Is there an online or published Government Gazette on the web that we can read online?
Not any more. You used to be able to get it here http://library2.tu.ac.th/gazette/index.html but, as usual, they've completely fokked up their website. Check out this site, EPPO : Complete Royal Thai Government Web Sites Directory. Maybe you can find the information you want there. If you do get a copy it'll be in Thai. If you can't read Thai these guys do an English version of it International Translations Office, Bangkok, Thailand. I've got no idea what they charge.
I used to use ITO and they are good. But they're a little slow - about a month or so after publication.
The Ministry of Justice used to have a Thai language version online. Not sure if they still do.
also, a hard copy of GG is free to any licensed lawyer registered with the Law Society of Thailand - or at least, that used to be the case.

I haven't seen it in English. I was looking for it today, for a search, and saw this topic.

PS: I don't read Thai fluently (I can read a Thai menu at a restaurant) but I wish I could do more.
If you can get an online Thai copy, you can use google translate to copy it into English
^I doubt that that is such a good idea for legal stuff, relying on google for something as important as that seems a bit dumb, maybe ok to just get the jist of it though.
^ I know it can screw my English up when i use it to translate my emails to the GF.
A good test for these pc translators is to translate it back from the target language Soon see the glitches even between "related' languages like Danish and Swedish It is expensive and inconvenient but a proper translator is money well spent
