Thailand : New requirement for driver's licence

    New requirement for driver's licence
    5/10/2010

People applying for a new driver's licence or for an extension of a licence will be required to have a doctor's certificate to show they are not suffering from an illness which could affect their driving.

The requirement is stated in a draft ministerial regulation of the Transport Ministry approved in principle by the cabinet on Tuesday, deputy government spokesman Supachai Jaisamut said.

The Transport Ministry proposed this new regulation because people can now apply for an extension of their driver's licence without having to show a doctor's certificate showing they are not suffering from illnesses listed under Article 46 of the Automobile Act of 1979.

The new regulation, when in effect, will apply to driver's licences for all kinds of vehicles.

Remember to leave your seizure alert dog at home when you go to the doctor and you will have no problem. It's good they are trying to improve safety here, but this will be just another worthless piece of paper unless it has real enforcement. Enforcement would mean you sign under penalty of perjury that you have no prior history of the listed medical problems, and those later found to have perjured themselves are prosecuted.

I guess being Thai isn't yet classed as an illness.

80 baht? Go to the local hospital and they will do a proper check-up for 30 baht.

Or, to a clinic where you got the question: Are you healthy? Answer Yes and pay 50 baht.

BosseO (that done it both ways).

I renewed mine last Friday. Did not have to do that. Did have to take a color blind test, a break reaction test, and a peripheral vision test and sit through a one hour silly movie on road safety. But it was easy and organized.

yup BosseO, I had mine done in Ban Chang clinic as well and paid 30 baht. No intent on looking around for the savings but was convienient just to go to local clinic and that is what they charged... and then they gave me 2 med certs
one for each auto and motorcycle.....

I didn't need one to renew in Sukhumvit, Bangkok a couple of years ago.

The requirements seem to change on a whim and are dependent on the individual you are dealing with too.

Never had had a medical certificate. WB, Passport, Copies, Old License, and photos. The new passports do not even have your address on them. They are funny though mine expired in August, I got the new 5 year the end of September, and the expire date in 2011, I get almost 6 years out of that. Plus they now give your starting year. 18 years of a license and no problems at all. They seemed to think that is a big deal. The movie was all about the points they take away for doing dumb shit stuff.

I've got a proper Driving Licence from the UK, so I'll not bother with a fake Thai one.

Interesting. I have a bit of a problem with colour blindness myself. Maybe you thought you were passing a purple under the table but it was a green ?

I've never bothered with a Thai licence because I thought this might be a problem. Never thought they would be that strict though.

Actually the vision test for the Thai drivers license is pretty tough. The depth perception test is the one that seems to get most people.
The color test is similar to what they use in aviator physicals in the USA.

Phuket drivers face new layer of bureaucracy
    Wednesday, October 6, 2010

The Transport Ministry now wants documentary proof that all road users are psychologically and emotionally up to the task.

PHUKET: Phuket drivers be warned: all new driver’s license applicants are now required to have a doctor’s certificate in order to ensure that health conditions will not adversely affect driving performance, the state-run National News Bureau of Thailand has reported.

Deputy Government Spokesman Supachai Jaisamut revealed the news after a draft Transport Ministry regulation was passed by Cabinet.

The Transport Ministry indicated that this new regulation was proposed because people can now apply for their driver’s license extension without having to show a doctor’s certificate.

Hence, it is unable to certify that these drivers are not suffering for illnesses listed under Article 46 of the Automobile Act of 1979.

When the new regulation is effective, it will cover all kinds of vehicle licenses.

The new requirement will also apply to those who want to renew their license to drive any kind of vehicle.

Psychological and emotional tests are also included in the examination to guarantee that no mental disabilities are found, it was reported.

Doctor's certificates, or bai raprawng phaet in Thai, are a staple requirement in a wide variety of government application procedures.

Obtaining one at a private hospital in Phuket can cost a few hundred baht, but some roadside clinics will issue them after a one-minute "examination" for as little as 50 baht.

It was not reported if the new rule will go into force immediately.

New ministerial regulations normally become law only after their publication in the Royal Gazette.

Will they remove all the Thais from the road if they can't prove this?

It is possible to buy a license and not have to do anything at all. There are people hanging around the land transport office who sort it out. Not sure if they will approach farangs though.
