I think the spare is part of the tie-down system. Its weight keeps the load securing ropes thight.

.... and raises the centre of gravity just a little higher, thereby making the vehicle even more unstable than it already is.

This local man was "not one hundred percent" as I was politely informed.
He has since died, wiped out by a pickup on a minor highway.
