-up of forces near the border with Ukraine.

    “What we see is a significant, large Russian military build-up, we see an unusual concentration of troops and we know Russia has been willing to use these types of military capabilities before to conduct aggressive actions against Ukraine,” Jens Stoltenberg, secretary general of the 30-nation North Atlantic Treaty Organization, told reporters on Monday.

    “We call on Russia to be transparent on their military activities, to reduce tensions and to prevent any escalation,” Stoltenberg said after talks with Ukrainian Foreign Minister Dmytro Kuleba in Brussels. “This is a clear message from all NATO allies.”

    The build-up of tanks and troops near the border with Ukraine has western capitals worried that Russian President Vladimir Putin could be planning a repeat of the 2014 invasion. In Moscow, senior officials and others close to the leadership say the Kremlin aims to make clear that any further western steps to provide weapons or expand military facilities in Ukraine would cross Russia’s red line.

    Stoltenberg declined to elaborate on the size or composition of the Russian deployment. “The fact that we see this military build-up also reduces any warning time between a decision in Russia before they’re able to conduct a military aggressive action against Ukraine,” Stoltenberg said.

    “What we currently see along the border is not a purely military build-up because Russia has already brought a military armada to our borders in spring and has never really withdrawn since,” Kuleba said. “What we see now is a deteriorating situation where Russia is demonstrating that it can quickly activate the already amassed troops and equipment and that every option including a military one is on the table.”

    He is just behaving like this because he understands the Russian psyche. They always want to feel like they have the biggest dick in the room. If the public see's him swinging around their big metal dicks, then they can forgive him for most of the other atrocious shit he says and does. This is one of a few games he must act out in order to maintain power. We should not take in personally, it is just what he has to do to maintain power in his own little sad hermit ice kingdom.     "The certification of the controversial Nord Stream 2 gas pipeline connecting Russia and Germany will be paused until the company behind it reorganizes in accordance with German law, the country’s regulator announced on Tuesday. The news immediately led to a sharp rise in the price of gas in Europe, with futures in Europe increasing by more than 10%, to $1,029 per 1,000 cubic meters, according to data from the Intercontinental Exchange.

    The standoff concerns an insistence from the German Federal Network Agency (BNetzA) that the operator of the pipeline must only be registered as a German entity, while the Nord Stream 2 AG company is based in Switzerland.

    It has opted to establish a subsidiary in Germany to oversee the part of the pipeline that goes through the country, but the regulator says that most assets should be transferred to that firm.

    The certification will resume only after this transfer is completed and the German subsidiary files a new application, BNetzA said. It will then be studied during the remaining part of the four-month-long approval period.

    Nord Stream 2 AG applied for certification of the pipeline this June, but the German regulator deemed that it had received all the required papers only in early September. That’s when the four-month certification process started, meaning that the draft decision might not be published by BNetzA before January 2022.

    The approval process was further complicated after Poland and Ukraine – both strongly opposed to the project – were given the right to participate in it. However, they can only issue their judgement on the project, and lack veto powers to block it.

    The construction of the underwater pipeline, which was carried out despite strong opposition from the US, was completed in September, and it was later filled with gas.

    Russia's Biggest Move Yet To Take Control Of The European Gas Market

    • A senior Russian official believes this was the final act in securing control over the European energy market




    • While Iran appears to have lost out economically on this deal, it will provide the Islamic Republic geopolitical support and the IRGC a nice slush fund



    "A deal finalized last week to develop Iran’s multi-trillion dollar new gas discovery, the Chalous field, will see Russian companies hold the major share in it, followed by Chinese companies, and only then Iranian ones, sources close to the deal exclusively told OilPrice.com. This is despite Chalous’s position unequivocally within the Iranian sector of the Caspian Sea, over which the Islamic Republic has complete sovereignty.

    Billions of dollars in additional capital investment are scheduled to come from financial institutions in Germany, Austria, and Italy, as the indications are that the size of Chalous’s gas reserves are even greater now than initially thought. According to one of the senior Russian officials involved in negotiating the deal: “This is the final act of securing control over the European energy market.”

    In context, the wider Caspian basins area, including both onshore and offshore fields, is conservatively estimated to have around 48 billion barrels of oil and 292 trillion cubic feet of natural gas in proven and probable reserves.

    In 2019, Russia was instrumental in manipulating a change in the legal status of the Caspian basins area that meant that Iran’s share of the total revenues from the entire Caspian site was slashed from 50-50 split with the USSR that it had enjoyed as from the original agreement made in 1921 (on ‘fishing rights’) and amended in 1924 to include ‘any and all resources recovered’ to just 11.875 percent. Before the Chalous discovery, this meant that Iran would lose at least US$3.2 trillion in revenues from the lost value of energy products across the shared assets of the Caspian Sea resource going forward. Given the latest internal-use only estimates from Iran and Russia, this figure will now be a lot higher.

    Previously, the estimates of Iran and Russia were that Chalous contained around 3.5 trillion cubic meters (Tcm) of gas in place. This equated to around one-quarter of the 14.2 Tcm of gas reserves contained in Iran’s supergiant South Pars natural gas field that already accounts for around 40 percent of Iran’s total estimated 33.8 Tcm of gas reserves and about 80 percent of its gas production.

    As it now stands, though, revealed exclusively to OilPrice.com, following further studies by Russia, the Chalous discovery is now seen as essentially a twin-field site, nine kilometers apart, with ‘Greater’ Chalous having 5.9 trillion cubic meters (Tcm) of gas in place, and ‘Lesser’ Chalous having 1.2 Tcm of gas, giving a combined figure of 7.1 Tcm of gas.

    Therefore, the new Chalous figures would give Iran a total natural gas reserves figure of 40.9 Tcm, whilst Russia – for a long time, the holder of the largest gas reserves in the world – officially has just under 48 Tcm. That Russian figure, though, has not been revised to account for usage, wastage, and gas field degradation for many years, and, according to Russian gas sources, is around 38.99 Tcm as of the end of 2020. Consequently, the Chalous find makes Iran the biggest gas reserves holder in the world.

    These new estimates, on top of recent developments in the European gas market, have led to a change in the plan that had been agreed on between Iran and Russia and had remained in play up until around a month ago.

    The plan had been for Iran’s side of the development to be led by the Khazar Exploration and Production Company (KEPCO), with the additional principal participation of then-to-be finalized Russian companies.

    Following both the upgrading of the gas reserves estimates in Chalous and spiraling gas prices across Europe in the previous weeks, the new stake split in the combined Chalous twin-sites is as follows:

    Russia’s Gazprom and Transneft will together hold a 40 percent share, China’s CNPC and CNOOC together a 28 percent share, and KEPCO a 25 percent share only.

    “Gazprom will have overall responsibility for managing the Chalous development, Transneft will do the transportation and related operations, CNPC is doing a lot of the financing and providing the necessary banking facilities, and CNOOC will be doing the infrastructure parts and engineering,” said one of the sources.

    Regarding developments on the Belarus-EU border, the emphasis on both sides was on the importance of resolving the migration crisis in conformity with the norms of international humanitarian law. In this context, Vladimir Putin described as counterproductive the intentions of European states to impose another round of sanctions on Belarus.

    The use of water cannon, tear gas, stun grenades and other riot control means by Polish security forces was raised. Hope was expressed that Charles Michel would work with Warsaw to prevent violence against the migrants and actions that might inflame the situation.

    During an exchange on the domestic Ukrainian conflict, it was emphasised that there is no alternative to the Minsk Package of Measures as the foundation for a settlement. The President of Russia expressed concern over Ukraine’s continued provocations aimed at fuelling tensions on the contact line. The need for Kiev to end its policy of discrimination against its Russian-speaking population, in violation of Ukraine’s international commitments, was also addressed.

    At the request of Mr Michel, Vladimir Putin informed him about the steps taken to implement the provisions of the trilateral agreements on Nagorno-Karabakh of November 9, 2020, and January 11, 2021. These agreements will make it possible to restore peaceful life and rebuild economic and transport ties in the South Caucasus. The presidents of Russia and Azerbaijan and the prime minister of Armenia will review these matters at their meeting in Sochi on November 26.

    Washington is on edge as Russia's military buildup threatens a confrontation, with fears escalating following reports that U.S. intelligence shows Russian forces preparing to push into Ukraine.


    Even as the nation’s capital goes quiet for the Thanksgiving holiday, the Biden administration must contend with reports that nearly 100,000 Russian troops are stationed at various locations on the country's western border, with no sign of those numbers waning.


    Tensions have grown so high that the U.S. Embassy in Ukraine on Wednesday warned of “unusual Russian military activity” near Ukraine's eastern border and in the annexed peninsula of Crimea, telling U.S. citizens not to travel there.




    “U.S. citizens are reminded the security conditions along the border may change with little or no notice,” the embassy said.


    The new warnings come as Ukraine, a strategic U.S. ally, this week began to publicly trumpet that Russia could invade as soon as January or early February, much like when it annexed the Crimean Peninsula in 2014 and backed an insurgency in eastern parts of the country that continued on. More than 14,000 people have since been killed in that conflict.


    A similar land grab, which would be the second in less than 10 years, has global implications and could trigger a massive military conflict as well as geopolitical strife between Russia and Western nations.

    "Moldova said Friday that it had paid off its debts to Gazprom after the Russian energy giant threatened to cut off gas supplies in the small ex-Soviet country.

    Friday was Moldova's deadline to make the outstanding payments of over $74 million (66 million euros), according to Moldova's Deputy Prime Minister Andrei Spinu.

    Initially set for Wednesday, Russia had extended the deadline by 48 hours as a gesture of "goodwill".

    Moldova's parliament on Thursday approved changes to the budget to help Gazprom's subsidiary Moldovagaz pay off its debt.


    Moldovagaz, the national energy company half-owned by Gazprom, said in a statement Friday that it had transferred the payment to the Russian firm "for the consumption of natural gas in October and in the first half of November this year."

    Wedged between Romania and Ukraine, Moldova has traditionally received gas from Russia via its pro-Moscow separatist region of Transnistria and through Ukraine.

    Moldova and Gazprom extended their gas contract by five years late last month after a bitter stand-off over a hike in gas prices.


    Faced with gas shortages, Chisinau had declared a state of emergency and signed a gas supply contract with a country other than Russia for the first time."

    To conclude our trilateral meeting, I would like to thank again my colleagues, the President of Azerbaijan and the Prime Minister of Armenia, for agreeing to come to Russia today and to discuss the situation taking shape in the region in general and as regards the settlement of the Karabakh problem.

    I should say from the start that our talks today were very constructive. It was an in-depth analysis of the current situation. We gave credit to the efforts of the Russian peacekeepers, border guards and those specialists who conduct mine clearing and ensure people’s return to their homes.

    I also want to stress that we agreed on a number of issues which I consider vital.

    The first of them is the establishment of mechanisms for border demarcation and delimitation between the two states, and we agreed to complete this work by the end of the year. I hope it will happen as soon as possible. There are no obstacles to establishing such mechanisms.

    Second, I would like to mention a very important and sensitive point related to humanitarian issues, and we have also made good progress here.

    Finally, we held an in-depth discussion on economic issues, on developing economic ties, and spoke about unblocking transport corridors as the first step. This concerns both railway and road traffic.

    I think we ought to thank our deputy prime ministers who have been working on this issue for a long time, and we agreed that next week they will meet in Moscow to sum up some of the results and announce the decisions we approved today.

    Thank you very much once again for today’s work. I want to thank both the President of Azerbaijan and the Prime Minister of Armenia.

    Thank you very much, Mr President.

    To begin with, let me once again express my gratitude for today’s meeting as well as for your efforts to create a favourable atmosphere in resolving issues between Azerbaijan and Armenia.

    A year has passed since the trilateral Statement put an end to the war between the two countries, and we generally view this year as a positive one. I would like to use this opportunity to thank you again, Mr President, and the Russian Defence Ministry for the peacekeeping efforts in Karabakh. There have been no serious incidents in the zone of responsibility of the Russian peacekeeping forces.

    There have been many important events during this year. This is our second meeting in this format; the first one was held at the beginning of the year and this one is to finish the year. I do not want to repeat what the President of Russia said about delimitation, demarcation and unblocking of transport arteries.

    Today we have had a very detailed and I would say sincere talk on all these issues. We openly discussed our plans that cause concern of both parties, and I think the key is that the decisions we made regarding settling arguments and disputes will contribute to making the situation in the South Caucasus safer and more predictable.

    Also, as the President of Russia noted, humanitarian issues were discussed. Azerbaijan always consistently advocated the observance of all humanitarian norms, be it during hostilities or afterwards. I must say that after the hostilities ended, over 100 Armenian servicemen were returned to Armenia, including one today who had been wounded and was treated by Azerbaijani doctors, as well as a civilian who got lost on our territory. It means we have always proceeded from the primacy of the principle of humanism and we are set to proceed in that direction. We see the same commitment from the Armenian side to build conditions for the situation in the region to be more predictable.

    I repeatedly said that we in Azerbaijan are ready to turn the page after many years of confrontation with Armenia and start the stage of normal interaction. I think in this format we are approaching our goals. Russia is a friend and strategic partner for Azerbaijan, I would even say, more than a strategic partner, and the level of trust-based relations between Azerbaijan and Russia also contributed to finding a solution to the most sensitive issues with Armenia.

    I think our meeting will yield good results, which will be visible very soon and the situation in the region will become safer and more predictable.

    Mr President, thank you again for the invitation and for today’s meeting.

    Mr President, allow me to thank you again for the invitation and, of course, for creating a positive working atmosphere.

    I want to stress that we had a very positive meeting, a positive conversation. We discussed practically all the issues on the agenda. It was not a meeting meant to conceal problems. It was a meeting where we openly discussed all issues. I want to note that it is very positive that we clarified our positions and it turned out that we do not have disagreements on some issues which seemed to exist prior to the meeting.

    I want to say that indeed, regarding reopening of all transport and economic routes in the region we stated that we have a common understanding of how the routes will operate.

    The topic of delimitation, demarcation and the start of this process is not new, and we discussed it as well. We also adopted a trilateral Statement, which says that conditions need to be established for that, which means some sort of security and stability mechanisms on the border between Armenia and Azerbaijan must be created.

    Obviously, humanitarian issues were also discussed.

    I generally hold a very positive view of today’s talks and today’s meeting. I want to thank our strategic ally, the Russian Federation, for the initiative. I think that if our talks gain momentum based on this meeting, we can expect real results.

    I reaffirm the readiness of Armenia and the Government of Armenia, which got its mandate from the people of Armenia, to usher in the era of peaceful development for our country and for our region. We are committed to that and today’s meeting clearly contributed to the implementation of this agenda.

    To conclude, I want to stress again that the meeting was highly useful and timely. As has been said, we signed a Statement on the results of our today’s work. The public and the media can read that statement. It gives a more detailed account of what we worked on and what we agreed on.

    You can see to my left our present to both our Armenian and Azerbaijani friends: an olive branch, a symbol of peace and wellbeing. I sincerely hope that today’s agreements will be followed on and will create conditions for further steps in normalising relation in the entire South Caucasus. "
