Dashcam Video Shows Cop Shoot Unarmed Cyclist

A Florida sheriff's office is being sued after one of its deputies shot an unarmed cyclist, leaving him paralysed from the waist down.

Newly released dashcam footage from a police car shows Dontrell Stephens being shot four times after he was followed while riding a bicycle in West Palm Beach.

Palm Beach County Sheriff's Office Deputy Adams Lin said he pursued the 22-year-old to ticket him for impeding traffic while crossing a street on his bicycle in the September 2013 incident.

The deputy said he opened fire because Mr Stephens reached into his waistband and he thought he was armed.

In the dashcam video obtained by WPTV, Mr Stephens stops his bike next to a house after realising he is being followed by the squad car, which pulls up sharply behind him.

Carrying a mobile phone in his right hand, Mr Stephens walks toward the deputy.

He appears in view again seconds later with his back to the officer as gunfire rings out.

An internal investigation by the sheriff's department and state prosecutor ruled Mr Lin was justified in opening fire, and he returned to work four days later.

Mr Stephens, who is black, was left a paraplegic by his injuries.

In a deposition, the deputy said: "I feel bad for what happened, but I was not the cause of what happened."

The dashcam video was released as part of a lawsuit by Mr Stephens against the Palm Beach County Sheriff's Office.

According to the civil complaint, Mr Lin's internal affairs file contains "numerous use of force reports, citizen complaints and incident reviews".

The Palm Beach Post reports that the sheriff's office initially alleged that Mr Stephens assaulted the police officer, even though he did not touch the deputy.

The department then instead accused Mr Stephens of refusing to obey a lawful order.

Mr Lin said he had told Mr Stephens to get on the ground.

But Jack Scarola, Mr Stephens' attorney, said no such command is heard on the video.

Richard Giuffreda, a lawyer representing Mr Lin and the sheriff's office, said the deputy's Bluetooth microphone did not activate in time to record his order.

"Adams Lin literally had a few seconds to decide what was in Mr Stephens' hand," said Mr Giuffreda.

Mr Lin said he was suspicious because he had not seen the cyclist in the neighbourhood before.

But according to the Palm Beach Post, Mr Stephens had only recently been released from jail after serving time for a drug charge.

It is the latest case of alleged police brutality in the US, particularly involving unarmed young black men.

Not uncommon for anything usual but "unusual" or "not common" to arouse suspicion in American suburban neighborhoods.

Just walking down the sidewalk can cause suspicion and be defined as "suspicious behavior." Especially if you are recognized or have been seen before.

By nature, they are violent. The media can paint them any way they want, and hide the facts, but the facts are the facts. I shouldn't have to post any quotes for any thinking individual to understand that. Frankly, as a group, their lifestyle and behavior disgusts me. I look at any geographical location where they mass in numbers and see nothing but moral decay, crime, murder, disease, drug abuse, rape, etc etc ad nausea. They destroy every community they invade and where they convert the numbers to majority black numbers... after the whites flee for their lives and relocate to other parts.

The manner and methods in which the libtard media cover for this uncivilized behavior also sickens me. The libtards need the blacks to perpetuate their existence. Google is so disproportionately encumbered with black violence and crime and disease, etc. that it is shocking... videos, statistics, studies, images, etc.

By the same token, if you Google one incident whereby the blacks feel "offended" about something "whitey" did, you get pages and pages about whining blacks and libtards... all complaining about that one incident... I mean, the goddamn blacks and libtards are all over it like white on rice.

So, the stats on black behavior is pages upon pages of separate cases, statistics, events, etc. and the whining about one issue where a "Cracker" offends a black is pages upon pages from different libtard websites on that one thing... full of BS, anti-racism and utterly narcissistic, unjustifiable crazy-making eeking and ooking.

I am simply fed up and sick of these people... and as I stated... I should not have to post any links to state the obvious... but I can, if anyone is inclined to eek and ook about it. Twice as many whites are killed by police every year than blacks. For every black killed by a police officer every year, there are about 71 blacks killed by other blacks.

Is this your way of excusing the violent police abuse of an innocent man? Would a member of the public get away with brutally assaulting a peaceful man by using the same bulshit excuse? No they wouldn't they'd get their arse handed to them by the old bill then hauled into the courts and hopefully jailed. Moreover, the excuse your propose is exactly in line with how a public defender would be required to put (i.e. an officer of the law)... something an officer writes in his or her report... so, I do not think that your average citizen would give a "reason" for a killing that would be along the same lines that an officer would be required to state. Whole different ball game.

Yes it is a whole different ball game, a badge is a license assault attack and kill and what mostly happens to cops is they loose their jobs whereas a member of the public guilty of the same "crime" must pay the proper penalty.
