    Pattaya City Hall, for its part, is fully committed medium-term to the development of neo-Pattaya. Anyone in any doubt should view the billboard at the entrance to the shuttered Walking Street.



    Pattaya mayor confirms international consortium is funding city’s rejig

    Faced with criticism that the funds to enhance Pattaya promenade could be better spent on feeding the city’s hungry, local mayor Sonthaya Kunplome explained that the money was not Pattaya’s to move around at will. “It’s a multi-million baht EEC (Eastern Economic Corridor) initiative, so the cash is reserved for a particular project. Cancelling the beach improvements would not result in one more meal for the hungry,” he said.



    In a rare public admission by a politician that many local projects are funded neither by the local authority nor by the Thai government alone, the mayor underpinned the mechanism which has been, and will be, responsible for all the city’s major infrastructure improvements. The 1.7 trillion baht EEC is an ambitious international consortium to transform the three-province, eastern region of Thailand into a hi-tech and logistics hub and gateway, linking China and India and the 9-nation Asean trading bloc.

    Although the Thai government and state owned industries are certainly involved, most of the EEC money comes from private-public partnerships of which China and Japan are the biggest investors. Foreign companies are encouraged to join by generous tax incentives and visa benefits. For example, the four-year hi-tech Smart visa requires neither a work permit nor the 90 days immigration sign-on.





    The 13,000 square kilometer EEC zone has already had an enormous impact. It is home to the world’s eleventh largest auto exporting industry, a leading global supplier of hard disc drives and home appliances and the center of a major petrochemical industry. EEC Secretary General Kanit Sangsubhan said, “Eventually we hope to see the EEC as a pivotal import-export center linking Europe with the whole of Asia.”




    And what of Pattaya? There is, of course, no intention to turn Pattaya into a hi-tech factory and it will remain a vital tourist city, howbeit one far removed from its Sin City and horizontal leisure pursuits reputation. That is why the EEC is spending mega-cash to upgrade the infrastructure of the resort to international standards. Pattaya City Hall, for its part, is fully committed medium-term to the development of neo-Pattaya. Anyone in any doubt should view the billboard at the entrance to the shuttered Walking Street.



    EEC projects already completed include the new Route 7 motorway linking Chonburi with Bangkok and the massive improvements at Laem Chabang and Maptaphut ports. The hi-speed rail link between U-tapao and Bangkok airports is already under construction and plans to build a cruise harbor at Bali Hai and demolish Walking Street are currently under deliberation. Whatever neo-Pattaya turns out to look like, it’s going to be created with billions of foreign cash. In any currency.

    There's a lot of whinging going on about the new beach road setup. Its just a double row of trees. Not that different than now. Not sure what the big deal is

    As this is not central, or provincial funding, the central and provincial government have no control on how the funding is spent or directed.

    Its just another Chinese takeaway.

    Yeah its under the banner of one of China's alphabet soup initiatives. Belts and roads and corridors and bullshit. Where this money keeps coming from I dunno.

    Some of the negativity over it is because they knocked down some old trees. The trees weren't part of the larger plan I guess. Some whinging monger probably met their first LB under that tree 30 years ago.

    Thailand’s Eastern Economic Corridor – What You Need to Know


    June 29, 2018

    "On February 1, 2018, the Thai parliament approved the law for trade and investment in the Eastern Economic Corridor (EEC). With the EEC, Thailand hopes to develop its eastern provinces into a leading ASEAN economic zone.

    The EEC straddles three eastern provinces of Thailand – Chonburi, Rayong, and Chachoengsao – off the coast of the Gulf of Thailand and spans a total of 13,285 square kilometers. The government hopes to complete the EEC by 2021, turning these provinces into a hub for technological manufacturing and services with strong connectivity to its ASEAN neighbors by land, sea and air.

    As of January 1, 2018, the EEC has attracted US$9.3 billion in promised FDI, according to data provided by Thailand’s Board of Investment (BOI).

    The government expects US$43 billion (Thai Baht 1.5 trillion) for the realization of the EEC over the next five years. This funding will come from a mix of state funds, public-private partnerships (PPPs), and foreign direct investment (FDI).

    The government has identified four “core areas” essential in making the EEC a renowned economic zone: (1) increased and improved infrastructure; (2) business, industrial clusters, and innovation hubs; (3) tourism and; (4) the creation of new cities through smart urban planning.

    The government predicts the creation of 100,000 jobs a year in the manufacturing and service industry by 2020 through the EEC.


    Development Projects

    In order to realize the abovementioned four “core areas” of development, the government has identified 15 major investment projects for the EEC.
    These are:


    • U-Tapao airport and aircraft maintenance;
    • Sattaship commercial sea port;
    • Further develop Laem Chabang port;
    • Further develop Map Ta Phut port;
    • Develop a high-speed eastern rail route;
    • Develop double-track railways through the eastern provinces;
    • Expand highways and motorways;
    • Develop next generation automotive vehicles with focus on battery and electric vehicles;
    • Develop aviation, industry and lifestyle robotics, smart electronics;
    • Advanced petrochemical and bio-economy
    • Turn eastern provinces into a medical hub;
    • Promote and facilitate tourism in eastern provinces;
    • Develop eastern provinces into a global business hub;
    • Create new cities to support a surge in eastern population with focus on inclusive growth and;
    • Strengthen public utilities."

    Most countries leaders, businesses, citizens love the results. There may be some that already have such world-class things, or others who can't be bothered/afford to fix their ageing cities.

    When you look at this pic, its too narrow now. The new plan will give adequate room for 2 ways of foot traffic. Plus bicycle lanes. And there will be room on the beach frontage for kiosks when there are events going on. Pattaya City has all of this figured out. Yet its being universally condemned on social media.

    That would be fine if the country was no already overdeveloped by brainless ill considered schemes riddled with corruption, and even minor contractors taking a cut of the spoils.
    Significant funding has already been wasted on schemes to ‘improve’ infrastructure, with little thought to the consequences, or actual infrastructure. It’s a Thai thing.

    Broadcasting the inherent stupidity of your own failings is not tiresome in the slightest. It is the accepted norm for your standard of posting.
