Maybe you are reading the list back to front misskit, Top 50 means that number 1 is the worst, they start from the lesser (50) and end up at number 1 way down the bottom, Its easy to gather as you will see that the stats get progressively worse as you go down the page.

A tip for how to be sure about what political party the mayor is, simply copy the city name into Wiki search and add "mayor" on the end, comes up fast and easy.
The 1 i found was a Republican scumbag was Stockton California, but you will see that its been bouncing around there. and he got in in 2021.
