1. Yes, you will need certified translated copies as well.
2. you need to show enough surplus cash equivalent to a single persons unemployment benefit, roughly speaking. There is no fixed ammount.

If it is a Amphur registration marriage cert. then it is legal, but a Thai buda ceremony is not a legal marriage.
In the US you can be married by a preacher at a church or a Justice of the peace or a judge or any ordained minister, but I don't know about the preachers at the Christian churches here, might be possible.
I am an ordained minister and have married some folks in the M/C club I belonged to, strange for an atheist ain't it, but it cost me $10 for my certificate from an add in Easy Riders Magazine about 30 years ago. and I am an ordained minister in the Church Of The Conscious Heart.
