'Eat it if you want to': Duterte lashes out over Canadian cargo of trash

The president of the Philippines says that if Canada doesn't take back tonnes of trash within the next week, he will "declare war" and ship the containers back himself.


Filipino media outlets are reporting that Rodrigo Duterte made threats Tuesday about dozens of shipping containers filled with Canadian household and electronic garbage that has been rotting in a port near Manila for nearly six years.


More than 100 of the containers were shipped to Manila by a Canadian company in 2013 and 2014, improperly labelled as plastics for recycling. Customs inspectors discovered they actually contained garbage, including soiled adult diapers and kitchen trash.


"I'll give a warning to Canada maybe next week that they better pull that thing out or I will set sail," said Duterte in a video broadcast by RTVM, the media arm of the president's office.


"I will declare war against them. I will advise Canada that your garbage is on the way.
Prepare a grand reception. Eat it if you want to."

Canada has been trying for nearly six years to convince the Philippines to dispose of the garbage there, even though a Filipino court ordered the trash returned to Canada in 2016.



Last week, a British Columbia lawyer said in a legal brief that Canada is in violation of the international Basel Convention, which forbids developed nations from sending their toxic or hazardous waste to developing nations without informed consent.


A spokesperson for federal Environment and Climate Change Minister Catherine McKenna said Canada is looking into the issue.


"Canada is strongly committed to collaborating with the Philippines government to resolve this issue and is aware of the court decision ordering the importer to ship the material back to Canada," said Sabrina Kim in an email to CBC News.


"A joint technical working group, consisting of officials from both countries, is examining the full spectrum of issues related to the removal of the waste with a view to a timely resolution.


"In 2016, we amended our own regulations around hazardous waste shipments to prevent such events from happening again. We are committed to working collaboratively to ensure the material is processed in an environmentally responsible way."

Long Island’s infamous garbage barge of 1987 still influences laws

The infamous garbage barge set out to sea 30 years ago this week, carrying more than 3,100 tons of Islip Town and New York City trash on a voyage that would change how Long Island collects and disposes of its solid refuse.

Officials, seeing landfill space running out on Long Island, decided to try something new: pay a private carting consortium to ship the trash to a North Carolina dump for a fraction of what it would cost to dispose of it in the Northeast.

But it backfired.

North Carolina officials, fielding complaints from residents who saw the barge trying to dock, wanted nothing to do with the fetid haul. After being turned away, the Mobro 4000 meandered from place to place for two months, desperately looking for a dump site. It would be turned away by Louisiana, Texas, Florida and Belize. Authorities in Mexico and Cuba threatened to fire artillery at the barge if it tried to dock.

Officials from Islip and New York State eventually negotiated a deal to have the garbage burned in Brooklyn with its ash buried in an Islip Town landfill.

The saga attracted national headlines — and late-night barbs from “Tonight” show host Johnny Carson. Long Island’s efforts to dispose of or recycle its trash have improved by many measurements, officials and industry experts say. But it may not be enough, they caution.

“I think the garbage barge is an excellent reminder of what can happen when we put the environment sort of off to the side and say, ‘We don’t have to worry about it,’” said R. Lawrence Swanson, director of the Waste Reduction and Management Institute at Stony Brook University.

In 1987, the year the barge logged about 6,000 miles at sea, 80 percent of Long Island’s refuse ended up in landfills; 13 percent was trucked to dumps off the Island, 6 percent was incinerated, and only 1 percent was recycled, according to Swanson. Since about 2010, roughly half of Long Island trash is incinerated, 30 to 35 percent is recycled, and 15 to 20 percent is transported off the Island.

Garbage disposal continues to vex local officials. Critics say Long Island’s recycling efforts — a key factor in reducing the amount of trash to be incinerated and landfilled — lag other regions’.

Yet, they haven't banned manufacturers from packaging drinks/food in plastic.

Very surprised that these garbage barges don't have more "accidents" at sea. Kudos to them for at least trying to get rid of the crap legitimately.

Philippines withdraws top diplomats from Canada over trash row

MANILA (Reuters) – The Philippines is withdrawing top diplomats from Canada after Ottawa missed a deadline to take back 69 shipping containers full of trash, the latest move in a long-running row stoked by threats from Manila’s outspoken president.


Last month, President Rodrigo Duterte threatened Canada with war and said he would personally escort the waste containers by sea back to Canada.


“We shall maintain a diminished diplomatic presence in Canada until its garbage is ship-bound there,” Philippine Foreign Secretary Teodoro Locsin said on Twitter on Thursday after the May 15 deadline expired.


Locsin also took issue with Philippine diplomats for not doing enough to ensure Canada took back the trash, accusing them of acting in defiance of their president to preserve friendly relations.


Canada’s foreign ministry was not immediately available for comment after office hours. Its embassy in Manila referred Reuters’ queries to its foreign ministry.


The volatile 74-year-old Duterte, known for his grandstanding and often hollow threats towards Western powers, has also said he would dump the trash in front of Canada’s embassy in Manila.


Canada says the waste, exported to Manila between 2013 and 2014, was a commercial transaction not backed by its government. It has since offered to take it back and the two countries were in the process of arranging the transfer.


The Philippines has made several diplomatic protests to Canada in the wake of a 2016 court ruling that the garbage be returned.


The consignments were labeled as containing plastics to be recycled in the Philippines, but were filled with diapers, newspapers and water bottles instead.

Canada to take back rubbish sent to Philippines

Canada says it will take back tonnes of waste shipped to the Philippines, causing a diplomatic stink.


The federal environment minister's announcement came shortly after Philippines President Rodrigo Duterte ordered the rubbish sent back.


The Philippines has filed several diplomatic protests over the refuse that was shipped between 2013-14.


A private company contracted by Canada is expected to begin preparation for shipment in the coming days.


Environment Minister Catherine McKenna said on Wednesday that Canada will cover the full costs of the preparation, transfer, shipment, and disposal of the waste and complete the transfer by the end of June.


Last week, Manila recalled its ambassador to Ottawa after Canada missed a 15 May deadline to retrieve the rubbish - part of a growing row over the longstanding irritant.


"As a result of this offending delay, the president has instructed the appropriate office to look for a private shipping company which will bring back Canada's trash to the latter's jurisdiction," Duterte spokesman Salvador Panelo told reporters on Wednesday.


"If Canada will not accept the trash, we will leave the same within the territorial waters or 12 nautical miles out to sea from the baseline of any of their country's shores."



Mr Duterte, who is known for his outspoken style, had threatened last month to ship the waste back if the issue was not resolved.




The row relates to containers shipped to Manila by a private Canadian-based company and its Philippines-based consignees.

Manila says the containers, which arrived at Manila International Container Port, were falsely labelled as containing plastics meant for recycling and were in fact filled with tonnes of household waste.


Another inspection of the remaining containers in 2015 found they contained non-hazardous municipal waste, including household and street rubbish.


The government says the containers have caused port congestion and are a hazard to public health.


Some remain in storage at the Manila port while others have been disposed of in a large landfill site.


In 2016, a court in the Philippines ordered the waste to be shipped back to Canada at the expense of the importer.


That same year, Canada amended its own regulations around hazardous waste shipments to prevent a repeat of this situation.
