Black & white road signs. What do the numbers mean?

I'm referring to the large, government issue, black on white and road signs that feature a picture of the mythical bird, Garuda (the one used on most Thai governmental/official stationary , etc.)

All of these road signs have numbers on them, i.e. 212, 216.

What do the numbers mean, please?

But quite often these numbers are duplicated (or seem to be anyway) and they appear on roads that sometimes already have a conventional name.

Same as back home. Some main roads are given names and yet still have a route number. Easier to put numbers on a road map than names (Especially long tongue-twisting Thai names)

the little white concrete plinths on the side of the road will have the distance to the next town and distance from the previous town

the signs indicate the highway number

It is not about where it is lifted from. It is a poke joke at a member who lives on Phuket and has a fixation with equine members pricks being posted.
