Request advice on certificate of residency

Hi, all. I've lived in Thailand for 10 years on O-A and extensions, but never had need for a "Certificate of Residency." For banks accounts, licensing and other things that often require the COR, I've always used my long-term rental agreement. HOWEVER...now I read that returning expats will/may be required to show a COR in addition to COVID testing/vaccination docs. Here's my question:

As far as I can tell, CORs are only good for 30 days. I'm planning on flying to the U.S. for 6 weeks in September. Any ideas on how I might get around that "Catch-22" when I fly back? My logical guess would be to show the 2-week expired COR AND my valid long-term rental contract, but that seems a little risky. AND, I can just not worry about it and hope it all goes away in the next 5 months. Also rather risky.

Anybody ever dealt with anything like this before?

I lived in Thailand for 12.5 years, but left in late 2018. I have never even heard of a Certificate of Residency. Hope this helps.

Try your Local District Office. If they are not sure what you mean, the officer at my LDO didn't, ask them to telephone your local TIO. I had a similar request and between themselves agreed what paperwork was acceptable.

Get a yellow house book and pink ID card. Then you never need a COR again.

When:
Buying/selling vehicles.
Renewing motorbike and car driving licenses.
Opening bank accounts etc.
Wanting to feel a bit smug over something quite meaningless.

Logically one would assume so.

I suspect not being offered as evidence very often. Asking your local TIO's legal advisor to interpret the head office produced "Visa Requirements Handout", in your favour, maybe pushing the envelope too far.

Has your local TIO confirmed these items are sufficient evidence?

Or do they assume, as many Thai citizens do, that updating their official, current address can be left until bukra inshalla.

I can get a yellow house book and pink ID card without owning property? Never heard of that before.

You can, no problem. Probably less than 1% of yellow book holders own property here. :-) It has no relation to property ownership.

Your district office is where you apply. It takes a helpful officer, which I have, lots of visa application type paperwork, 4 or 5 months and a local bigwigs nod/approval/knowing you for X years and your village involvement.

I've only used my ID card a few times. Once along with my Thai DL, at a roadside police check. The officer did ask his superior, who smiled and waived us through. Other times' when visiting our local hospital.

It appears there are only two pink ID cardholders in my district. Mine is X_ XXXXX_ 00000 _02 _0

Unless u have a WP< its needed to get a drivers license and boat license Plus to buy/sell a vehicle

The yellow book thing is probably the one thing in the country where every single office is different in 'their' requirements. Though those requirements are largely made up by themselves.

They will pretend it isn't the case, but they are legally entitled to give you the yellow book.

So, when applying, have this printed out in large writing and in their view, on the top of your stack of copied documents.


Any hiccups, act dumbfouned, and say 'Oh, there must be a change in the requirements, one minute please and refer to the sheet and call the Bora number.

Thai Civil Registration Act 2551 [2008]

Section 21. Section 38 of the Civil Registration Act B.E. 2534 shall be repealed and replaced by the following:

“Section 38. The district or local registrar shall issue a household registration for persons without Thai nationality having been permitted to stay temporarily and those having been giving leniency for temporary residence in the Thai Kingdom as a special case in accordance with law on immigration and the declaration of the Cabinet and their children born within the Thai Kingdom. In a case of permission of temporary residence overdue, the registrar shall immediately dispose of such persons.
The Director of Central Registration shall make profile registration for persons without Thai nationality besides those under paragraph one in accordance with the declaration of the Cabinet.
Registrations under paragraph one and two shall lie in the manner prescribed in the regulations under the discretion of the Director of Central Registration.”



You won't make any friends, but you'll get your yellow house book. :)

I hadn't heard of a CoR before seeing this thread.

I got my yellow book and accompanying pink ID card not too long ago. I went to the Amphur office for mine, my address being just outside the Tessaban. Locals can get their ID's replaced at the Tessaban if they live inside that zone, I don't know if the Tessaban can also do yellow books for farangs. You need to find out which office is right for you.

The gf and I tried a couple of times for the yellow book. The woman at the front desk was fine, the boss at the back was not. All the documents were in order. It was clear to me what the problem was. I spoke with the lady who acts as an agent for farangs at Immigration. I have never needed her help, I just met her by chance and asked her about the Amphur office, she said it was no problem. So we double-checked the documents, grabbed the village head who needs to attend in person and went back to the Amphur office. Wham Bam. All done for a modest fee.

I have since used the pink ID instead of a passport for boarding a domestic flight and a couple of other things. Once at the post office I gave my passport and showed the pink ID, the counter staff preferred the ID and pushed the passport back without looking at it. I also used the ID to register when I went to Aek Udon Hospital for a routine check up. It is easier to carry than the passport and so far it has worked for everything where I might otherwise have needed a passport.

Though the building manager of my condo needed to go there and submit their ID etc, the POS that was doing it told them to make sure they wanted to do it because they will become legally responsible for anything bad the farang does once they sign it. Obviously BS to try to scare them into not doing it.

Not sure why so many of them have such issues with issuing whities a simple proof of residence book that they are legally entitled to.

Is the POS at the LDO able to issue a COR for the TIO?

One thing my pink ID card is missing, compared to the Thai citizens version is the electronic chip. Some 7/11's require the ID card to be inserted into their chip and pin machine when paying a bill.

Never known that and didn't need one when I got mine. Is this something new or area dependent?
