Venezuelan President Hugo Chavez is creating an analog of The Hague Tribunal and the Commission on Human Rights. He made a respective statement on March 13 during the show "Hello President." According to him, this proposal has already been supported by the Ecuadorian President Rafael Correa.
The operation of the new international bodies is provided for by the organization of the South American Union of Nations (UNASUR). According to Chavez's plan, it will promote greater independence of the states included in this block.
Hugo believes that UNASUR must have its own international tribunal, as well as the Commission on Human Rights, to remove the Damocles sward raised over the countries used by international organizations (not all but most) for blackmailing and introducing sanctions.
This was Chavez's hint at the dictatorship of the West and especially the U.S., who takes undue liberty in deciding the fate of the world. Those who do not fit the ideals of democracy and violates human rights (i.e., does not play by the rules of Washington and its satellites) risk experiencing all the delights of democratic councils in the face of the Hague Tribunal.
This happened with the military and political leadership of Yugoslavia led by Slobodan Milosevic, who died in custody in The Hague under rather mysterious circumstances.
Their fault was that they too zealously, in the opinion of the West, defended his country's interests and crushed the separatists who served as a tool for Brussels and Washington in the destruction of Yugoslavia.

It is significant that the number of Serbs that were hunted or are being hunted by the West, at times exceeds the number of all other persons involved in conflicts in the Balkans - the Albanians, Bosnians, Croats and others. It is no accident that the expression "the Hague justice" has become common long time ago.
However, there is more to it. Representatives of the Hague Tribunal are awaiting eagerly the arrival of other persons who have caused anger in the EU and the U.S by their actions. So far, despite all the efforts of Western intelligence agencies, they have not been able to catch the hero of Bosnian Serbs, General Ratko Mladic.
Equally attractive for the councils in The Hague is the persona of the Sudanese President Omar al-Bashir, accused of war crimes committed in his own country. He has been accused once again of being too actively opposed to the country's disintegration. We are talking about the events in Darfur, where the separatists backed by the West are operating. It is no secret that the touching concerns of Washington and Brussels in regard of the Darfur tribes oppressed by al-Bashir has to do with an attempt to establish control over the vast Sudanese oil reserves. However, so far the Western "dream of al-Bashir" remains a dream, and al-Bashir has successfully avoided the Hague "law enforcers".
Now some in the West are dreaming bringing to court the Libyan leader Muammar Gaddafi who is allegedly eliminating civilians by combat aircraft in a battle with rebels.
Head of Jamahiriya is an old partner of Chavez who has recently proposed to create an independent international commission to objectively investigate the events in Libya. Although many countries have supported this initiative, the West that is trying to present the events as an uprising of the oppressed people against the dictator, spoke strongly against it. This has caused more suspicions about its interests in fueling the Libyan revolt and controlling Libyan energy resources.
Chavez has reasons to fear for his fate. Like Libya, Venezuela has large oil reserves and under the circumstances of another round of the world commodity redistribution it provokes greedy looks from the countries of the "golden billion".
However, Hugo is trying to anticipate the events and start the offensive against those who imagined themselves the arbiters of the fate of the world. The statement he made on March 13 was not accidental. On March 11 the South American Union of Nations (UNASUR) has finally took shape. This day the charter of the organization came into force.
Yet, there is no hope that Chavez, using the UNASUR, will bring the former U.S. presidents George W. Bush and Bill Clinton who are responsible for the outbreak of wars in Yugoslavia and Iraq to court. The U.S. will not allow anyone to prosecute its former presidents.
Chavez's supporters are too insignificant to be able to do it. In addition, the Chairman of UNASUR in the coming year will be the representative of Colombia, the most ardent ally of the U.S. in the region.
Nonetheless, the initiative of Chavez should not be considered quixotic. Hugo once again have raised the question "Who are the judges?" He decided to openly challenge the role of the U.S. and the West as magistrates they have been trying to be the entire twentieth century, without asking the opinions of others.
The Venezuelan leader should expand the geographical scope of the intended tribunal and the Commission on Human Rights. This interesting idea could be supported by all those who disagree with the Western dictatorship. Today there are quite a few of those. China may become the key country under certain circumstances.
