Well that kind of says it all really.
The real flood of refugees started when Assad (well Putin really) was bombing around Damascus and Aleppo and destroyed critical infrastructure like water supplies, electricity and hospitals.

It seems the Western attitude to Syria is the same as that towards HK. Perpetually sulking, because they couldn't get their way. :)
I think you might have your time table a little bit confused
"Shortly after the civil war broke out in 2011, the U.S. initially supplied the rebels of the Free Syrian Army "
"$1 billion covert program called Timber Sycamore conducted by the Central Intelligence Agency (CIA) aimed at fighting Syrian President Bashar al-Assad was more successful, but was decimated by Russian bombing, and canceled in mid-2017 by the Trump administration."

It is deceptive and pointless.
I think you have selective reading.
you said: " The real flood of refugees started when Assad (well Putin really) "
Did you read the part where the russians came into this conflict 2015? where the US became involved in
2011.
Coincidently the year the Syrian refugee problem started.
If you didn't know what a disgusting piece of subhuman scum Assad is, you do now.

Assad bombs rebel-held Syrian town 'immediately' after earthquake
The Syrian government bombed an opposition-held area of the country in the immediate aftermath of the earthquake, according to the UK government.
President Bashar al-Assad launched a "truly callous and heinous attack" on Marea, a town in northwestern Syria affected by the earthquake, said MP Alicia Kearns, who chairs the Foreign Affairs Committee.
Foreign Secretary James Cleverly criticised the Assad regime for the "completely unacceptable bombing".
Mr Cleverly said: "[Ms Kearns] is absolutely right to highlight the completely unacceptable bombing of areas in the immediate aftermath of this natural disaster.
"Sadly it speaks to a long-standing pattern of behaviour by the Assad regime, a regime that we condemn, have sanctioned and will continue to bring about sanctions - working with our international friends and partners - to try and prevent behaviour like this occurring again."
Much of Syria has been ravaged by years of civil war and contested control of territories near the border with Turkey.
