I think its under reported. Yes the infrastructure is worse. But the roads are specifically. With Thailand, you find yourself in bad traffic, but the highway does come. And then you sail down the highway trouble free. In the Philippines, the highway never comes. Its shit traffic for hours. I used to take some rough buses in Thailand, but even those were fine when you get moving on the highway. I thought I was pretty good at roughing it. Until the Philippines. I got serious motion sickness from the shit traffic.
