Anupong replaces Suthep as CRES chief

Prime Minister Abhisit Vejjajiva said in a national address that he has assigned army chief Anupong Paojinda to take charge of the Centre for the Resolution of Emergency Situations (CRES) and gave him the top priority of suppressing the "terrorists" who have allegedly infiltrated the ranks of the red-shirt protesters.
Gen Anupong effectively replaces Deputy Prime Minister Suthep Thaugsuban as part of a restructuring of the CRES, which was aimed at streamlining its efficiency in coping with the ongoing crisis.

It could also mean that Anupong moves in, then on Monday he names Pruthep (or whatever his name is) as the general to replace him and Abhisit confirms -0 effectively moving up the Army reshuffle by six months.

Then he can disolve parliament call elections. nothing in the way anymore.

Mr Suthep loses his job as punishment, but the military could take a dim view of the government's move to replace him with the army chief, who has been reluctant to use force against the red shirt protesters.

Some observers believe the change of guard at the security centre could widen rifts between the government and the army.

An army source said the government's move was intended to ''force'' Gen Anupong to take tough action against the red shirts.

Suthep loses security job

The army chief was informed of his new responsibilities just hours before the prime minister's address, said the source.

Gen Anupong was quoted as telling his close aides that he would only take actions that he deemed appropriate, and that dispersing red shirt protesters from Ratchaprasong intersection was not one of them.

BANGKOK, 16 April 2010 (NNT) – Army Commander-in-Chief General Anupong Paochinda has been designated as the head of the Center for the Resolution of Emergency Situation (CRES) for a more efficient operation to tackle terrorist acts.

Speaking in a televised press briefing on Friday night, Prime Minister Abhisit Vejjajiva announced the appointment of General Anupong as the director of the CRES in place of Deputy Prime Minister for Security Affairs Suthep Thaugsuban. He reasoned that the center must be restructured for greater efficiency, unity, and integration in operation.

Prime Minister Abhisit stated that the unrest situation had turned to be a terrorism attempt with innocent people being used as a tool. He insisted that the government would try its best to solve problems of people as demanded via political means while actions against terrorists must be taken.

The Prime Minister however stressed that the operation to tackle terrorism must be sternly conducted, no matter how the solutions to political problems would be developed. He said the government and all related sectors were not neglecting the issue.

As for the attempt of the authorities to arrest core leaders of the United Front of Democracy against Dictatorship (UDD), Prime Minister Abhisit said the authorities would try every effort to enforce laws in a more effective manner in the future and would arrest other individuals supporting terrorists as well.

In addition, the Prime Minister extended best wishes for the Songkran Festival to all Thais and thanked the public for all support given to the authorities.

BANGKOK - THAILAND'S embattled prime minister put his army chief in charge of security in the capital on Friday after a bungled raid on a hotel where leaders of the Red Shirt protest movement were holed up.

Authorities are turning up the heat again on anti-government demonstrators after a lull in tensions between the two sides, whose standoff descended into the country's deadliest civil unrest in two decades last weekend.

The military said it was planning another operation to disperse the thousands of protesters from Bangkok's commercial district but the timing had not yet been decided.

'There will be an effort to retake the area. We can't allow protests there because it damages the country,' army spokesman Sunsern Kaewkumnerd told reporters.

Prime Minister Abhisit Vejjajiva said that he was replacing his deputy as head of security operations in the capital, giving army chief Anupong Paojinda broader powers to tackle 'terrorism'. 'The government reassures you that we will restore normalcy,' he said in a nationally televised address.

Experts said the move suggested the authorities might be preparing another crackdown, following last Saturday's bloody clashes that left 23 people dead. It also came after commandos earlier on Friday stormed a Bangkok hotel where leaders of the Red Shirt protest movement were hiding, but the mission ended in dramatic failure after the suspects managed to flee. --

Gen Anupong forced to head CRES

Army commander-in-chief Anupong Paojinda was forced by Prime Minister Abhisit Vejjajiva to take up the top job at the Centre for the Resolution of Emergency Situations, red-shirt core leader Natthawut Saikua said at Ratchaprasong rally stage late Friday night.

Mr Natthawut was responding to Mr Abhisit’s televised address last night that he has appointed Gen Anupong as head of the CRES, replacing his deputy Suthep Thaugsuban.

“Earlier, the red shirts had high hope that Mr Abhisit would decide to dissolve House of Representatives to show responsibility for the April 10 bloodshed.

But the appointment of Gen Anupong to control the CRES reflects the fact that the premier will not step down or dissolve the House as expected”, Mr Natthawut stated.

The appointment could lead to more violence, particularly if Gen Anupong resorts to the use of force against the red-shirt protesters, he added.

All 24 core leaders of the United front for democracy against Dictatorship will surrender to police on May 15, UDD co-leader Jatuporn Prompan said late Friday night.

“On Saturday, UDD will send lawyers to submit a letter to metropolitan police commander informing him about the planned surrender date”, Mr Jatuporn said.

He stated that red-shirt leaders decided to turn themselves in because they want to follow the way the leaders of the People’s Alliance for Democracy had done when they were wanted under arrest warrants for seizure of Suvarnabhumi and Don Mueang airports in late 2008.

“It took one year for PAD leader Sondhi Limthongkul to surrender to police. The red-shirts then will follow suit”, said the UDD core leader.

UDD leaders are wanted under arrest warrants for seizure of the Ratchaprasong intersection, some of them wanted for leading the red-shirts to storm in to the parliament compound and for laying siege to the Thaicom satellite station in Pathum Thani.

No need to be confused there ST. Abhisit has defined the "terrorists" as those who have arrest warrants out for them. he has not called the vast majority of redshirt protester masses terrorists. And so Aupongs job will be restricted to looking for only a couple of dozen people rather than disbursing the protesters.

Aupong himself has clearly stated he will not be using the army to disburse the protesters. Aupong has stated that the protests are a political issue that Abahisit has to deal with, and further stated that he believed Abhisit should call elections to defuse the situation.

I doubt Aupong, given his well established public stance, will put much effort into arresting the redshirt protest leaders. Especially since they have already agreed to turn themselves in on May 15 th. (something that seems to be unique to Thailand, as is giving bail to those accused of serious crimes). Anyway, no point Aupong going after the redshirt leaders as they are already in the bag. Probably just a tactical move by the redshirt leaders but one considered normal and used often in the very unusual Thai standards.

The real threat which Aupong will be going after is Seh Dangs boys. The shooters and grenade throwers who target the army commanders including Aupong himself.

Dont expect Aupong to go attacking a bunch of peasant protesters which could only bring him grief in the twilight of his career when there are real terrorists out there who have already started a guerrilla war against the army.

Aupong aint going to be Abhisits pit bull against the protesters. Hes got far bigger fish to fry.
